15.1 FILE DESCRIPTION
The LEDS and NCIC Officer Safety Files contain records relating to persons who are of interest to
the police, but who may not be wanted or missing.

15.1.1 PSYCHIATRIC SECURITY REVIEW BOARD (PSRB) ORDERS
The Oregon Psychiatric Security Review Board (PSRB), supervises persons who have been
found to be "guilty except for insanity" of a crime.
The Board issues orders requiring mandatory return to the Oregon State Hospital of persons who
have absconded from supervision.
ORS 161.336 (5) mandates any sheriff, municipal police officer, constable, parole or probation
officer, any prison official or other peace officer to execute such orders.
PSRB orders are not valid out-of-state. However, they are automatically forwarded to NCIC as
“Missing Person - Disability” records as an officer safety alert to law enforcement officers in other
states that the person is of interest to Oregon. This also assists the PSRB in locating the
absconding individual.
15.1.1.1 PSRB ENTRY CRITERIA
All PSRB orders are entered by the Psychiatric Security Review Board.
15.1.1.2 PSRB RECORD TYPE
All PSRB orders entered have the Record Type (RTP) “PRB.”
15.1.1.3 PSRB HIT HANDLING PROCEDURES
An arrest must not be based solely on a record contained in LEDS and / or NCIC. The agency
receiving a hit on a PSRB order must IMMEDIATELY confirm the record with the Psychiatric
Security Review Board by following the instructions in the miscellaneous field of the record and
using the YQ transaction shown in Chapter 24.

15.1.2 CONCEALED HANDGUN LICENSE (CHL)
A record of any person in Oregon to whom a Concealed Handgun License (CHL) has been issued
will be entered into LEDS. In addition, records of persons who are in the CHL application phase,
and those who have been denied, revoked, or have a revocation pending are also included in this
file.
Furthermore, any person who has had an order issued, by a court of competent jurisdiction,
prohibiting that person from possessing a firearm, will also be entered into this file.

pursuant to ORS 166.293 (4) the concealed handgun permit should be seized when the permit

15.1.3 OREGON ARMED CAREER CRIMINAL RECORDS
Chapter 44, Title 18, Section 922 of the United States Code prohibits persons convicted of a crime
punishable by imprisonment for a term exceeding one (1) year from possessing or transporting
any firearm manufactured in whole, or in part, from another state or country.
Persons who violate this provision AND have three (3) previous convictions, by any court referred
to in section 922, for a violent felony and/or a serious drug offense may become eligible for
enhanced sentencing guidelines.
Persons with three (3) or more qualifying felony convictions on their Oregon Criminal History
Record are eligible for a “Potential Armed Career Criminal” EIP record. Felony convictions from
states other than Oregon are not considered toward the total number of qualifying convictions.
The specific qualifying criminal convictions are determined by the Bureau of Alcohol, Tobacco and
Firearms (ATF).

15.1.6.1 COURT ORDERED FIREARMS PROHBITION INFORMATION
LEDS is aware of two circumstances of court ordered firearms prohibitions that may not be
immediately apparent, and therefore shall be entered as Officer Safety Files. These
circumstances are prohibitions per ORS 426.130, for persons found by the court to be mentally ill,
and persons who have been convicted of misdemeanor crimes of domestic violence per federal
law 18 United States Code 922 (g)(9). Per federal law the following persons are prohibited from
purchasing or possessing firearms: convicted felons or those who have been indicted on felony
charges, persons convicted on misdemeanor crimes of domestic violence illegal aliens, persons
dishonorably discharged from military service, fugitives from justice, persons who have been
adjudicated as mentally defective or have been committed to a mental institution, persons subject
to a protection order with a firearms prohibition, and unlawful users of or addicted to unlawful
drugs or substances.
15.1. MENTAL ILLNESS

Per ORS 426.130, if the court finds that a person is mentally ill based upon clear and convincing
evidence, among other things, the court shall order that the person is prohibited from purchasing

would constitute a danger to self or others or to the community at large. When a court issues
such orders, the court shall cause a copy of the order to be delivered to the Sheriff of the county,
who will enter the information into the Law Enforcement Data System.

