6.0 VEHICLE/LICENSE PLATE FILES
6.1 FILE DESCRIPTION
The purpose of the LEDS and NCIC Vehicle Files are to provide assistance to criminal justice
agencies in the apprehension of people involved in the theft of vehicles, and in the recovery of
stolen and missing vehicles.
The LEDS Vehicle File contains the following types of records entered by Oregon Law
Enforcement agencies. Records are automatically forwarded to NCIC unless otherwise
indicated.
Stolen passenger vehicles of all types (cars, buses, pick-ups, motorcycles, etc.)
Stolen campers
Stolen travel trailers
Stolen aircraft
Stolen snowmobiles
Stolen trucks, tractors and trailers
Stolen “All Terrain Vehicles”
Stolen farm tractors and farm equipment, including riding lawn mowers
Stolen construction equipment
Stolen off-highway vehicles
Vehicles used in the commission of a felony crime
Vehicles used in the commission of a misdemeanor crime (stored in LEDS files only -
entered as a MISSING VEHICLE)
Repossessed, impounded and missing vehicles (stored in LEDS files only)
NICB License Plate Reader Program
When an Oregon registered vehicle is reported stolen in another state and entered into the
NCIC vehicle file, or when an Oregon registered vehicle is entered into NCIC by an out-of -
state agency as a vehicle associated with a Persons record, the NCIC computer
simultaneously sends a message to LEDS. The Oregon vehicle information is then entered
into the proper Oregon file. All out-of-state records in LEDS have the entering agency ORI as
the actual ORI of the record.
6.2 AUTHORIZED SYSTEM USE
The LEDS, NCIC, and other databases are designed for, and made available to, criminal
justice agencies to aid in the investigation of crimes and prosecution of criminal offences.
In addition, under certain conditions, select governmental non-criminal justice agencies are
granted limited access via specific authority set forth in law, rule, and/or executive order
necessary to fulfill very specific duties of given agency.
Notwithstanding this exception, use of the system as well as all the data entered into or
extracted from any such database(s) is restricted to a Criminal Justice Purpose and the
“administration of criminal justice” which is defined as:
“The performance of any of the following activities: detection, apprehension, detention, pretrial
release, post-trial release, prosecution, adjudication, correctional supervision, or rehabilitation
of accused persons or criminal offenders.”
The administration of criminal justice shall include criminal identification activities and the
collection, storage, and dissemination of criminal history record information. Criminal justice
employment investigations are included, as is the licensing or issuing of a permit for a weapon

or explosive when required to be performed by a criminal justice agency, pursuant to a federal,
state, or local law. (This category includes firearms dealers and purchasers, carriers of
concealed weapons, explosives dealers and users and lethal weapons dealers and users).
State and Federal Inspector General offices are included.
Defense of accused persons, whether by private counsel, public defender or other court
appointed counsel is not included in the definition of the administration of criminal justice.
LEDS and NCIC conduct both routine and unscheduled audits to ensure strict adherence to
system discipline. LEDS is mandated to investigate all reports of violations of system use
policies, physical and technical security, as well as data access, use, and dissemination
policies and procedures.
6.3 VEHICLE RECORD RETENTION PERIOD
The following retention periods have been established for LEDS and NCIC Vehicle Records.

6.4 TIMELINESS OF ENTRY
Entry is to be made immediately after sufficient information pertaining to the stolen vehicle has
been obtained. The promptness in entering, modifying, clearing, and canceling of vehicle
records is the responsibility of the originating agency.
Timely modification of a record is that which occurs as soon as possible following the detection
of erroneous data in an existing record, and/or as soon as possible following the receipt of data
not already stored in the record.
Timely removal from the file requires immediate removal of the record once the originating
agency has documentation the vehicle or license plate has been recovered or released.
6.5 RECORD COMPLETENESS - GENERAL
Before entering the record, it is imperative to obtain as much information as possible. It is the
sole responsibility of the entering agency to ensure all sources of available information are
checked.
When entering a stolen vehicle or other record into the LEDS/NCIC vehicle file, the following
procedure should be followed:
Check the DMV registration to verify the accuracy of the VIN and the vehicle description.
A vehicle entry must have a license plate number (LIC) OR a VIN. Both should be entered
when available.
Do not use the make, model or style codes appearing on the Oregon DMV registration
response. Oregon DMV codes will not always match NCIC codes.
A LEDS/NCIC stolen vehicle inquiry should be made prior to making an Impounded Vehicle
(EIV) entry of an out-of-state registered vehicle. Failure to make this inquiry could result in a

