4.0 DRIVER LICENSE INFORMATION
4.1 DESCRIPTION
Driver license information from all states is available to authorized terminals which have
access to LEDS. Driver license information or driving records obtained through LEDS may be
used only for criminal justice purposes.
4.1.1 OREGON DRIVER LICENSE INFORMATION
Oregon driver license information and driving records are maintained by the Driver and Motor
Vehicle Services Section of the Oregon Department of Transportation. Access to this file is
provided by a direct computer link to DMV.
Driver and Motor Vehicle Services Branch records may be reviewed for criminal justice
purposes as defined in the Oregon Administrative Rules which include, in part, detection,
apprehension, prosecution, and sentencing functions. They may not be run or reviewed for
the purposes of tax or parking tag fine collection. The use of LEDS to obtain information from
DMV for the purposes of checking on girl/boy-friends, baby-sitters, etc. is strictly prohibited.
4.1.2 CALIFORNIA DRIVER LICENSE INFORMATION
As of February 7, 2019 the direct connection between the California Law Enforcement
Telecommunications System (CLETS) and LEDS has been retired. All California DMV record
information must be queried through the NLETS “RQ”/”DQ” formats (see section 4.4).
4.1.3 OTHER STATES’ DRIVER LICENSE INFORMATION
Driver license information from all other states is accessed through LEDS via the National
Law Enforcement Telecommunications System (NLETS).
4.1.4 COMMERCIAL DRIVERS LICENSE INFORMATION SYSTEM (CDLIS)
NLETS created a connection that allows users to access Commercial Driver’s License
Information System (CDLIS) through 50 states and District of Columbia. CDLIS supports the
issuance of commercial driver licenses (CDLs) by the jurisdictions, and assists jurisdictions in
meeting the goals of the basic tenet “that each driver, nationwide have only ONE driver
license and only one record.” The Central Site houses identification data about each
commercial driver registered in the jurisdictions, such as:
• Name
• Date of Birth
• Social Security Number
• State Driver License Number
• AKA Information
• Current “State of Record” (SOR)
This information constitutes a driver’s unique CDLIS Master Pointer Record (MPR). Each
MVA houses detailed information about each driver for which it is the SOR. This detailed
information, called the driver history, includes identification information, license information,
and a history of convictions, suspensions, revocations, and withdrawals.

4.1.5 CANADIAN DRIVER LICENSE INFORMATION

4.1.6 ADMINISTRATIVE MESSAGE (AM) TO MOTOR VEHICLE DEPARTMENTS
When requesting driver license information from any DMV via an administrative message,
include all information available to assist them with responding to the request. Inquiries for
information by name should include the complete name, date of birth, city of residence, and
street address, if available.
4.1.7 WASHINGTON STATE DRIVER LICENSE INFORMATION
Washington State will no longer process requests for driving histories received via an AM
message. Requests for Washington State driving records should be requested using an email

4.2 OREGON DRIVER LICENSE FILES
The Driver and Motor Vehicle Services Section files are accessible on-line to authorized
LEDS system users for criminal justice purposes.
Records available include those of all drivers licensed in Oregon, identification cards issued
by DMV, records of out-of-state drivers who have Oregon records but are not licensed in
Oregon, and records of persons who have Oregon driving records but no driver’s license.
4.2.1 OREGON DRIVER LICENSE INQUIRIES
Inquiries for Oregon driver license information can be made using either the Oregon
operator’s license number (OLN) or by the name (NAM), date of birth (DOB) of the subject
with the optional field to retrieve Commercial Drivers License record.
The use of the optional sex field in NAM and DOB format is suggested, particularly if there is
any question about the subject’s date of birth. If the sex code is included in the inquiry it will
limit the responses to those records that match the sex used in the inquiry.
Oregon DMV allows three sex/gender codes: F for “Female,” M for “Male,” and X for “Not-
specified.

4.2.2 OREGON DRIVER LICENSE NAME INQUIRY CRITERIA
The DMV computer will search for records based on the criteria entered. The response will be
determined by matches on the following data elements.
1. Last name (first 5 characters only)
2. First character of first name (first initial)
3. First character of middle name (middle initial)
4. Birth date and / or birth year
5. Sex
6. Commercial Driver’s License (CDL) via NLETS (Optional field)
Example: If the name “Jihnston, John Doe” is typed instead of “Johnston, John Doe” the
system will not return a record because the DMV system bases its search ONLY on the first
five characters of the last name, and the first & middle initials.
If no record matches exactly the search is expanded to look at records that have a year of
birth within the same year entered plus and minus one year.

