5.0 MOTOR VEHICLE REGISTRATION FILES
5.1 DESCRIPTION
Motor vehicle registration information is available from all states to authorized terminals that have
access to LEDS. Motor vehicle registration information obtained through the LEDS system may
be used only for criminal justice purposes. Improper use could result in suspension or complete
termination of LEDS access.
5.2 OREGON MOTOR VEHICLE REGISTRATION
The Oregon motor vehicle registration file is maintained by the Driver and Motor Vehicle Services
Section of the Oregon Department of Transportation.
Driver and Motor Vehicle Services Section records may be reviewed for criminal justice purposes
as defined in the Oregon Administrative Rules which include, in part, detection, apprehension,
prosecution, and sentencing functions. They may not be run or reviewed for the purposes of tax
or parking tag fine collection. The use of LEDS to obtain information from DMV for the purposes
of checking on girl/boy-friends, baby-sitters, etc. is strictly prohibited.
5.3 CALIFORNIA MOTOR VEHICLE REGISTRATION
As of February 7, 2019 the direct connection between the California Law Enforcement
Telecommunications System (CLETS) and LEDS has been retired. All California DMV record
information must be queried through the NLETS “RQ”/”DQ” formats.
5.4 OTHER STATES’ MOTOR VEHICLE REGISTRATION
Motor vehicle registration for all other states is accessed through LEDS via the National Law
Enforcement Telecommunications System (NLETS).
5.5 CANADIAN MOTOR VEHICLE REGISTRATION
Refer to LEDS User Manual, Section 22, “Canadian Interface.”
5.6 AM MESSAGE REQUESTS TO MOTOR VEHICLES DEPARTMENTS
When requesting information from any state by administrative message, include all information
available to enable the motor vehicles department to locate the information you need.
For example, when inquiring for information by name, include the complete name date of birth,
city of residence, and address if available.

5.7 OFFLINE AND/OR PARTIAL INFORMATION REQUESTS
Requests for searches based upon partial name, VIN, and or license information; “all vehicles
registered” to a person or business; or any other information needed for an investigation should
be directed to the LEDS Operations Center (the LEDS Helpdesk).
Contact the LEDS Operations Center via email at Helpdesk.LEDS@state.or.us, via AM message
to “LED”, or via phone at 503-378-5565 if the urgency of circumstances so dictate, to obtain this
information.
5.8 OREGON MOTOR VEHICLE REGISTRATION RECORDS
On-line inquiry for Oregon Motor Vehicle registration records can be made using either a vehicle
license number (LIC) or a vehicle identification number (VIN).
5.8.1 OREGON LICENSE NUMBER FORMATS
The chart in Section 5.8.1.1 describes the formats of the various license plates issued by Oregon
DMV. Some important special cases are described below.
1) License Plate Type Identifiers
Some Oregon vehicle license plates include license type identifiers as part of the license number.
License type identifiers may appear as alpha characters, an alpha character over an alpha
character, or an alpha character over a small numeral.
All alpha characters and small numerals appearing on the license plate are considered part of the
license number and must be included in the inquiry. See the examples below.

2) Diplomatic License Plates
The U.S. Department of State maintains a separate vehicle license plate file for all diplomatic
license plates issued in the United States. Registration inquiries for diplomatic plates must be
made using a standard NLETS “RQ” format and the letters “US” in the license state field, “00” in
the license year field, and “CC” in the license type field.
3) Motorcycle License Plates
Oregon motorcycle licenses from number 1 (one) through 85,000 do not have an “M” as the first
character of the license number. When inquiring on motorcycle licenses in this series the “M”
prefix must be added to the license number used in the inquiry. For example, motorcycle license
number 12345 must be run as M12345. The registration response will show the license number
as it appears on the license plate. The M is required so the DMV computer will know which file to
search.
Plates in the next series of motorcycle license plates always have “M” as the first character. The
“M” is part of the license number and must be included in the inquiry. e.g., M86324.