15.2 AUTHORIZED SYSTEM USE
The LEDS, NCIC, and other databases are designed for, and made available to, criminal justice
agencies to aid in the investigation of crimes and prosecution of criminal offenses.
In addition, under certain conditions, select governmental non-criminal justice agencies are
granted limited access via specific authority set forth in law, rule, and/or executive order
necessary to fulfill very specific duties of given agency.
Notwithstanding this exception, use of the system as well as all the data entered into or extracted
from any such database(s) is restricted to a Criminal Justice Purpose and the “administration of
criminal justice” which is defined as:
“The performance of any of the following activities: detection, apprehension, detention, pretrial
release, post-trial release, prosecution, adjudication, correctional supervision, or rehabilitation of
accused persons or criminal offenders.”
The administration of criminal justice shall include criminal identification activities and the
collection, storage, and dissemination of criminal history record information. Criminal justice
employment investigations are included, as is the licensing or issuing of a permit for a weapon or
explosive when required to be performed by a criminal justice agency, pursuant to a federal, state,
or local law. (This category includes firearms dealers and purchasers, carriers of concealed
weapons, explosives dealers and users and lethal weapons dealers and users). State and Federal
Inspector General offices are included.
Defense of accused persons, whether by private counsel, public defender or other court appointed
counsel is not included in the definition of the administration of criminal justice.
LEDS and NCIC conduct both routine and unscheduled audits to ensure strict adherence to
system discipline. LEDS is mandated to investigate all reports of violations of system use policies,
physical and technical security, as well as data access, use, and dissemination policies and
procedures.

15.4 TIMELINESS OF ENTRY
Officer safety records may only be entered into the system from specific terminals within select
authorized agencies.
Entry is to be made immediately after it is determined that the subject is qualified for entry into
system. The promptness in entering, modifying, clearing, and canceling of officer safety
records is the responsibility of the originating agency.
Timely modification of a record is that which occurs as soon as possible following the detection of
erroneous data in an existing record, and/or as soon as possible following the receipt of data not
already stored in the record.
Timely removal from the file requires immediate removal of the record once the originating agency
has documentation the subject is no longer qualified for entry into the system.

15.5 RECORD COMPLETENESS – GENERAL
Before entering an Officer Safety record, it is imperative to obtain as much information as
possible. It is the sole responsibility of the entering agency to ensure all sources of available
information are checked. Sources include, but are not limited to:
State and National Computerized Criminal History Files
Agency case files
Vehicle Registration records (cars, boats, aircraft, etc.) in and out of state
Driving records in and out of state
Department of Corrections databases
Other local agencies known, or likely to have had contact with the subject
Licensing agencies such as OLCC, Board of Nursing, Board of Medical Examiners, etc.
Commercial investigative database to which the entering agencies subscribe
Types of descriptive data that will aid in locating the subject can include, but are not limited to:
Social security number, as well as AKA SS#’s
FBI number,
State Identification Number (SID),
Driver’s license number, as well as AKA OLN’s
Miscellaneous numbers
AKA Names
AKA DOB’s
Scars, marks, tattoos, medical conditions

15.5.4 RECORD COMPLETENESS – OPERATOR LICENSE NUMBER
The entry of a person’s driver license information into the LEDS and NCIC files provides additional
identification data. If the respondent’s driver license is an Oregon issued document then LEDS will
determine whether or not it is an existing Oregon OLN.
If it is an existing Oregon OLN then LEDS will add the DMV address information and the date that
it was checked (DAC) to the LEDS record. LEDS will recheck the DMV records whenever the
LEDS record is modified and update the LEDS files appropriately. If changes have occurred to the
address information held in the DMV record then LEDS will also send an unsolicited message to
those agencies with records containing the same OLN.
If the OLN does not exist in DMV then a note to that affect will be added to the LEDS record and
an unsolicited message will be sent to the agency of record suggesting that the OLN data be
checked. A similar unsolicited message will also be sent to agencies holding records that contain
the same OLN.

