25.0 INTERPOL INTERFACE AND TRANSACTIONS

25.1 DESCRIPTION

The International Criminal Police Organization, also known as “INTERPOL”, allows

access to INTERPOL records via NLETS which provides information on international

wanted persons, stolen vehicles, and stolen travel documents. The following sections

will provide the user with the formats to perform queries into INTERPOL.

Note that LEDS/NCIC person queries sent from agencies with NCIC access, specifically

the Q, QW, QDW, QWH, and QWHD message keys, will automatically forward to

Interpol via NLETS. An NLETS return will accompany the LEDS and NCIC returns,

which will only indicate whether the subject has an Interpol record, and if so, their

unique Interpol Identification Number. This number may be queried via the appropriate

message keys in order to view the entire Interpol file. Please note querying the full

record via Interpol transaction will notify the entering agency that the record has been

requested by your agency.

The Interpol-United States National Central Bureau (USNCB) serves as the United States representative to

INTERPOL, the International Criminal Police Organization. Each of the 188 INTERPOL member countries

establishes a National Central Bureau (NCB) to serve as the central point of contact for its law enforcement

authorities to communicate with their counterparts in other INTERPOL member countries. Each NCB works

with the police authorities in its country to transmit, respond to, and execute requests for assistance in

criminal investigations and police matters to and from other countries? NCBs via the INTERPOL

communications network. The USNCB is the central point of contact for all INTERPOL matters in the United

States, and coordinates and transmits requests for investigative and humanitarian assistance between foreign

police authorities and U.S. law enforcement authorities at all levels, from the small town police department to

the large federal agencies. On a daily basis, the USNCB transmits thousands of messages about wanted

fugitives, kidnapped children, terrorism, illegal drug trafficking, and other criminal activities to assist police

investigations around the world. The USNCB is a component of the U.S. Department of Justice, and is co-

managed by the Departments of Justice and Homeland Security pursuant to a memorandum of

understanding between the Departments.

The USNCB is comprised of permanent employees of the Department of Justice and staff detailed from other

agencies. Agents, including the USNCB Director and Deputy Director, are detailed to the USNCB from federal

and state law enforcement agencies for specified terms. Agents at USNCB are assigned to work in divisions

dedicated to specific investigative areas.

Through NLETS law enforcement users are able to run real time international INTERPOL checks. To query

internationally wanted individuals please use the (IPQ). For querying lost or stolen travel documents use the

(ITQ). For querying internationally stolen motor vehicles use the (IVQ).