missed LEDS/NCIC stolen vehicle “Hit.” All vehicles, regardless of state, should be queried
prior to entry.
6.5.1 RECORD COMPLETENESS – CAUTION INDICATORS
The caution indicators "A", “P”, and “F” may be used as part of a vehicle record. If used, a
plain-text explanation must be entered into the Miscellaneous (MIS) field.
6.5.2 RECORD COMPLETENESS – LINKING CASE INFORMATION
The capability to link records is useful when two or more agencies share the same case, or
when different cases in the same department are associated. When a query is made using the
“Related Search Hit” (RSH) field option of “Yes” (Y), all related (linked) records will be
returned.
Related records are those with the same ORI/OCA as the primary hit response and all records
linked by the LKI/LKA contained in the primary hit response.
6.5.3 RECORD COMPLETENESS – MISCELLANEOUS (MIS) FIELD
At minimum, agencies must enter a telephone number at which they may be reached 24-hours
a day for confirmation purposes.
MIS must include explanatory information when any of the following conditions are met:
A caution indicator is placed on the record
Only the last 20 characters fit in the VIN field – (enter the complete VIN in the MIS field)
Only the last 10 characters fit in the LIC field – (enter the complete LIC in the MIS Field)
When entering a test record – (enter "TEST RECORD ONLY" as the first entry in the MIS
Field)
6.5.4 RECORD COMPLETENESS – VICTIM ADDRESS
The entry of victim address information into the LEDS stolen vehicle file provides contact
information to allow a recovering agency to more accurately determine if a recovered vehicle is
the one that is the subject of the record.
6.6 ACCURACY
The accuracy of records is an integral part of the system. The accuracy of a record must be
double-checked by a second party. Agencies lacking staff support for this verification must
require the investigating officer to check the accuracy of the record, as the case officer carries
the primary responsibility for recovering the stolen vehicle or license plate(s).
The verification of a record must include assuring all available cross checks, e.g. VIN/LIC,
were made and that the data in the record matches the data in the investigative report.
6.6.1 ACTION TO TAKE WHEN SYSTEM REJECTS VIN
1. If the vehicle being rejected is an impound or a repossession have the officer, or
tow/repossession company, go out and visually inspect the VIN.
a. If the officer or another person can confirm the correct VIN is different than that shown
in DMV records:
(i) Enter the VIN as shown on the vehicle, then
(ii) Send an AM to “MVR” (or the ORI of the out of state DMV) and to “LED” advising
DMV has an error in their record and ask that it be corrected.

b. In the event the correct number cannot be located, or this information is needed for any
entry other than an impound or repossession, contact the LEDS Operations Center for
further assistance.
DO NOT CHANGE THE VIN TO GET THE SYSTEM TO ACCEPT IT
2. It is permissible to change the VIN when just attempting to locate a vehicle registration.
3. LEDS is the liaison between the Oregon law enforcement community and the National
Insurance Crime Bureau (NICB). NICB provides a vital investigative resource and LEDS can
usually contact the NICB Special Agent.
NICB annually publishes the Passenger Vehicle Identification Manual. LEDS has a library of
NICB manuals dating back to 1943, has in-house computer software to identify 1981 and
newer VINs, and has direct on-line computer access with the central NICB computer in Palos
Hills, Illinois.