15.6 ACCURACY
The accuracy of records is an integral part of the system. The accuracy of a record must be
double-checked by a second party. Agencies lacking staff support for this verification must
require the investigating officer to check the accuracy of the record, as the case officer carries the
primary responsibility for seeking the fugitive or recovering stolen property.
The verification of a record must include assuring all available cross checks, e.g. VIN/LIC, were
made and that the data in the record matches the data in the investigative report.
15.7 DUPLICATE RECORDS
Duplicate records are not allowed. Qualification for entry into the Officer Safety File are very
unique, therefore, there should never be a situation where a second entry would be attempted.

Officer Safety Records are validated on an annual basis, in January of each year. A certification
form that must be signed and returned to LEDS in a prescribed amount of time will accompany the
list. By signing the form, the LEDS Rep certifies the validation of those records is complete.
15.9 LNU AND NIC NUMBERS
Unique LEDS and NCIC file numbers are assigned to each record entered. These numbers are
included in the computer acknowledgment of the entry and should be retained in the agency case
file along with a copy of the record entered. No entry transaction is complete until the
acknowledgment is received from LEDS, and from NCIC when applicable.

15.10 LEDS AND NCIC CODES
Only codes listed in the LEDS Manual or the NCIC Code Manual are allowed in Officer Safety
records. To locate the proper codes for entering or interpreting LEDS and NCIC Officer Safety
records see the Message Field Code Directory.
15.11 ENTRY TRANSACTION
15.11.1 ENTRY TRANSACTION DESCRIPTION
The Enter Person of Interest (EIP) transaction is used to enter records of persons qualified for
entry into the Officer Safety File.
15.11.2 ENTRY TRANSACTION PROCEDURE
When the EIP message key is used with the Record Type (RTP) “PRB” an acknowledgement will
be received from both LEDS and NCIC.
No other Record Type (RTP) is NCIC qualified; therefore, only a LEDS acknowledgement will be
received.
All acknowledgments must be retained in the case files for documentation

15.11.8 SUPPLEMENTAL DATA ENTRY
Supplemental record entries are used to append additional identifiers to a record. Examples of
additional identifiers are alias names, multiple driver’s licenses, social security numbers, additional
vehicles, etc. This additional information will be appended to the original entry.
15.11.8.1 SUPPLEMENTAL ENTRY TRANSACTION PROCEDURE
A data field in the base record must be filled before any supplemental entry for that same field will
be accepted. For example, any attempt to enter a Social Security number as a supplemental
record will be rejected if the base record does not already contain a Social Security number in the
Social Security number (SOC) field. (See the “MODIFY” Section later in this chapter for complete
details on how to enter information into a field that does not contain data in the base record).
To enable Oregon agencies the ability to add “street” names, nicknames, etc. LEDS added a
“moniker” (MON) field to all Oregon person records. This filed is unique in that it does not exist in
the base record. Therefore, the supplemental transaction is way to add this information to the
record. A maximum number of 9 monikers may be added to any one record. This field only
accepts alpha characters and hyphens ( - ). If the street name of the subject is 8 ball, it would be
entered as “eight ball”.
A maximum of nine additional identifiers of various kinds may be entered in one
supplemental transaction. Additional transactions are required if more than nine identifiers
are to be entered.
Supplemental data cannot be modified; it must be canceled then re-entered.

The entry of vehicle information into the LEDS and NCIC files is critical for officer safety reasons.
The base record must be identified by name, (NAM/) and agency case number (OCA).

code and enter like information separated by periods.

