14.0 CORRECTIONS OFFENDERS

14.1 FILE DESCRIPTION

The Corrections Offender File contains records of persons on parole, probation, or on other

types of supervision. The purpose of these records is to advise law enforcement officers that a

person is under supervision.

The Corrections Offender File also contains supervised predatory sex offender records of

clients who are currently on corrections supervision.

An automatic notification is sent to the supervising agency advising the time, date, and terminal

that did the inquiry.

Oregon State Police are responsible for housing and maintaining Oregon Registered Sex

Offender Files, which are not a part of the Corrections files.

14.2 AUTHORIZED SYSTEM USE

The LEDS, NCIC, and other databases are designed for, and made available to, criminal justice

agencies to aid in the investigation of crimes and prosecution of criminal offenses.

In addition, under certain conditions, select governmental non-criminal justice agencies are

granted limited access via specific authority set forth in law, rule, and/or executive order

necessary to fulfill very specific duties of given agency.

Notwithstanding this exception, use of the system as well as all the data entered into or

extracted from any such database(s) is restricted to a Criminal Justice Purpose and the

“administration of criminal justice” which is defined as:

“The performance of any of the following activities: detection, apprehension, detention, pretrial

release, post-trial release, prosecution, adjudication, correctional supervision, or rehabilitation

of accused persons or criminal offenders.”

The administration of criminal justice shall include criminal identification activities and the

collection, storage, and dissemination of criminal history record information. Criminal justice

employment investigations are included, as is the licensing or issuing of a permit for a weapon

or explosive when required to be performed by a criminal justice agency, pursuant to a federal,

state, or local law. (This category includes firearms dealers and purchasers, carriers of

concealed weapons, explosives dealers and users and lethal weapons dealers and users).

State and Federal Inspector General offices are included.

Defense of accused persons, whether by private counsel, public defender or other court

appointed counsel is not included in the definition of the administration of criminal justice.

LEDS and NCIC conduct both routine and unscheduled audits to ensure strict adherence to

system discipline. LEDS is mandated to investigate all reports of violations of system use

policies, physical and technical security, as well as data access, use, and dissemination

policies and procedures.

14.4 TIMELINESS OF ENTRY

Entry is to be made immediately after all conditions for entry are met. The promptness in

entering, modifying, clearing, and canceling Correction Offender records is the

responsibility of the originating agency.

Timely modification of a record is that which occurs as soon as possible following the detection

of erroneous data in an existing record, and/or as soon as possible following the receipt of data

not already stored in the record.

Timely removal from the file requires immediate removal of the record once the subject of the

record is no longer required to be under supervision.

14.5 RECORD COMPLETENESS - GENERAL

Before entering a corrections offender record, it is imperative to obtain as much information as

possible. It is the sole responsibility of the entering agency to ensure all sources of available

information are checked. Sources include, but are not limited to:

• State and National Computerized Criminal History Files

• Agency case files

• Vehicle Registration records (cars, boats, aircraft, etc.) in and out of state

• Driving records in and out of state

• Department of Corrections databases

• Other local agencies known, or likely to have had contact with the subject

• Licensing agencies such as OLCC, Board of Nursing, Board of Medical Examiners,

etc.

• Commercial investigative database to which the entering agencies subscribe

Types of descriptive data that will aid in locating the subject can include, but are not limited to:

• Social security number, as well as AKA SS#’s

• FBI number,

• State Identification Number (SID),

• Driver’s license number, as well as AKA OLN’s

• Miscellaneous numbers

• AKA Names

• AKA DOB’s

• Scars, marks, tattoos, medical conditions

And any and all other information that will result in a more complete record

14.5.1 RECORD COMPLETENESS – CAUTION INDICATORS

The caution indicator "C" may be used as part of a corrections client message key (EPR). The

caution may be for officer safety, or for the health and safety of the corrections client: for

example, if the person has a life threatening medical condition. If used, the appropriate code

must be entered into the Cautions and Medical Conditions (CMC) field and a plain-text

explanation entered into the Miscellaneous (MIS) field.