6.6.3 LEDS VEHICLE FILE SEARCHES
LEDS Staff have the capability to search the LEDS Vehicle Files by the following information:
Partial license plate number
Partial VIN
Make and color
6.7 DUPLICATE RECORDS
Entry and modify messages are rejected if they attempt to create a record that duplicates one
already stored in LEDS. Data from the stored duplicate record is returned in the reject
response.
Generally, duplicate vehicle records are records with:
More than one vehicle or license plate record on file with the same LIC and LIS.
More than one vehicle record on file with the same VIN and VMA.
More than one vehicle record on file with the same OAN, OCA, VMA
Some combinations of vehicle and license plate records are only considered to be a duplicate
if the ORI of the entry message matches a stored record's ORI. If an entry message is rejected
for being a duplicate, the reject response lists the record on file and the fields causing the entry
to be rejected.
6.8 RECORD VALIDATION
Validations are completed by the LEDS Representative or designee. Procedures for
record validation are listed on LEDS secure website under LEDS Representative
Manual, Chapter 5 “Validations:”

6.9 LNU AND NIC NUMBERS
Unique LEDS and NCIC file numbers are assigned to each record entered. These numbers
are included in the computer acknowledgment of the entry and should be retained in the
agency case file along with a copy of the record entered. No entry transaction is complete until
the acknowledgment is received from LEDS, and from NCIC when applicable.

LEDS now “captures” the NIC number on from an NCIC acknowledgement and inserts this into
the LEDS record. Newer LEDS records will have the both the LEDS LNU number and the
NCIC NIC number when appropriate.
6.10 LEDS AND NCIC CODES
Only codes listed in the LEDS Manual or the NCIC 2000 Code Manual are allowed in vehicle
records.

6.11 ENTRY TRANSACTION
6.11.1 ENTRY TRANSACTION DESCRIPTION
The Enter Vehicle / Enter License transactions are used to enter records of vehicles and/or
license plates that have been stolen or used in a felony crime. Additionally, vehicles which
have been impounded, lost, or repossessed may also be entered.
6.11.2 ENTRY TRANSACTION PROCEDURE
If the message key EV, EL, or EF is used, an acknowledgment will be received from both
LEDS and NCIC.
If the message key EIV, EIVP, ERV, OR EMV is used, only a LEDS acknowledgment will be
received.
All acknowledgments must be retained in the case files for documentation

When a police agency or a private business impounds or repossesses a vehicle, the vehicle
should be entered into the LEDS Vehicle File. The purpose of this entry is to preclude an
erroneous stolen vehicle report by the vehicle’s owner.

6.12 MODIFY TRANSACTION
6.12.1 MODIFY TRANSACTION DESCRIPTION
The modify transaction is used to add, delete or change data in one or more fields of an
existing Vehicle or License Plate record.
6.12.2 MODIFY TRANSACTION PROCEDURE
A Vehicle or License Plate record can only be modified by the agency that made the original
entry. Records must be immediately modified when it is determined:
Data contained in the record is incorrect,
or
Additional data has been located that is not included in the record
6.12.2.1 DELETION OF DATA FROM A RECORD
To delete data from a field, enter the message field code followed by a slash and a period.
(e.g. TWT/. removes the data in that field from the record)

No one-step procedure is available to modify fields in an Investigative Interest Supplemental
Record. To modify, the Investigative Interest Supplemental Record must be canceled and
reentered.
6.12.10 NCIC MESSAGE WHEN THE ORI IS MODIFIED TO THAT OF ANOTHER AGENCY
NCIC will send an unsolicited $.O.MOD.ORI Modify Notification to the new Originating Agency
Identifier (ORI) when the ORI Field in an NCIC record is modified to its agency. Modification of

6.14 CLEAR TRANSACTION
6.14.1 CLEAR TRANSACTION DESCRIPTION
The clear transaction is used to clear the record from the system once the vehicle or license
plate has been recovered.
6.14.2 CLEAR TRANSACTION PROCEDURE
A vehicle or license plate record can only be cleared by the agency that made the original
entry. Records must be immediately cleared when it is determined the entering agency:
recovered the vehicle or license plate,
or
received a locate placed on the record by another agency
If the record must be removed for any other reason or the record is for a missing, repossessed,
or impounded vehicle, the cancel transaction must be used.
6.14.3 BENEFITS AND EFFECTIVENESS DATA
Benefits and Effectiveness data may be included in the clear transaction.

