2.0 ADMINISTRATIVE MESSAGES
2.1 GENERAL
An Administrative Message (AM) is a criminal justice related, point-to-point, free text
message.
Personnel receiving or transmitting any communication shall not divulge the existence,
contents, or meaning thereof, except through authorized channels. Administrative
Messages are logged and subject to audit, just like any other LEDS transaction.
Messages may be sent to any agency in the continental United States, Puerto Rico, the
Virgin Islands, American Samoa, Hawaii, and Canada.
2.2 MESSAGE RESTRICTIONS
Administrative messages, area broadcast, and APB messages are to be brief.
The “AM” message key is NOT to be used for initial hit confirmation, or responses.
Refer to Chapter 24 “YQ/YR” for “Hit Confirmation” transactions and request/response
formats.
Exchange of information via an “AM” message may, of course, be necessary
subsequent to the initial hit confirmation request or response.
2.2.1 RECRUITMENT ANNOUNCEMENTS
Agencies wishing to announce position openings may send an e-mail to
oregonpolicejobs@state.or.us or helpdesk.leds@state.or.us. Job listing requests should
include the agency name, position title (indicate if it is restricted, e.g. “laterals only, etc.”,
application closing date, contact person with phone number and/or e-mail address,
salary, and must include a link to the agency’s job listing.
Transmission of job recruitment bulletins via Administrative Message by any
agency other than LEDS is prohibited.
2.2.2 NON-EMERGENCY MESSAGES
Non-emergency business AM messages may be transmitted between 1200 and 1300
hours or any time after 1700 hours and before 0800 hours on normal business days; or
any time on weekends and holidays.
Non-emergency messages are defined as messages directly relating to official agency
matters and include retirement & death announcements, budget issues, local task force
issues, and meetings. Announcements of meetings of recognized criminal justice
organizations, such as the Oregon State Sheriff’s Association, the Oregon Association
of Chiefs of Police, the Oregon Peace Officers Association, etc., may be sent by the
authorized officers of such organizations.

2.3 OREGON ADMINISTRATIVE MESSAGES FORMAT (AM)
Originating Agency Identifiers (ORI)s or three letter address codes are used to reach
any agency in Oregon. The three letter address codes are listed in Chapter 3: Agency
Address Codes, of the LEDS Manual, or in the agency’s ORI file.
The following example shows the format of an AM message sent from La Grande PD to
Pendleton PD.

Commas must be inserted between destination codes if more than one agency is

2.3.1. OREGON FATAL TRAFFIC CRASH NOTIFICATION FORMAT
The Driver and Motor Vehicle Services section of the Oregon Department of
Transportation and the Oregon State Police tabulate all traffic fatalities daily for state
statistical files and press purposes. To facilitate timely reporting, these summary
reports are sent directly via the LEDS network in the form of an Administrative
Message. Agencies using LEDS terminals with the ability to access “LEDS MASKS”
can use the pre-formatted FATL mask which will simplify sending this message to DMV
and OSP.
Although this report is sent as an Administrative Message (AM), THE FORMAT OF
THIS MESSAGE MUST FOLLOW THE EXAMPLE LISTED ON THE NEXT PAGE
AND ALL FIELDS MUST BE COMPLETED. For reasons of accuracy, the fatality
message should be sent as soon as possible after the accident.

2.4 OUT-OF-STATE ADMINISTRATIVE MESSAGES FORMATS (AM)
The Originating Agency Identifier (ORI) is used as the address code for all out-of-state
agencies, and for selected federal agencies in Oregon. The ORI is an identifying
number assigned to all criminal justice agencies by the FBI. The ORI is the addressing
code standard adopted by NLETS for routing messages nationally and internationally.
Refer to Chapter 21, ORI Files, for information on the NLETS ORION file.
Users wishing to determine the ORI for agencies outside of Oregon may use the
NLETS “TQ” transaction. For more information regarding the TQ transaction, see
section 21.5.3 of Chapter 21, ORI Files.
NLETS allows all states to use optional control fields as part of the NLETS header to
identify the exact terminal from which a message was sent.
In Oregon, the LEDS message switch computer assigns a control field to all messages
when they are transmitted out of state. Many states use the control field in their out-of-
state addressing.
Below is an example of a message from Boulder, Colorado SO, to an Oregon agency
requesting records information.