14.5.2 RECORD COMPLETENESS – MISCELLANEOUS (MIS) FIELD

At minimum, agencies must enter a telephone number at which they may be reached 24-hours

a day for confirmation purposes.

(MIS) must include explanatory information when any of the following conditions are met:

• A caution indicator is placed on the record

• An entry is made in the “Cautions and Medical Conditions” (CMC) field

• Only the last 20 characters fit in the VIN field – (enter the complete VIN in the MIS

field)

• Only the last 10 characters fit in the LIC field – (enter the complete LIC in the MIS

Field)

• Only the last 15 characters fit in the MNU field – (enter the complete MNU in the MIS

Field)

• When entering a test record – (enter "TEST RECORD ONLY" as the first entry in the

MIS Field)

• If the Vehicle Make (VMA) field contains the words “SEE MIS” following the

appropriate VMA code, the complete manufacturer name must be included in the MIS

Field.

14.5.3 RECORD COMPLETENESS – OPERATOR LICENSE NUMBER

The entry of the subject’s driver license information into the LEDS and NCIC files provides

additional identification data. If the respondent’s driver license is an Oregon issued document

then LEDS will determine whether or not it is an existing Oregon OLN.

If it is an existing Oregon OLN then LEDS will add the DMV address information and the date

that it was checked (DAC) to the LEDS record. LEDS will recheck the DMV records whenever

the LEDS record is modified and update the LEDS files appropriately. If changes have occurred

to the address information held in the DMV record then LEDS will also send an unsolicited

14.6 ACCURACY

The accuracy of records is an integral part of the system. The accuracy of a record must be

double-checked by a second party. Agencies lacking staff support for this verification must

require the probation officer to check the accuracy of the record, as the probation officer carries

the primary responsibility for contents of corrections offenders record.

14.7 DUPLICATE RECORDS

Entry and modify messages are rejected if they attempt to create a record that duplicates one

already stored in LEDS. If a message is rejected for attempting to create a duplicate record, the

reject response lists the record on file and the fields causing the message to be rejected.

Duplicate corrections offender records are corrections offender records from the same agency

with:

14.9 LNU AND NIC NUMBERS

Unique LEDS and NCIC file numbers are assigned to each record entered. These numbers are

included in the computer acknowledgment of the entry and should be retained in the agency

case file along with a copy of the record entered. No entry transaction is complete until the

acknowledgment is received from LEDS, and from NCIC when applicable.

If a Corrections Offender record is entered using the DPE, DSS, SON, and SOT fields, the

record is forwarded to NCIC, if not the record is entered only into LEDS, thus an NCIC

acknowledgement will not be received.

14.11 ENTRY TRANSACTION

14.11.1 ENTRY TRANSACTION DESCRIPTION

The Corrections Offender File contains records of persons on parole, probation or on other

types of supervision. The purpose of these records is to advise law enforcement officers that a

person is under supervision.

The Corrections Offender File also contains supervised predatory sex offender records of

clients who are currently on corrections supervision.

An automatic notification is sent to the supervising agency advising the time, date, and terminal

that did the inquiry.

Oregon State Police are responsible for housing and maintaining Oregon Registered Sex

Offender Files, which are not a part of the Corrections files.

14.11.2 ENTRY TRANSACTION PROCEDURE

This section describes the Enter Corrections Client message (EPR) used to enter corrections

client records into LEDS and NCIC. The Enter Corrections Client message (EPRP) used to

enter predatory sex offender records into LEDS and NCIC.

14.11.3 ENTRY MESSAGE KEYS

14.11.3.1 CAUTION INDICATORS

A caution indicator may be used in conjunction with a corrections offender entry (EPR). If used,

the reason for the caution must be coded appropriately in the CMC field and explained in detail

in the MIS field.