6.15.1 TRANSACTION DESCRIPTION

6.15.2 CANCEL TRANSACTION PROCEDURES
Vehicle and License Plate records can only be canceled by the agency that made the original
entry. Records must be immediately canceled when it is determined the record:
is no longer valid
is not correctable using a modify message and therefore must be re-entered
was entered for training purposes and it is no longer needed

6.16 LOCATE TRANSACTION
6.16.1 LOCATE TRANSACTION DESCRIPTION
The purpose of the locate transaction is to indicate the vehicle or license plate record in LEDS
or NCIC has been recovered.
The primary purpose of the locate transaction is to fulfill the recovering agency’s obligation to
notify the originating agency.
It is the responsibility of the locating agency to notify the originating agency of the recovery and
verify that the record in question is still active prior to entering the locate transaction.
Timeline requirements and formats for Hit Confirmation Requests (YQ) and Hit Confirmation
Responses (YR) are discussed in the “YQ-YR Transactions” section of the LEDS Operating
Manual.
Any agency (except the entering agency) that recovers a stolen vehicle entered into LEDS or
NCIC must place a “locate” on the record.
The message key of the record is changed to reflect the located status. Located records must
be cleared by the agency which entered the record. Located records cannot be canceled.
6.16.3 NCIC LOCATE PROCESSING
When a locate transaction is entered on an NCIC vehicle or license plate record, the record will
remain available for five (5) days in “located” status, if it is not cleared by the originating
agency. After a further five (5) days, the record will be suppressed (made unavailable) and will
be removed at the next file reorganization. If the originating agency attempts to enter a vehicle
or license plate record the transaction will be rejected until the suppressed record is cleared.

6.17 QUERY VEHICLE / LICENSE PLATE TRANSACTION
Prior to taking any action on a record listed in the system, the investigating agency must, for
liability reasons, confirm the validity of such record with the entering agency.
The query Vehicle / License Plate transaction searches various files for records matching the
specific data in the query.
A check by Vehicle Identification Number, (VIN), Serial Number (SER)(Vehicle and Boat parts
only), or Owner Applied Number (OAN) searches the:

WARNING:
It should be noted when checking a license plate number, unless a specific state code,

6.17.2 QUERY AIRCRAFT
To make an aircraft inquiry, use the registration number which is normally found on the tail
section.
6.17.3 QUERY DUPLICATE VEHICLE PLATES
Some states issue new license plates, which duplicate license plate numbers from prior years.
Therefore, the year of expiration (LIY) should be carefully checked on all out-of-state stolen
vehicle responses.
6.17.4 QUERY DUPLICATE VINS
The Ford Motor Company reissued VINs on 1976 Ford pickups that were previously issued to
1967 Ford pickups. When inquiring by VIN, caution must be exercised to ensure the vehicle
year is the same as the one in question.

6.17.5 RELATED SEARCH HITS (RSH)
The capability to link records is useful when two or more agencies share the same case, or
when different cases in the same department are associated. When a query is made using the
“Related Search Hit” (RSH) field option of “Yes” (Y), all related (linked) records will be
returned.
Related records are those with the same ORI/OCA as the primary hit response and all records
linked by the LKI/LKA contained in the primary hit response
6.17.6 CHECKING MULTIPLE VIN, OAN, SERIAL NUMBERS, AND LICENSE PLATES
To assist personnel tasked with checking multiple vehicle related items, the ability to check up
to any combination of three (3) Vehicle Identification Numbers, (VIN), Serial Numbers (SER),
or Owner Applied Numbers (OAN) in one transaction has been added and an example is
shown below. A maximum of two License plates may be checked in one transaction.