15.12 MODIFY TRANSACTION
15.12.1 MODIFY TRANSACTION DESCRIPTION
The modify transaction is used to add, delete or change data in one or more fields of an existing
Officer Safety base record.
15.12.2 MODIFY TRANSACTION PROCEDURES
An Officer Safety record can only be modified by the agency that made the original entry. Records
must be immediately modified when it is determined:
Data contained in the record is incorrect, or
Additional data has been located that is not included in the record
15.12.2.1 DELETION OF DATA FROM A RECORD
To delete data from a field, enter the message field code followed by a slash and a period. (e.g.
SOC/.)
A special shortened format may be used to delete the entire set of vehicle information from a
record (e.g. LIC-VCO/.)
Using this identifier instructs the system to remove all vehicle data in the record, from license
through color.
15.12.2.2 MODIFYING SUPPLEMENTAL DATA
No one-step procedure is available to modify an alias or other identifier in a supplemental record
to an Officer Safety record.
To modify (change) an alias or other identifier in a supplemental record, the incorrect alias or other
identifier must be deleted, then entered correctly.

Supplemental records can be cancelled from an Officer Safety Record without changing the base
record.
A maximum of nine supplemental identifiers of identifier sets (i.e. OLN,OLS,OLY) may
be canceled in one transaction.
Each identifier to be cancelled must be preceded by the appropriate Message Field
Code (MFC) identifier.
Base record fields must have data before their supplemental entries are accepted. When data is
deleted from base record fields which have supplemental data fields, the top supplemental data
entry is shifted into the base record. (Except, supplemental data sets do not shift, only individual
fields shift into the base record.)
When canceling the following supplemental data, multiple data elements (up to the maximum of
nine) may be canceled without repeating the Message Field Code (MFC) identifier for like data.

Prior to taking any action on a record listed in the system, the investigating agency must, for
liability reasons, confirm the validity of such record with the entering agency.
A standard person check searches all of the LEDS and NCIC persons files; Officer Safety records
are part of the persons files. If vehicle data (e.g., VIN, serial number, license information) was

If not used, record responses are limited to a maximum 10 abbreviated near hits. If you want to
receive all hits, use the “ALL” option.
If using the “QLW” message key and you want to receive the full near hit response for first 10 best
candidate near-hit records, use the “FULL” option.
NOTE: If more near-hit records exist, a message will be displayed at the bottom of the
response that indicates more near-hits exist. In this case, you must use the “ALL” option

Although the NAM field is required for all inquiries, if a real name cannot be obtained, any name
can be used as a dummy name, however, it is best to use something like “XXX” for a last name
and “YYY” for a first.
For obvious reasons, not too many people will have a name like YYY XXX, thus the chances of
obtaining an incorrect match or near hit based on the name is remote.
15.17.3.1 RELATED SEARCH HITS (RSH)
If the “RSH” field is included in the query and you choose the “yes” (Y) option, your NCIC
response will include related records.
Related records are those with an ORI and OCA matching a primary search hit record's Linkage
Case Number (LKI) and Linkage Agency Identifier (LKA). Records with a matching ORI and OCA

Each message transaction is comprised of multiple data elements; this section provides the
necessary information on data elements for these transactions. Each data element is identified by
a specific field name. Each field name is abbreviated with a unique three or four character code
called a message field code (MFC). The MFC’s are sorted alphabetically, then followed by a plain-
word description of each. The number immediately following the description indicates the

hit notification on a corrections client. The first character must be a letter, the remaining three
characters must be numbers.
If a record has MBX data and its ORI is being changed, the MBX data must also be changed (or
deleted).
15.18.23 MIS MISCELLANEOUS – 500
MANDATORY
At minimum, agencies must enter a telephone number at which they may be reached 24-hours a
day in the miscellaneous field for the purposes of explaining an entry.
When record type (RTP) is ETS the first fifteen characters must be a telephone number formatted:
(xxx) xxx-xxxx.
Use to further describe the person of interest. All characters except period, slash, single quote and
double quote allowed.
15.18.24 MKE MESSAGE KEY – 4
MANDATORY
Code indicating the message being processed. The message keys described in this chapter are
EIP, EN, MIP, XIP, and XN.
15.18.25 MON MONIKER – 30
OPTIONAL
To enable Oregon agencies the ability to add “street” names, nicknames, etc. LEDS added a
“moniker” (MON) field to all Oregon person records. This information is not stored in NCIC
records. This field is unique in that it does not exist in the base record. Therefore, the
supplemental transaction is the way to add this information to the record. A maximum number of 9
monikers may be added to any one record. This field only accepts alpha characters and hyphens (
- ). If the street name of the subject is 8 ball, it would be entered as “eight ball”.
15.18.26 MNU MISCELLANEOUS NUMBER – 15
OPTIONAL
The first two characters must be a valid MNU code from the Personal Descriptors chapter of the
NCIC 2000 Code Manual. The third character must be a hyphen. Entry of only zeros is prohibited
in positions 4 through 15.
If the MNU exceeds 15 characters, the leftmost 15 characters should be entered in the MNU field.
The full MNU should then be entered in the MIS Field.