14.11.3.2 ENHANCED ENTRY

Using the “enhanced” entry feature shown in sections 14.11.7 and 14.11.7.1you can increase

your data accuracy and reduce your workload by simply entering the State Identification (SID)

number of the subject for whom you are entering a parole or probation record. The system will

use information contained in the Oregon Criminal History files to populate the following fields:

• SEX • MNU

• RAC • SOC

• POB • SKN

• HGT • SMT

• WGT • FBI

• EYE • FPC

• HAI

If data contained in any of the above fields in the CCH record does not match a valid NCIC

code, the entire transaction will be rejected, thus forcing you to use the “standard” entry format.

14.11.8 SUPPLEMENTAL DATA ENTRY TRANSACTION

Supplemental record entries are used to append additional identifiers to a record. Examples of

additional identifiers are alias names, multiple driver’s licenses, social security numbers,

additional vehicles, etc. This additional information will be appended to the original entry.

14.11.8.1 SUPPLEMENTAL ENTRY TRANSACTION PROCEDURE

A data field in the base record must be filled before any supplemental entry for that same field

will be accepted. For example, any attempt to enter a Social Security number as a

supplemental record will be rejected if the base record does not already contain a Social

Security number in the Social Security number (SOC) field. (See the “MODIFY” Section later in

this chapter for complete details on how to enter information into a field that does not contain

data in the base record).

To give Oregon agencies the ability to add “street” names, nicknames, etc. LEDS added a

“moniker” (MON) field to all Oregon person records. This field is unique in that it does not exist

in the base record. Therefore, the supplemental transaction is way to add this information to the

record. A maximum number of 9 monikers may be added to any one record. This field only

accepts alpha characters and hyphens ( - ). If the street name of the subject is 8 ball, it would

be entered as “eight ball”.

A maximum of nine additional identifiers of various kinds may be entered in one

14.12.1 MODIFY TRANSACTION DESCRIPTION

The modify transaction is used to add, delete or change data in one or more fields of an

existing corrections offender base record.

14.12.2 MODIFY TRANSACTION PROCEDURES

A corrections offender record can only be modified by the agency that made the original entry.

Records must be immediately modified when it is determined:

• Data contained in the record is incorrect, or

• Additional data has been located that is not included in the record

14.12.2.1 DELETION OF DATA FROM A RECORD

To delete data from a field, enter the message field code followed by a slash and a period. (e.g.

SOC/.)

A special shortened format may be used to delete the entire set of vehicle information from a

record (i.e. LIC-VCO/.) Using this identifier instructs the system to remove all vehicle data in the

record, from license through color.

14.12.2.2 MODIFYING SUPPLEMENTAL DATA

No one-step procedure is available to modify an alias or other identifier in a supplemental

record to a wanted person record.

To modify (change) an alias or other identifier in a supplemental record, the incorrect alias or

other identifier must be deleted, then entered correctly.

A corrections offender record can only be transferred to another corrections agency. If there is

Prior to taking any action on a record listed in the system, the investigating agency must,

for liability reasons, confirm the validity of such record with the entering agency.

No specific inquiry is necessary to obtain Correction Offender records. A standard wanted

person inquiry will return any matching records

A person check searches all of the LEDS and NCIC person’s files. If vehicle data (e.g., VIN,

serial number, license information) was entered in the query transaction, the Vehicle, Stolen

Boat, and Vehicle/Boat Parts Files will also be searched.

receive all hits, use the “ALL” option.

14.18 MESSAGE FIELD CODE (MFC) DIRECTORY

Each message transaction is comprised of multiple data elements; this section provides the

necessary information on data elements for these transactions. Each data element is identified

by a specific field name. Each field name is abbreviated with a unique three or four character

code called a message field code (MFC). The MFC’s are sorted alphabetically, then followed by

a plain-word description of each. The number immediately following the description indicates

the maximum number of characters allowed for that data element. Below the description line is

text describing specific requirements for that field.

