27.0 INVESTIGATIVE INTEREST SUPPLEMENTAL RECORD
27.1 INVESTIGATIVE INTEREST - GENERAL
The Investigative Interest Supplemental Record allows agencies to indicate
an investigative interest in an existing LEDS and/or NCIC record. Up to ten agencies
[other than the Originating Agency] may add an Investigative Interest Supplemental
Record to the base record.
This transaction is a departure from the accepted norm that only the ORI of record may
modify a record. This transaction adds a supplemental record indicating the interest of
another agency as to the disposition of the original record.
When an agency places its ORI (IIA) and OCA (ICA) on a record, it will receive
notification should that record be canceled, cleared, located, modified or purged by
another agency. It may also be notified (depending on the NIA flag) if the record is
returned to any agency as a result of a query made by the inquiring agency. These are
all unsolicited messages and are sent to the primary printer designated for the ORI.
If the record is both LEDS and NCIC qualified, notifications will be received from both
LEDS and NCIC.
27.2 RECORD RETENTION PERIOD
Investigative Interest Supplemental Records have the same record retention period as
the base record. At the end of the retention period for the base record, the Investigative
Interest Agency (as determined by IIA) is notified with an administrative message that
the record has been purged.
27.3 ENTER INVESTIGATIVE INTEREST SUPPLEMENTAL RECORD
27.3.1 IDENTIFICATION OF RECORD TO APPEND INVESTIGATIVE INTEREST
Records that are to have an Investigative Interest Supplemental Record appended must
be identified by:
• LNU and OCA (in that order) for LEDS only records
or
• NIC and OCA (in that order) for NCIC only records
or
• LNU, NIC, and OCA (in that order) for records that are in both LEDS and NCIC

27.4 MODIFICATION
No one-step procedure is available to modify fields in an Investigative Interest
Supplemental Record. To modify, the Investigative Interest Supplemental Record must
be cancelled and reentered.
27.5 CANCEL INVESTIGATIVE INTEREST RECORD TRANSACTION
The cancel transaction is used to cancel the record from the system when the record,
for whatever reason, is no longer valid.
An investigative Interest Supplemental Record can only be cancelled by the agency that
entered it.
27.5.1 CANCEL INVESTIGATIVE INTEREST RECORD PROCEDURE
Investigative Interest Supplemental Records must be cancelled when it is determined
the record:
• Is no longer valid
• Was entered in error
• Modification of the information is needed and therefore must be cancelled and
reentered
• There is no longer an interest
• Was entered for training purposes and it is no longer needed

27.6 QUERY
Investigative Interest does not have its own Query message key. It’s an added
functionality to the existing queries for the various systems. If an inquiry by another
agency results in a hit on a record that you have appended an Investigative Interest
Supplemental Record an unsolicited message will be received. For example:

As with Query, the agency placing an investigative interest on a record will receive
notification should the record be canceled, cleared, located, or purged.

27.8.2 ICA INVESTIGATIVE INTEREST CASE NUMBER – 20
MANDATORY
Case number assigned by investigative interest supplemental record entering agency. Letters,
digits, hyphens, and spaces permitted. Must be longer than one character. Cannot be all spaces,
all zeros, or "NONE". First seven characters cannot match first seven characters of IIA.
It is strongly recommended that agencies assign unique case numbers to records entered under
their ORI unless these records are directly related to the same incident.
27.8.3 IIA INVESTIGATIVE INTEREST AGENCY IDENTIFIER – 9
MANDATORY
This is the ORI of the agency submitting the Investigative Interest Supplemental Record, or of
the agency on whose behalf the supplemental record is submitted. Must be an active Oregon
ORI. First seven characters cannot match first seven characters of ICA.
27.8.4 LNU LEDS NUMBER – 10
CONDITIONAL
LEDS-assigned number used to identify records in LEDS. The LNU is a letter followed by nine
digits. Required if record is not NCIC only.

27.8.5 MIS MISCELLANEOUS – 200
MANDATORY
The reason for the Investigative Interest Supplemental Record should be entered along with the
name of a contact person.
If the record is entered for testing purposes, enter "TEST RECORD” as the first item in the
MIS field.
27.8.6 MKE MESSAGE KEY – 3
MANDATORY
Code indicating the message being processed. The message keys described in this chapter
are EII and XII.
27.8.7 NIA NOTIFY INVESTIGATIVE AGENCY – 1
MANDATORY
"Y" or "N". Indicator used to request notification when the base record is hit by an inquiry.
An administrative message is automatically sent to the ORI of the supplemental
investigative interest record when a cancel, clear, locate, modify, or purge transaction effects
the base record regardless of the setting of the Notify Investigative Agency flag (NIA). When NIA
is set to “Y” an administrative message is also sent when an inquiry generates a hit on the base
record.
27.8.8 NIC NCIC NUMBER – 10
CONDITIONAL
NCIC-assigned number used to identify records in NCIC. The NIC is a letter followed by nine
digits. The NIC must be entered if the base record is NCIC qualified.

For records that are both LEDS and NCIC qualified, LEDS now captures the NIC number from
returned NCIC acknowledgements and inserts this number into the LEDS record. If a NIC is
omitted (i.e. only the LNU is entered) from an Investigative Interest Supplementary Record
transaction and the record is NCIC qualified then the Investigative Interest system will use the
NIC in the LEDS record if present. An error message is generated if neither the record nor the
transaction has a NIC.