The name file search may be expanded to look at a wider range of records by making the
inquiry without the middle initial. The sex code should always be used to reduce the number
of invalid name matches produced when no middle initial is used.
Commercial Driver’s License request is an optional field. If you choose to query CDL you’ll
need to insert letter Y = Yes.

You can search the driver license file without an exact date of birth. This inquiry should be
used only when the exact date of birth cannot be obtained.
To make an inquiry with an unknown date of birth, the year of birth must be estimated. E.g., it
is 1993 and you estimate the person to be about 55 years old. Make an inquiry using an
estimated year of birth of 1938. This inquiry searches by name and for birth dates in the years
of 1937, 1938 and 1939.
The inquiry must include a month and day of birth. When estimating a date of birth, the month
and day can be zero-filled, e.g., 19380000. This inquiry should always include the sex of the
subject if it is known.

4.2.2.4 MULTIPLE RECORDS AND RESPONSES
An inquiry by name and date of birth may produce more than one record. A list of possible
matching records will be returned which will include up to the first 5 matching records on file.
Use the “DLR” format to inquire on each driver license number in the response. To retrieve a
specific record, if the list returned does not include the person you inquired on, recheck your
inquiry data. If the data is correct, it may be necessary to send an “AM” message to “MVR” for
a special search of the name file.

4.2.2.5 LENGTHY DRIVING RECORDS
If a complete driving record is too long to be sent by DMV as one message, the words “more
record available” will appear at the end of the response. If the second section of the record is
needed it can be obtained by contacting the DMV LEDS Helpdesk at (503) 945-4337 or by an
AM message to “MVR”.
4.2.2.6 DMV NAME FILE TEMPORARILY UNAVAILABLE
The response “Name File Temporarily Unavailable” is received in response to a DMV inquiry
by name when the DMV name file has been taken down for updating. Resubmit the inquiry
after waiting a few minutes.
4.2.2.7 COMBINATION DRIVING RECORD/WANTED PERSON INQUIRY
A “QDW” inquiry will provide both driver license information and a wanted person check on
an individual. DMV, LEDS, and NCIC files will be searched for any record on the individual.
The QDW inquiry must be made using the individual’s name and date of birth. Operators
license number or sex can be added to the inquiry. If no OLN is used, an additional period
must be added following the DOB, (see the following example). If no driving record is found
matching the date of birth in the inquiry, the search is expanded to include records that have a
DOB plus and minus one (1) year of the year of birth entered.
The operators’ license number can be added to the QDW inquiry if it is available. When the
operator’s license number is included with the name and date of birth, the DMV files will be
searched using the license number plus, the LEDS and NCIC files are searched using the
name, date of birth, and driver license number.

search of the LEDS and NCIC Wanted Person files, the Oregon Criminal History file, the
NCIC Interstate Identification Index, and the Oregon DMV driver file. “QHD” causes a search
of the Oregon Criminal History file, the NCIC Interstate Identification Index, and the Oregon
DMV driver file.

the driver, followed by all accidents, convictions, suspensions, revocations and cancellations
for the past five years. Major traffic offense convictions for an additional five years are also
shown. Conviction and accident information may show on the record past the five year period
if the data was not five years old at the time of the DMV yearly purge.

This response means a DLR or DLP transaction must be made. This will provide the
driver’s current status. The driver’s privileges have been either suspended, revoked, or

4.2.7 SUSPENSION NOTICE INQUIRY (D “ZERO” 7)
The Driver and Motor Vehicle Services Section computer will provide law enforcement officers
with the information required to complete the Implied Consent form (combined report). Notice
of Intent to Suspend Driver and Temporary Driving Permit as required under the Implied
Consent law (ORS 813.100).
The response to the D07 inquiry will show specific suspension periods for either of these or
for refusal of a breath test. The response will also state whether or not the individual is eligible
for a temporary driving permit.
The D07 inquiry causes the computer to scan the driving record to determine if the driver has
certain prior alcohol-related entries. Based on the prior entries in the driving record, the
computer calculates what the suspension periods will be if the driver takes the test and fails,
or refuses the test.
Making a D07 inquiry does not post the suspension to the individual’s driving record. DMV
posts the suspension to the record when they receive their copy of the suspension order.

“D07” BLOOD ALCOHOL LEVELS
The driver of a non-commercial vehicle is considered to have failed a breath test if his/her
blood alcohol level is .08% or greater. The driver of a commercial vehicle fails a breath test if
his/her blood alcohol level is .04% or greater.