6.17.11 VEHICLE LICENSE PLATE READERS AT US BORDERS
NICB in cooperation with the United States Custom and Border Protection (CBP) and
International Justice and Public Safety Information Sharing Network (NLETS), has added the
capability to query the License Plate Reader (LPR) database by vehicle license number.
6.17.11.1. NICB LPR BACKGROUND
License Plate Readers (LPRs) were initially installed by the CBP to develop and track
movement of vehicles as they crossed through the ports of entry along the southwest border
between the United States and Mexico and the northern border between the United States and
Canada.
One of the benefits of the LPR is their effectiveness relating to vehicle theft initiatives regarding
stolen vehicles entering and exiting the United States. Because of the benefits of providing
investigative information regarding stolen vehicles, CBP agreed to provide NICB the raw LPR
data as a tool in its efforts to prevent and investigate vehicle theft and insurance fraud.
Based upon priorities established by CPB not every border crossing has “inbound” and
“outbound” readers.
The LPR software is programmed to read plates from those states that represent the largest
percentage of crossings at a specific location. Not all state plates are recognized at all
crossings. LPR data is maintained for 12 months; at the 13th month, the first month’s data is
removed from the file.
To obtain this information, simply perform a standard NLETS “RQ” transaction on a license
plate using the destination code of “LP” – this is the designator for NICB. An example of the
inquiry format along with a sample of a response is shown below.
IMPORTANT: Although the RQ transaction does allow for ten (10) character plates, the LPR
records only capture the first (i.e. leftmost) eight (8) characters. Therefore, if an RQ
transaction contains 9 or 10 characters, the system will on search only on the FIRST
8 characters.
6.17.11.2. NATIONAL VEHICLE SERVICE (NVS) BACKGROUND
Nlets Connection to National Vehicle Service (NVS)
NVS working with Locator Technologies has partnered with an LPR company to provide Law
Enforcement Agencies (LEA) access to a Central Repository of LPR data from private mobile
and stationary LPR machines. The companies collecting these plates include towing and
repossession companies, parking lots, garages, and toll way systems. LEAs may utilize this
information at no cost to augment and/or initiate criminal investigations.
The National Vehicle Service (NVS) also supports the Nlets RQ message key to query their
LPR database. Nlets users, in addition to being able to query the CBP Crossing LPR database
via destination “LP” can now also send RQs to destination “VS” to query NVS database
containing nearly 15 million LPR reads per month.
In addition to allowing LEAs access to the database, NVS proactively searches the database
against the stolen vehicle file provided by the FBI. Knowing the location of a stolen vehicle
prior to or shortly after its theft will greatly enhance LEAs capabilities.

If the VMA code is less than four characters and data is to be included in the rest of the field
then the additional data must be in positions 5 through 24 and the space(s) between the end of
the VMA code and the additional data must be blank.
The remaining characters are free text and must contain the name of the manufacturer when
the VMA code is AERO, ATV, COEQ, CYL, FARM, SNOW, SPEC, TRLR, or TRUK.
If a passenger car make is not listed in the NCIC code Manual the vehicle should not be
entered in LEDS/NCIC until the LEDS staff has been contacted for assignment of a valid code.
Automobile VMA codes are listed in the Vehicle Codes Section of the NCIC 2000 Code
Manual. If an automobile make is not listed on these pages, contact the LEDS CENTER for
assignment of a valid code. Additionally; NCIC publishes a generic make code for vehicles
other than passenger cars for use when a code has not been assigned. The generic code for