14.18.1 ADR STREET ADDRESS – 30

OPTIONAL

Street portion of the corrections offender's address. Use together, as a set, with CIS (city and

state) and ZIP.

For modify messages the address set also includes DAC (date of address change).

All characters except period, slash, single quote and double quote allowed.

14.18.2 AKA ALIAS – 30

OPTIONAL

Name format (LAST, FIRST MIDDLE OTHER). AKA entries are only added and deleted with

the supplemental data messages, EN and XN.

14.18.3 ARI ARRESTING AGENCY IDENTIFIER – 9

OPTIONAL

ORI of arresting agency. If an Oregon ORI, it must be an active ORI. If it is not an Oregon ORI,

it must be valid in the NCIC system for the record to be accepted by NCIC.

14.18.4 CHG CORRECTIONS CHARGE –4

CONDITIONAL

• Mandatory for predatory sex offender (EPRP) messages.

• Otherwise, dependent on message key.

Charge is non-zero for all Oregon sex offenders. When used it must be 1099, 1101-1117, 1199,

2299, 3601-3611, 3699, 3805, 4002, or 4099.

14.18.5 CIS CITY & STATE - 24

CONDITIONAL

Mandatory with ADR. Must be used as a set

City and state portion of the correction offender’s address. The name of the city, followed by a

comma, then a single space, then the two letter state code from the State and Country Data

Codes chapter of the NCIC 2000 Code Manual. Use together, as a set, with ADR and ZIP. For

modify messages, the address set also includes DAC (date of address change).

14.18.6 CMC CAUTIONS AND MEDICAL CONDITIONS – 2

CONDITIONAL

Mandatory if a caution indicator is used. Must be a code from the Personal Descriptors chapter

of the NCIC 2000 Code Manual. The reason may be for officer safety or for the health and

safety of the corrections offender.

If DPE, DSS, SON and SOT are in an EPRP message, and CMC was not entered, CMC is

automatically set to "30" (sexually violent predator) by LEDS.

14.18.7 CND CONDITION CODE – 4

OPTIONAL

Codes for conditions of supervision. Must be a valid code from the list provided in 14.8.8.1 and

14.8.8.2. CND entries are only added and deleted with the supplemental data messages, EN

and XN. Up to 25 condition codes may be added to a record in combination with CNDC. NOTE:

you cannot add free form text with CND entry.

14.18.8 CNDC CONDITION CODE – 4

OPTIONAL

CNDC is a condition code and use the same codes currently entered in EN transactions as the

field CND. However with CNDC you can enter up to 44 characters by adding CNDT field. You

must use CNDC in order to add CNDT free form test. Refer to section 14.18.9 CNDT for further

information. Up to 25 condition codes may be added to a record in combination with CND.

14.18.40 LIC LICENSE PLATE NUMBER – 10

The LIC set is specified differently for different messages:

14.18.46 MBX MAILBOX – 4

OPTIONAL

Parole/probation officer's automated mailbox. Where the system should route a follow-up notice

or hit notification on a corrections offender.

The first character must be a letter, the remaining three characters must be numbers. If

unknown leave blank – LEDS will determine the MBX. Do not enter the terminal’s mnemonic

– this will cause an error message.

If a record has MBX data and it's ORI is being changed, the MBX data must also be changed

(or deleted).

14.18.47 MIS MISCELLANEOUS – 500

MANDATORY

At minimum, agencies must enter a telephone number at which they may be reached 24-hours

a day in the miscellaneous (MIS) field for the purposes of record confirmation. All characters

except period, slash, and single quote permitted.

Mandatory when message key is EPRP. All characters except period, slash, single quote and

double quote allowed.

When a sex offender is discharged to the Oregon State Police, MIS is automatically set to

"DISCHARGED MM-DD-YYYY FROM: (agency ORI)".