4.2.8 DRIVER LICENSE PHOTOS
Per ORS 807.115, users from law enforcement agencies can obtain photographs of persons
holding operator licenses or identification cards issued by DMV on or after November 1, 2005
via a LEDS Transaction.
Your ability to retrieve such photographs is dependant upon the capability of the software you
use to access LEDS; in other words, if your software vendor has not updated your terminal
software, you will not be able to access photos via LEDS. In this case, users must use the
RDP transaction, identified in section 4.2.10 to manually obtain photos.
To obtain photos other than the most recent, to obtain non-automated photos, or if your
system is not capable of receiving photos, the RDP transaction identified in section 4.2.10
must be used.

4.2.9 HISTORICAL PHOTOS
Duplicate photographs of driver licenses, identification cards, and permits are available from
DMV either by direct request to DMV or via LEDS. The duplicate photo file was established
on September 23, 1991, however not all photographs are available on-line.
Obtaining a duplicate photo is a 2-part process:
• Inquiry through LEDS to see if a photo is available, and
• Request either through LEDS or in writing directly to DMV.

4.2.10 DUPLICATE PHOTO INQUIRY (RDP)
An RDP inquiry will determine whether or not a duplicate photo is available for the subject in
question. If a duplicate photo is available, information provided in the RDP response is used
to make that request. An RDP inquiry can be made using either an Oregon Driver License
number or by Name and DOB. Additional information returned in the RDP response is
necessary to order duplicate photographs.

Duplicate photos may be obtained directly from DMV by making a request on DMV form
6110B or on agency letterhead. Forms can be obtained by calling the Confidential Records
Desk at 503-945-5511.

Golf carts can provide a viable source of transportation for disabled persons who would
otherwise be unable to provide transportation for themselves. ORS 807.210 establishes the
provisions and restrictions set forth in the Oregon Motor Vehicle Code pertaining to the use of
golf carts by disabled persons as a primary means of transportation.
4.3 CALIFORNIA DRIVER LICENSE FILES
4.3.1 DESCRIPTION
As of February 7, 2019 the direct connection between the California Law Enforcement
Telecommunications System (CLETS) and LEDS has been retired. All California DMV record
information must be queried through the NLETS “RQ”/”DQ” formats (see section 4.4).
4.4 OUT-OF-STATE DRIVER LICENSE INFORMATION
4.4.1 DESCRIPTION
Authorized LEDS users have access to driver license information from other states through
the National Law Enforcement Telecommunications System (NLETS).
Some states do not provide automated responses to NLETS driver license information
inquiries. Response from these states may be delayed for several minutes or longer. Driver
license information returned on these inquiries will usually provide personal identification
information on the driver and the current status of the driver in the license state.
Each state uses a different response format. If additional information or clarification is
required it will be necessary to contact the licensing state via Administrative Message.
4.4.1.1 CALIFORNIA LAW ENFORCEMENT TELECOMMUNICATIONS SYSTEM

4.4.2 OUT-OF-STATE DRIVER INQUIRY FORMAT (DQ)
The message key used for a driver inquiry to another state is “DQ”. “DQ” inquiries must be
addressed using the standard two letter state codes or NLETS region codes.
“DQ” inquiries can be made by either the operator’s license number or the name, date of birth,
and sex of the individual with an option of requesting Commercial Driver’s License (CDL).
CDL is an optional field and requires the letter Y (Yes) to obtain copy of CDL.
Up to five states may be addressed in one inquiry when inquiring by operator’s license
number. Up to five states or five NLETS regions may be addressed in one inquiry when
inquiring by name. See the examples in the following sections. Refer to the NLETS region
map located in section 2.7 for the NLETS routing codes.

4.5 NLETS COMMERCIAL DRIVER LICENSE (CDL) FORMAT (DQ)
Commercial Driver Records can be queried using Nlets CDL-DQ format.
Messages are routed through Commercial Drivers License Information System (CDLIS) in
conjunction with Federal Motor Carrier Safety Assistance and American Association of Motor
Vehicle Administration (AAMVA).
American Association of Motor Vehicles is an organization sponsored by the DMV’s in each
state. One of the functions of AAMVA is to make it possible for the State DMV’s to
communicate with each other. AAMVA do not store the driver license files, they provide a link
to each states DMV.
Restriction codes:
Each state can have their own restriction codes, but when a DMV sends restrictions to
another DMV they use a standard code. This means a DMV only has to map their code to the
standard, they don’t have to map it to the codes of the 50 other states. The restriction code is
derived from federal DOT regulations. Listed below are those codes:

4.8 AUTOMATED DRIVING HISTORY (KQ)
The National Law Enforcement Telecommunications System (NLETS) has a transaction
format for obtaining driver history information. The (KQ/KR) transaction is in addition to the
(DQ/DR) transactions but does not replace them. The “DQ” transaction gives just identifying
information and status. KQ gives history. NOTE: some states may provide identical responses
to both types of inquiries if they do not support separate “status” and “history” formats.