15.18.27 NAM NAME – 30
MANDATORY
Name of person of interest in regards to officer safety. Letters, hyphens, a comma, and spaces
permitted. Use "LAST, FIRST MIDDLE OTHER" format.
Multiple last names, with or without spaces in between, are combined into the entered last name.
Apostrophes are not entered. For last names conjugated by the letter "y", replace the "y" with a
hyphen and join the names together. A single comma is required after the last name.
Hyphens are permitted in the last name only; if a first or middle name is hyphenated, replace the
hyphen with a space. If that creates more names than permitted, remove the space so the two
formerly hyphenated names become one.
Things to know about NAM:
Up to three hyphens are permitted in the last name.
No hyphens are permitted in the first, middle, or other names.
NAM must be at least five characters in length.
Titles and other designations occurring before the first name are not permitted (Ms., Dr., etc).
The usage of surnames from different countries can often be confusing. For example, Hispanics
generally use both their fathers and mothers last name, giving them a double last name. The first

one does not know how to place these names in the name fields on inquiries, misses could occur.
Below is a short explanation of the construction of names often checked with INS indices.

HISPANIC FIRST NAMES:
Many Spanish first names consist of more than one word, for example, Maria de Los Angeles,
Maria de la Luz, and Maria del Carmen.
When written with a prepositional phrase, the name should be treated as one first name.
If the name is not recorded with a prepositional phrase, for example, Maria Luz or Maria Carmen,
it should be considered first and middle names.
HISPANIC SURNAMES
Spanish and Hispanic persons customarily use the surnames of both parents.
This double surname is derived from the first surname of the father and the first surname of the
mother. Neither name is considered a middle name. The surname of the father precedes that of
the mother.
The two surnames may be connected by the word "y", which means "and." For example, Juan
Gomez y Conde has Juan as a first name, Gomez as the surname of the father, and Conde as the
surname of the mother.
For recording purposes, all double last names are listed with the father’s surname followed by the
mother’s surname. Juan Gomez y Conde would be recorded as Juan Gomez Conde.

The nationals of some South American countries do not, as a general rule, use both last names. If
the subject comes from a country that uses both last names, but the subject only uses one, and it
is his mother’s surname, this will often indicate that the subject’s parents were not married.
HISPANIC MARRIED NAMES FOR WOMEN
When she marries, a woman commonly drops the surname of her mother and adds the first
surname of her husband, preceded by the preposition "de." This indicates she is the "wife of" that
man.
Maria Gomez Garcia, when married to Juan Martinez Ramirez, would become Maria Gomez de
Martinez and will be recorded as Gomez de Martinez, Maria.
Note that according to traditional Hispanic usage the woman’s surname never changes.
After admission to the United States, however, some women have adopted the American custom
of using the husband's surname as their own. Maria Gomez de Martinez may begin to give her
name as Martinez, Maria Gomez.
ASIAN (CHINESE) NAMES
When a sequence of two, three or four names appear, no part of which can be recognized as the
first name, middle name or surname, the first part only is identified as the surname and the next
parts used as the first name and middle name.
When one of more names follows the surname, use only the first as the surname.
Sometimes the surname will be in capital letters and the other names will be connected by a
hyphen. In such cases you may find the surname written either before or after the other names.

The only LEDS officer safety records that are NCIC Qualified are records with the PRB record
type. They are forwarded to NCIC with message key EMD by the LEDS system. As such they are
