21.0 NCIC ORI FILE
The NCIC ORI File gives users the capability to inquire upon any ORI and receive the agency
name, address, and telephone number in the response. The users are also able to modify their
agency address and telephone number allowing records to be kept up to date. This data will also
be used for mailing NCIC publications. The NCIC ORI File is different than the NLETS ORION
File.
21.1 FULL ACCESS ORI ASSIGNMENT CRITERIA
The agency must be authorized access pursuant to Title 28, United States Code, Section 534,
and must meet one of the criteria below:
The agency is a governmental agency as defined in the Department of Justice Regulations on
Criminal Justice Information Systems (Title 28, Code of Federal Regulations, Part 20, Subpart A).
The regulations define a criminal justice agency as
1) Courts
2) A governmental agency or any subunit thereof which performs the administration of
criminal justice pursuant to a statute or executive order, and which allocates a substantial part
of its annual budget to the administration of criminal justice. State and Federal Inspector
General offices are included. (“Allocates a substantial part” has been interpreted to mean more
than 50%.)
“Administration of criminal justice” means performance of any of the following activities:
detection, apprehension, detention, pretrial release, post-trial release, prosecution,
adjudication, correctional supervision, or rehabilitation of criminal offenders. The
administration of criminal justice shall include criminal identification activities and the
collection, storage, and dissemination of criminal history record information.
NOTE: Any court that hears civil cases only, e.g., some probate courts, does not qualify for an
NCIC ORI assignment. Any correctional facility that houses only juveniles who are not involved in
the criminal justice process, but who are orphaned or declared incorrigible, does not qualify for an
NCIC ORI assignment.

21.2 ORI STRUCTURE AND USE OF NCIC ORIS
An NCIC ORI is a nine-character identifier assigned by FBI NCIC. Each agency which has met
the established qualifying criteria for ORI assignment is issued an ORI to identify the agency in
transactions on the NCIC System. The following information explains the structure of law
enforcement ORIs (those ORIs ending with a zero) and criminal justice ORIs (those ORIs ending
with an alphabetic character). The nine-character ORI is assigned as follows:
POSITIONS 1 AND 2 ARE THE ALPHABETIC CHARACTERS REPRESENTING THE STATE OR
COUNTRY IN WHICH THE AGENCY IS LOCATED.

POSITIONS 3, 4, AND 5 ARE THREE NUMERIC CHARACTERS INDICATING THE COUNTY IN
WHICH THE AGENCY IS LOCATED.
Exceptions to this are federal and state agencies which have the acronym for that agency, or
alphabetic variations thereof, in positions 3, 4, and 5. i.e., DCATF0000 for the Alcohol, Tobacco, and
Firearms agency and DCCG0000 for the U.S. Coast Guard.

POSITIONS 6 & 7 OF LAW ENFORCEMENT ORIS
Positions 6 and 7 in a law enforcement ORI are used to distinguish one agency from another within
the same county and/or to indicate the number of agencies assigned within a particular county.

POSITIONS 8 AND 9 OF A LAW ENFORCEMENT ORI ARE ALWAYS DOUBLE ZERO.
NCIC users, particularly large city/urban police departments, may vary the characters in the last two
positions (8 and 9) to identify internal divisions, units, substations, or multiple terminals for the same
agency within the same city. Any variation of the last two positions are acceptable with the exception
that an alphabetic character cannot be used in position 9. NCIC does not assign these variations.
The variations will not translate when a “ZO” inquiry is made.

POSITIONS 6 & 7 OF CRIMINAL JUSTICE ORI’s
The criterion FBI NCIC uses for assigning a criminal justice ORI (one ending in an A, B, C, D, E, G,
H, I, J, K, M, N, O, P, Q, R, U, V, W, or Y) is as follows:
Positions 6 and 7 are two numeric characters uniquely distinguishing one agency from another of the
same type and level within the same county. This does not indicate location (e.g., city) of the agency.

POSITION 9 IS AN ALPHABETIC CHARACTER REPRESENTING THE TYPE OF AGENCY:
A Prosecuting Attorney’s Office (includes District Attorney’s Office, Attorney General’s Office, etc.).
B Pretrial service agencies (indicating background investigating).
C Correctional Institutions (includes jails, prisons, detention centers, etc.).
D Civil Courts for use in domestic violence and stalking cases
E Nongovernmental railroad or campus police departments qualifying for access to III.
G Probation and Parole Offices.
H Department of State National Visa Center
I INTERPOL
J Courts, Magistrates Offices.
K Medical examiners and coroners for access to Missing Person and Unidentified Person Files
M Custodial Facilities in a medical or psychiatric institution and some medical examiners’ offices
which are criminal justice in function.
N Regional dispatch center which is a criminal justice agency or under the management control of
a criminal justice agency.
O National Insurance Crime Bureau
P Private campus police, railroad police, and “911” centers.
Q Department of Housing and Urban Development approved Public Housing Agencies
R Agencies authorized by Public Law 99-169 for national security purposes.
T Social services agencies seeking emergency placement of children in exigent circumstances.
U Federal and state governmental child support enforcement agencies.
V Department of Motor Vehicles.
W National Center for Missing and Exploited Children.
Y Local, County, State, or Federal Agency which is classified as a criminal justice agency by
statute but does not fall into one of the aforementioned categories. Example: LEDS
Z The FBI Identification Division temporarily assigns “Z” agency identifiers to criminal justice
agencies to facilitate fingerprint card orders until an NCIC ORI can be assigned.
In addition, “Z” numbers are assigned to agencies which do not meet the criteria for an NCIC ORI
assignment, but are authorized by statute to submit fingerprint cards and receive criminal history
record information from the Identification Division and are restricted from accessing the NCIC
System.

To assure that the information contained in the ORI file is accurate and current, each user agency
is responsible for updating its own address and telephone number.
If data fields other than the address or telephone number need to be modified, contact the LEDS
Operations Center by calling 503-378-5565 or by sending an AM message to LEDS.
21.4.1 MODIFY NCIC ORI EXAMPLES
A modify message requires the message key (MO), the ORI making the transaction, the ORI of
the record being modified and the field code being changed, followed by the new data.

21.5 ORION (NLETS ORI ON-LINE DIRECTORY)
21.5.1 ORION DESCRIPTION
ORION is the NLETS on-line ORI directory containing the addresses, phone numbers, and
location of all law enforcement and some criminal justice agencies in the United States, District of
Columbia, Puerto Rico, and Canada. Each record indicates the hours of operation, if the agency
has a computer terminal, and indicates if the agency is authorized to receive Criminal History
Record Information (CHRI) via NLETS.
21.5.2 ORION FILE ENTRIES
Initial file entry and all file updates for Oregon are the responsibility of LEDS. Records determined
to be in error should be brought to the attention of LEDS by sending an Administrative Message to
“LED,” or, through telephone contact with the LEDS Center.

There are two message keys associated with the ORION file.

21.5.4 ORION INQUIRY
There are two types of ORION inquiries. The ORI inquiry allows a user to retrieve information
(e.g., address, phone number, etc.) on an agency when only the ORI is known. The LOCATION
inquiry allows a user to determine the ORI of an agency when only the location (city or state) or
Federal agency (name of agency and state) is known.