A third series of motorcycle license plates has an “M” over a small numeral. Both the “M” and the
small numeral are part of the license number and must be included in the inquiry.
EXAMPLE: The following license number:
M 31324

Would be entered as M731324
4) Moped License Plates
Mopeds were issued motorcycle license plates prior to October 1, 1983. Since that date, mopeds
have been issued license plates prefixed by “MP”. When inquiring on moped license plate
numbers use the license number as it appears on the plate, including any alpha characters or
small numerals. If it is a license number that does not have an “M” as the first character, the “M”
prefix must be added when making an inquiry.
5) Customized License Plates
Customized vehicle license plate inquiries are made using the series of numbers or letters as
shown on the plate. Spaces and hyphens may be included as shown or omitted as they will be
ignored by the system.
6) Special Interest and Antique License Plates
Special interest vehicles may be issued vehicle license plates with the license plate identifier of
“SP”. The “SP” is considered part of the license number and must be included in the inquiry.
Examples of special interest vehicles are vehicles which are at least 25 years old and maintained
as collectors’ items.
Antique vehicles may be authorized to display original license plates. For example, a 1936 Ford
may display a 1936 license plate. Inquiries on this type of plate are made using the same format
as regular license plates.

5.8.2 PUBLIC UTILITY COMMISSION PLATES
The Public Utility Commission issues “license plate type” identification plates for the purpose of
registration and weight mile tax collection. These plates are not issued or maintained by DMV,
thus, registration information is NOT available via the LEDS / DMV computer interface.

5.8.9 OREGON REGISTRATION RECORD FLAGS
The following descriptions provide interpretations of the DMV flags. Multiple flags may appear in a
record. See line 5 in Section 5.8.6.
FLAG 2 (TCN) Title Canceled
The current title has been canceled. The registration is not canceled but cannot be renewed
until the title cancellation has been resolved. Lookup must be done at DMV Headquarters to
explain the reason the title was cancelled. Call 503 945-5000 for additional information.
FLAG 6 (RTT) Title Returned Unclaimed
This flag indicates a title was returned to DMV Headquarters unclaimed (wrong address, etc.).
FLAG 7 (RPS) Plates/Stickers Returned
This flag indicates plates and/or stickers were returned to DMV Headquarters unclaimed
(wrong address, etc.).
FLAG 8 (ABV) Abandoned Vehicle Appraised at $500 or Less
This flag indicates the vehicle was sold to a dismantler and notice was given to DMV.

FLAG 9 (WRV) Vehicle Wrecked
This flag indicates that DMV has received some type of notification that the vehicle may have
been damaged. Lookup must be done.
FLAG 10 (DLR) Dealer Stock
This flag indicates a dealer has notified DMV that they have purchased this vehicle.
FLAG 11 (SOL) Sold
This flag is placed on the vehicle record when DMV receives only information that the vehicle
has been sold or only an incomplete buyer name (such as a first name).
FLAG 12 (ADM) Administrative Review Notation
This is an administrative flag used for various reasons. DMV may have been provided with a

FLAG 22 (IIE) Issued in Error
Indicates that the current title was processed, but not mailed, due to incomplete information.
The information displayed may not be accurate and usually a pending case has been set up in
Headquarters.
FLAG 23 (VSP) Suspended Vehicle Registration
This flag indicates the vehicle registration is suspended due to court action. This flag does not
affect the status of the driver.
FLAG 24 (INV) Vehicle Information Discrepancy
This flag indicates there may be an error in the VIN, make, year, or body style for the vehicle.
FLAG 25 (RTU) Title Returned
This flag indicates the Oregon title has been returned to DMV for unknown reasons. Call
FLAG 26 (BLP) Business License Processing
This is a miscellaneous flag used by Business License Processing.
FLAG 27 (RCN) Registration Canceled
The plates and stickers are permanently canceled and are no longer valid for registration
purposes. Microfilm look-up is necessary to determine the reason why the registration was
canceled and the requirements that must be met before issuing new registration.
FLAG 28 (CCP) Elected Official
The vehicle record indicates an elected official plate was issued to an elected official.
FLAG 29 (DVR) Totaled Vehicle (Primary Ownership Document HAS Been Surrendered)
Example: Notice from an insurer that the vehicle is totaled; or notice from the owner that the
vehicle is totaled due to damage.