“*BSW0002520”, as indicated above, is the NLETS control field which is the exact
address of the Boulder, Colorado SO terminal that transmitted the message.
To send a message to that specific terminal which asked for the records check, the
response would be the same as any other AM, with the exception the Control Field data
would be added to the end of the AM header, as noted below.

The control field follows the destination address ORI in the header and directs the
response message directly to the requesting terminal.
The following example shows the address format of a message sent from the La
Grande Police Department to an agency in Idaho.

A message may be sent to multiple agencies in other states, or a combination of
agencies in Oregon and other states. The following example shows the address format
of a message sent from La Grande PD to Ontario PD, two agencies in Idaho, two

A maximum of five (5) out-of-state address codes can be used in one message.
Address codes for Oregon are found in Chapter 3, Agency Address Codes, on the

2.5 APB AND AREA MESSAGES
A message may be directed to all agencies within a given area, or to all agencies within
a state or multiple states. Refer to Oregon Area Broadcast codes and NLETS Region
Broadcast codes later in this section for details.
2.5.1 APB (ALL POINTS BULLETIN)
APB messages must be confined to matters of importance to the area(s) or state(s) to
which they are directed.
APB and AREA messages should be used only when there is a real need to alert all
police agencies within an area to a particular problem. Examples of such cases are as
follows:
1. Information on a person believed to be dangerous and located in an area or
state, but his specific whereabouts are unknown.
2. An APB relating to an automobile involved in a serious crime or associated with a
dangerous person involved in a serious crime.
3. Stolen property or stolen vehicles should be broadcast APB ONLY when there
are extenuating circumstances.
If an APB relating to property is justified, the list should be condensed to not
more than 5 identifiable articles and a notation indicating there is other related
property.
1. Information relating to runaway juveniles or missing persons should be sent APB
or area broadcast only if there is reason to suspect foul play or immediate
danger.
2. A maximum of 5 states or 5 NLETS REGION CODES can be addressed in one
APB message: Refer to NLETS address codes, Section 2.6.
When sending information to another state requesting rebroadcast to a specific
geographic area in that state, such as the I-5 corridor in California, or to just La Salle
and Catahoula Counties in Louisiana, the AM header must be formatted with those two
letter state codes separated by a comma. (Example: AM.LED.CA,LA.)
The first statement in the text of the message must request broadcast to the specific
area(s). Messages cannot be limited to specific geographic regions in other states. The
NCIC/NLETS Control Terminal Agency in each state reviews all incoming APB
messages then sends them to the appropriate (requested) area(s).

Directs the message to any state(s) or NLETS area code(s). Messages cannot
be limited to specific geographic regions in other states. All such messages will
be sent to the NCIC/NLETS Control Terminal Agency in each state which will
review the incoming APB messages and forward it to the appropriate
(requested) area(s).
Directs APB to Oregon Only. NOTE: If your message is directed only to agencies
OUTSIDE the state of Oregon, you MUST omit the first “APB”, and the comma
immediately following it, from the format otherwise the message will be broadcast to the
entire state of Oregon. Example: AM.LTS.CA,ID. Sends the APB message to the states

2.5.4 OREGON AREA BROADCAST
An AREA broadcast is sent to all law enforcement agencies within a defined area. The
state of Oregon is divided into eleven (11) law enforcement broadcast areas as shown
in the first table in section 2.5.4.1. Several other area broadcast codes have been
established for administrative purposes. These codes are also shown in this table. The
LEDS Operations Center in Salem is included in all area broadcast codes.
The example below illustrates the address format for a message from the Benton
County Sheriff’s Office to the Portland Metro and Coastal Areas.

2.7.1 NLETS REGION BROADCAST
The National Law Enforcement Telecommunications System (NLETS) is divided into 8
geographic regions. The letters A, B, C, D, E, F, G and H are assigned as region
identifiers. A maximum of 5 NLETS regions can be addressed in one message. The
FBI and the U.S. Department of Treasury receive all area broadcasts regardless of the