If the record is entered for testing purposes, enter "TEST RECORD” as the first item in the MIS

field.

14.18.48 MKE MESSAGE KEY – 4

MANDATORY

Code indicating the message being processed. The message keys described in this chapter

are EPR, EPRC, EPRP, EN, MPR, QLW, QW, QWH, XN, and XPR.

14.18.49 MNU MISCELLANEOUS NUMBER – 15

OPTIONAL

The first two characters must be a valid MNU code from the Personal Descriptors chapter of the

NCIC 2000 Code Manual. The third character must be a hyphen. Entry of only zeros is

prohibited in positions 4 through 15.

If the MNU exceeds 15 characters, the leftmost 15 characters should be entered in the MNU

field. The full MNU should then be entered in the MIS Field.

14.18.50 MON MONIKER – 30

OPTIONAL

To allow Oregon agencies the ability to add “street” names, nicknames, etc. LEDS added a

“moniker” (MON) field to all Oregon person records. This information is not stored in NCIC

records. This field is unique in that it does not exist in the base record. Therefore, the

supplemental transaction is the way to add this information to the record. A maximum number

of 9 monikers may be added to any one record. This field only accepts alpha characters and

hyphens ( - ). If the street name of the subject is 8 ball, it would be entered as “eight ball”.

14.18.51 NAM NAME – 30

MANDATORY

Name of corrections offender. Letters, hyphens, a comma, and spaces permitted. Use "LAST,

FIRST MIDDLE OTHER" format.

Multiple last names, with or without spaces in between, are combined into the entered last

name. Apostrophes are not entered. For last names conjugated by the letter "y", replace the "y"

with a hyphen and join the names together. A single comma is required after the last name.

Hyphens are permitted in the last name only; if a first or middle name is hyphenated, replace

the hyphen with a space. If that creates more names than permitted, remove the space so the

two formerly hyphenated names become one.

Things to know about NAM:

Up to three hyphens are permitted in the last name.

No hyphens are permitted in the first, middle, or other names.

NAM must be at least five characters in length.

Titles and other designations occuring before the first name are not permitted (Ms., Dr., etc).

The only agency allowed to use record type IFL, inmate furlough, is Santiam Correctional

Institution (ORI "OR024135C").

The DSX record type is only used when discharging a sex offender to OSP supervision, and

with these rules:

1. DSX is only allowed in modify messages. Its use changes the record message key to ESX,

registered sex offender.

2. DOE must be included, and in the past, when modifying the record type to DSX.

3. If an NCIC Qualified record, the record type cannot be changed to DSX (thus the message

key will not be changed to ESX either). The record must be canceled and reentered as an

ESX record.

4. The agency discharging a sex offender to Oregon State Police (OSP), i.e., modifying the

record type to be DSX, must not be OSP (ORI starting with "OR0SP" or “ORSP”).

14.18.68 SCI SENTENCING COURT ORI – 9

OPTIONAL

ORI of court that sentenced the corrections offender. If an Oregon ORI, it must be an active

Oregon ORI.

If it is not an Oregon ORI, it must be valid in the NCIC system for the record to be accepted by

NCIC.

14.18.69 SEX SEX – 1

MANDATORY

Gender of corrections offender. "M" for male, "F" for female, “X” for “not specified,” or "U" for

unknown.

• Code “X” for “not specified” is allowed in LEDS only. If “X” is used in a LEDS query or

entry, it will translate to “U” in NCIC.

14.18.70 SID STATE IDENTIFICATION NUMBER - 8

CONDITIONAL

Depending on ORI.

• Mandatory unless the agency is US Probation or US Corrections (ie: ORI ends in "7G"

or "7C").

The SID is a unique OSP-assigned number for all persons with a fingerprint-based state

identification record, including Oregon criminal history records. It has a check digit. When

included in a corrections offender record it may be hit by a subsequent query.