This flag indicates we have a Transitional Ownership Document on file for the vehicle.

FLAG 53 (VVR) Non-Conforming VIN Verified
National NCIC VIN standards call for all passenger, truck, bus, motorcycle, and motor homes
to conform to a 17-digit VIN configuration. This flag was designed to be placed on vehicle
records where the verified VIN does not conform to the 17-digit rule. Exceptions to the 17-digit
rule may occur if:
• The vehicle was built in a transition year (1981 or 1982),
• The vehicle was homemade, reconstructed, or a replica,
• It is a foreign vehicle.
FLAG 54 (BCD) Manufactured Structure Record Transferred to DCBS
This flag was automatically added to all manufactured structure records when records were
sent to the Department of Consumer and Business Services (DCBS).
5.8.10 UNAVAILABILITY OF RECORDS RESPONSES
The following responses are examples of Oregon DMV messages when there is no information to
provide or the information is otherwise restricted.

When an “INFORMATION NOT AVAILABLE” message is received, this means the vehicle is one
of the following:
1) An undercover police vehicle, or
2) The R/O is being protected from a stalker, or
3) Is registered to a high-profile personality such as an actor, news anchor, etc.
5.8.11 DMV INTERNALLY ASSIGNED NUMBERS
These internal numbers are assigned to identify records of vehicles in the system that do not have
plates assigned, i.e. if the vehicle was sold without plates. During the transfer process, the internal
number is utilized to track the vehicle until permanent plates are issued.
Internal numbers (beginning with N, NS, NR, or PH) are also issued to vehicles that are titled, but
not registered.
These numbers are NOT to be entered into the LEDS or NCIC systems as they are not valid
license plates.
5.8.12 VEHICLE BODY STYLES (OREGON REGISTRATION)
Oregon DMV utilizes the NCIC VMO and VST Codes to identify the vehicles. Refer to the Vehicle
Data Codes section of the NCIC 2000 Code book for details.
5.9 CALIFORNIA MOTOR VEHICLE REGISTRATION RECORDS
5.9.1 DESCRIPTION
As of February 7, 2019 the direct connection between the California Law Enforcement
Telecommunications System (CLETS) and LEDS has been retired. All California DMV record
information must be queried through the NLETS “RQ”/”DQ” formats.

5.10.1 DESCRIPTION
Authorized LEDS users have access to motor vehicle registration information in all other states
through the National Law Enforcement Telecommunications System (NLETS).
Inquiries for motor vehicle registration information to states other than Oregon and California are
made using the standard inquiry message key (RQ). “RQ” inquiries may also be made to
California, however, more information is available via the direct California formats.
5.10.2 INQUIRY FORMATS
“RQ” inquiries can be made using either a vehicle license number (LIC) or a vehicle identification
number (VIN).
If the inquiry is based on a license number (LIC), the year of expiration (LIY) and license type
(LIT) fields must be included in the inquiry.
If the inquiry is based on a vehicle identification number (VIN), the vehicle make (VMA) and
vehicle year (VYR) are optional and may be included as a set for additional identifiers, but are not
required.

5.10.12 NLETS LICENSE PLATER READER INQUIRY (NA)
The National Insurance Crime Bureau (NICB) in cooperation with the United States Custom and
Border Protection and Nlets, has added the capability to query the License Plate Reader (LPR)
database by vehicle license number.
License Plate Readers (LPR’s) were initially installed by the United States Custom and Border
Protection (CBP) to develop and track movement of vehicles as they crossed through the ports of
entry along the southwest border between the United States and Mexico and the northern border
between the United States and Canada.
One of the benefits of the LPR is their effectiveness relating to vehicle theft initiatives regarding
stolen vehicles entering and exiting the United States. Because of their benefits of providing
investigative information regarding stolen vehicles, U.S. Customs has agreed to provide NICB the
raw LPR data as a tool in its efforts to prevent and investigate vehicle theft and insurance fraud.