each vehicle make such as truck, trailer, etc., will always appear alphabetically listed under
“unpublished” make codes in each section of the Vehicle Codes Section of the NCIC 2000
Code Manual. The vehicle make code is composed of a minimum of two and a maximum of
four alphabetic characters.
Every “assembled” automobile that does not have a manufacturer assigned VIN must be
coded VMA/ASVE. An assembled automobile is one which is homemade or is rebuilt using
components from different vehicles or from kits provided by a manufacturer for specialty cars
and replicas.
Manufacturer-assembled replica cars and kits having a manufacturer assigned VIN must be
assigned a unique VMA code, providing the name of the manufacturer is displayed on the
assembled vehicle or kit. Users should enter these vehicles as follows: VYR/(YYYY), VMA/
(NCIC-assigned VMA code), VMO/REP, MIS/”REPLICA OF (make and model replicated). If an
entry must be made prior to NCIC assigning a VMA code, the code ASVE must be entered in
the VMA Field and the complete manufacturer’s name must be included in the MIS Field. If the
manufacturer’s name is not displayed on the vehicle or kit, no VMA will be assigned and entry
must be as follows: VYR/(YYYY), VMA/ASVE, VMO/REP, MIS/REPLICA OF (year, make, and
model replicated).
Every aircraft make must be coded AERO and the known manufacturer’s name should be
spelled out in the MIS field.
An all-terrain vehicle (ATV) is one vehicle that does not fit under any other NCIC VMA code
and is designed to be driven over rough, difficult terrain including mud, sand, snow, rocks, etc.
ATV records must be entered with VMA/ATV. An ATV may be used for both recreational and
work-related purposes; however, items such as bulldozers, which are clearly construction
equipment, should be coded as such. Users must include the manufacturer’s name and a brief
description of the vehicle in the MIS field, e.g., CUSHMAN-TRACKSTER, ARGO 8 WHEELS.
Three or four wheeled motorcycles must be coded VMA/ATV.
Construction equipment VMA codes are listed in the Vehicle Codes Section of the NCIC 2000
Code Manual. If a construction equipment make is not listed on these pages, the code COEQ
must be entered in the VMA field. Enter the make of the construction equipment as the first
item in the MIS field.
Every dune buggy make must be coded SPEC.
Farm and garden equipment VMA codes are listed the Vehicle Codes Section of the NCIC
2000 Code Manual. If a farm or garden equipment make is not listed, the code FARM must be
entered in the VMA field. Enter the make of the farm or garden equipment as the first item in
the MIS field.
Every go-cart VMA must be coded SPEC.
Every golf cart VMA must be coded SPEC.
Every motorized wheelchair VMA must be coded SPEC.
Motorcycle VMA codes are listed in the Vehicle Codes Section of the NCIC 2000 Code
Manual. If the motorcycle make is not listed, the code CYCL must be entered in the VMA field,
and the manufacturer’s name must be entered as the first item in the MIS field.
If a motorcycle is homemade (built from commercial, homemade, or altered parts that are
personalized or customized), the code HOMD must be entered in the VMA field.
Three or four wheeled motorcycles that are street legal should be entered as motorcycles with
the notation “3W-MOTORCYCLE” or “4W-MOTORCYCLE” in the MIS field. Three and four
wheel motorcycles that are not street-legal are considered ATVs and should be entered with
VMA/ATV. Off-road motorcycles and the other ATVs that have been licensed for street use

should be entered with the VMA code listed in the Vehicle Codes Section of the NCIC 2000
Code Manual, the VMO code CYL and the VST code MV.
Every snowmobile VMA must be the standard NCIC VMA code for all manufacturers.
Trailer VMA codes are listed in the Vehicle Codes Section of the NCIC 2000 Code Manual. If a
trailer make is not listed, the code TRLR must be entered in the VMA field. Enter the make of
the trailer as the first item in the MIS field. If a trailer is homemade, the code HMDE must be
entered in the VMA field. A homemade trailer is a trailer built from commercial, homemade, or
altered parts that are personalized or customized. If a trailer is reconstructed, the code RCON
must be entered in the VMA field. A reconstructed trailer is one that is assembled from parts of
various similar vehicles and the parts are not altered or customized.
Truck VMA codes are listed in the Vehicle Codes Section of the NCIC 2000 Code Manual. If a
truck (including bus, motorized home, etc.) VMA is not listed, the code TRUK must be entered
in the VMA field. Enter the make of the truck as the first item in the MIS field.
A reconstructed motor home must be entered with the code REMH in the VMA field. A
reconstructed motor home is one that is assembled from parts of various similar vehicles and
the parts are not altered or customized.
Caution must be used when using the NCIC 2000 Code Manual to determine the vehicle
make, model and style codes. When the VMA code is chosen from the NCIC 2000 Code
Manual the matching model and style codes must also be used. An example would be the
entry of a truck. The VMA, VMO and the VST codes must come from the truck section of each
code category. Make, model, or style codes cannot be mixed.