The SID is also used by enhanced data entry. When included in a corrections offender entry

message, without any other personal identifiers, it is used to retrieve personal identifiers from

the fingerprint-based state identification record. That data, in addition to items necessary for a

new record, is used to create a new corrections offender record.

14.18.71 SKN SKIN TONE – 3

Must be a code from the Personal Descriptors chapter of the NCIC 2000 Code Manual.

14.18.72 SMT SCARS, MARKS, TATTOOS, & OTHER CHARACTERISTICS – 10

OPTIONAL

Must be a code from the Personal Descriptors chapter of the NCIC 2000 Code Manual.

OPTIONAL

Social security number, without dashes. See the Personal Descriptors chapter of the NCIC

14.18.74 SON SUPERVISING OFFICER NAME – 30

OPTIONAL

The field SON is being phased out when using EPR and MPR formats. They have been left in

the transaction and users can still use them. However, when the record is displayed they will

find values are in field PON. Eventually this field will go away and users will be forced to use

PON.

14.18.75 SOT SUPERVISING OFFICER TELEPHONE – 12

OPTIONAL

The field SOT is being phased out when using EPR and MPR formats. They have been left in

the transaction and users can still use them. However, when the record is displayed they will

find values are in field POD. Eventually this field will go away and users will be forced to use

POD.

14.18.76 VCO VEHICLE COLOR – 7

OPTIONAL

Color code of vehicle. Must be from the Vehicle Data Codes chapter of the NCIC 2000 Code

Manual.

Must be a three letter code or two codes with a slash ("/") between them, e.g. "BLU" or

"SIL/BLK".

14.18.77 VIN VEHICLE IDENTIFICATION NUMBER – 20

OPTIONAL

Only letters and numbers allowed.

VIN, VYR, VMA, VMO, VST, and VCO must be used together, as a set, and are called the "VIN

set".

If the VIN is longer than 20 characters then enter the rightmost 20 and enter the complete VIN

in the MIS field. A non-compliant VIN should be entered in the MIS field prefixed by SVIN.

14.18.78 VLD DATE LAST VALIDATED – 8

AUTOMATIC

Date and time record last validated. Automatically updated when record is validated (i.e., VLN

is modified).

14.18.79 VLN NAME OF VALIDATOR – 30

OPTIONAL

Use VLN in a modify message to validate a record. All characters except period, slash, single

quote and double quote permitted. Can be in any form that will uniquely identify the person

validating record, i.e., employee identification number, user id number, name, etc.

VLN cannot be modified to be blank. VLN data will only be included in responses when queried

by the ORI of record.

Must be a VMO valid for the entered VMA. See the Vehicle Data Codes chapter of the NCIC

14.18.82 VST VEHICLE STYLE – 2

• Mandatory with VIN – used as set

• Otherwise must be blank

Must be a VST code valid for the VMA and VMO. See the Vehicle Data Codes chapter of the

NCIC 2000 Code Manual for VMA, VMO, and associated VST codes.

14.18.83 VYR VEHICLE YEAR – 4

CONDITIONAL

• Mandatory with VIN – used as set

• Otherwise must be blank

Manufacturer-designated model year of vehicle. Use four digits (YYYY). Can be up to one year

in the future.

14.18.84 WGT WEIGHT – 3

MANDATORY

Weight of the corrections offender in pounds, rounded to the nearest pound. The minimum is

050, the maximum is 499. A leading zero is required when the weight is less than one hundred

pounds.

14.18.85 WNO WARRANT NUMBER – 15

OPTIONAL

A court-issued number. Letters, numbers and hyphens allowed. (Hyphens are removed from

WNO data sent to NCIC).

14.18.86 ZIP ZIPCODE – 9

CONDITIONAL

Zip code portion of the corrections offender's address. Use together, as a set, with ADR and

CIS. For modify messages the address set also includes DAC (date of address change).