Automated boat registration is available through LEDS from the Oregon State Marine Board for all
Oregon Registered boats. Registration information can be obtained by registration number or hull
number.
If the registration record is not in the automated file, contact the LEDS Operations Center by
phone or send an administrative message to “LED”.
Expired Boat registrations remain on file for up to two years after expiration. Expired boat
registration information that has been purged is available on microfiche from the LEDS
Operations Center.
Inquiries by registered owner’s name is not available on-line, but can be obtained for investigative
purposes, 24 hours a day, by contacting the LEDS Operations Center by phone or administrative

The Oregon State Marine Board flags registration records of boats reported to them as stolen. If a
response indicates a boat is stolen, check the boat for stolen in NCIC and confirm the status with the
entering agency. Stolen boats may be reported to the Marine Board by phone at 503-378-8587,

participating in the “BQ” inquiry program, or to participating states when additional information is
needed.

5.14 AIRCRAFT REGISTRATION SYSTEM – ACRS
The FAA/TECS Aircraft Registration System (ACRS) is an online inquiry capability which provides
information on commercial and private aircraft registered with the Federal Aviation Administration
(FAA). The registration information is provided and maintained by the Treasury Enforcement
Communications System (TECS) through NLETS.
Aircraft registration information is obtained with the “GQ” inquiry format using one of the following
identifiers.
Registration Number (TAIL #)
Serial Number (VIN #)
Name of Registrant
When inquiring on an aircraft registration, you must include an attention field (ATN/) and
information indicating whether or not the aircraft has been sighted (SIT/Y or SIT/N) and, if YES,
the date of sighting (DOS/YYYYMMDD). If the aircraft has been sighted an entry will be made into
the Aircraft Tracking Database. The SIT/ field is only used for inquiries by registration number.
Inquiries by either name or serial number may generate a hit list of up to 50 matches. Inquiries by
business name must have a space between each name, such as “Honest Airlines”.
Upon receipt of the hit list of abbreviated information on each aircraft, you must make another
inquiry using the registration number (REG/) to obtain the individual registration.

5.15 FAA/TECS AIRCRAFT TRACKING SYSTEM (ACTS)
VALIDATED Date registration was validated by FAA
The U.S. Treasury Department’s Treasury Enforcement Communications System (TECS) in
cooperation with the Federal Aviation Administration (FAA) provides the Aircraft Tracking System
(ACTS) to NLETS users. The ACTS system has the capability of accessing information on the
movement and location of private aircraft.
In order for this to be accomplished, the system has integrated the following data:
1) Visual Flight Rules (VFR)
2) Flight plan data from FAA Flight Service Stations (FSS)
3) Instrument Flight Rules (IFR)
4) Flight plan data from FAA Air Route Traffic Control Centers
5) Recorded aircraft arrival, departure and sighting data from Customs Inspectors,
Control Officers, and other Federal, State, and local law enforcement agencies
(Via NLETS).

NLETS users may query the ACTS with a “JQ” inquiry using the registration number (REG) with a
date of sighting (DOS) as an optional delimiter or a date range (DAR) with aircraft type (TYP)
and/or an ORI as optional delimiters.
When using the registration number, the user must also include information indicating whether or
not the aircraft has been sighted (SIT = Y or N) and if “Y”, the date of sighting (DOS) must be
included in the inquiry format. If the aircraft has been sighted, an entry will be made in the ACTS
file along with other pertinent information from the query (i.e. DOS, ATN, and ORI).
Should the aircraft be the subject of a Treasury Enforcement Communications System (TECS)
record, a hit notification message will be sent to those officers having an interest in the suspect
aircraft.
