22.0 CANADIAN INTERFACE
22.1 COMMUNICATIONS WITH CANADA
A variety of information is available through the Canadian Interface. The link is established
between the INTERPOL offices in Canada and the United States. The interface is not totally
automated, however, because existing policies in both the U.S. and Canada require there be
pre-screening on certain types of information exchanged.
Canadian information is provided from a number of sources. The Canadian Police Information
Center (CPIC), a system somewhat similar to the FBI/NCIC, provides person, vehicle, vehicle
registration, and drivers license information for several provinces and the two territories that do not
maintain their own vehicle registration and driver’s license files.
Administrative messages can be sent to Canada just as they can be sent to any location in the
United States.

22.3. POLICY FOR USE OF INFORMATION FROM CANADA
The policies pertaining to the access and dissemination of information obtained from the Canadian
system mirror those of NCIC and LEDS.
CPIC printouts or copies thereof pertaining to persons, vehicles, marine, and property files in the
investigative data bank shall be disseminated only to those agencies approved by the CPIC
Advisory Committee.
CPIC provides information but requires that the states restrict access to criminal justice agencies
for criminal justice purposes. Under no circumstances shall any data be released outside the
criminal justice system without specific written approval of the CPIC Advisory Committee.
22.4 CANADIAN ADDRESSING CODES
Canadian ORI’s only contain 7 characters, as opposed to the United States which contain 9
characters. To conform to U.S. standards, “00” (zeros) are added to the end of the 7 character
Canadian ORI. All allowable Canadian interface address codes are listed in the NLETS ORION
file and may be obtained by using a standard “TQ” inquiry as shown in section 21.5 of this manual.
The two letter NLETS address codes for Canada function the same as they do for the US. For
example, an inquiry requesting vehicle registration information from Quebec would be addressed
to the 2 character code “PQ”. Below is a list of all provincial and territorial codes.

22.5 SPECIAL REQUIREMENTS
There are special requirements imposed by the international nature of this interface. Details are
listed below.
22.5.1 REASON CODE
Every fixed format inquiry directed to Canada must have a reason code which indicates the
general purpose of the request. The following is a list of the authorized reason codes.

22.5.2 PERSON/PROPERTY IN SIGHT
Every fixed format inquiry directed to Canada must indicate whether the subject or property of the
message is actually in sight of the person making or requesting the inquiry. The user will indicate
“in sight” by inserting a “Y” in this field (e.g. PPS/Y). If the inquiry is for investigative purposes or
the subject of the message, for whatever reason, is not present or available place an “N” in this
field (e.g. PPS/N.)
22.5.3 ERROR MESSAGES
All error messages generated by Canada, as a result of a fixed format inquiry, will be returned to
the requester as a self-explanatory error message.
22.5.4 STATUS MESSAGES
All status messages relating to the condition of the Canadian interface will be sent as an “SM”
(Service Message), as they are on the current NLETS network.

22.6 ADMINISTRATIVE MESSAGES TO CANADA
The format for sending administrative messages to Canada is the same as for sending messages to
any terminal in the United States. Refer to Section 2, Administrative Messages, of this manual for
complete instructions.
22.6.1 ADMINISTRATIVE MESSAGES / APB’S
Each message must contain the reason for the request and the requester’s name. If an address is
unknown, the NLETS ORION File may be used to obtain the Canadian address code.
No multi-destination (APB) messages may be sent to Canada. If the need arises to send a
message to all agencies in a particular province, the message must be addressed to the appropriate
ORI(s) listed below. The message must state the desire to have the message forwarded to all
agencies within that particular jurisdiction.
If a message is applicable to the entire country of Canada such as to warn of an issue relating to
officer safety, you must use the standard administrative (APB) Message format (shown in Section 2 of
this manual) using the destination code of “CN”. The message will be reviewed by INTERPOL in
Washington DC. If the message meets their criteria, it will be forwarded to Canada for broadcast; if
not it will be returned to the sending agency.

22.8 NLETS ORION INQUIRY FOR CANADA (TQ)
THE TQ FORMAT FOR CANADIAN ORI’S IS THE SAME AS FOR U.S. ORI’S.
All Canadian ORI’s are 7 alpha-numeric characters with the first two positions being the
province/territory code (just like a state code in the U.S.). NLETS automatically adds two (2)
zeros to Canadian ORI’s when messages enter the U.S. from Canada. There may be times,
though, when faxed, mailed, or older documents may indicate a 7 character ORI. In cases where
you are presented with a 7 character ORI, simply add two (2) zeros at the end to make the ORI 9
characters in length to conform with US standrds.

22.11 VEHICLE FILE
Vehicle information is provided by the CPIC Vehicle File.
Once it has been confirmed that the vehicle in question is the correct vehicle and the status of
such vehicle, as reported by the CPIC system, is current and correct, it can be detained and/or
impounded pending specific instructions from INTERPOL, Washington, DC, and/or the Canadian
agency that entered the vehicle into the CPIC system. The locating agency should immediately
contact INTERPOL, Washington, DC for further instructions regarding the vehicle.
22.11.1 TYPES OF VEHICLE INFORMATION AVAILABLE
Below are the various types of records available to users from the CPIC Vehicle File. These types
are explained in detail in the following sections.

22.11.2 STOLEN VEHICLES
A vehicle which has been stolen, or taken from its rightful owner in the commission of a crime (e.g.
a vehicle purchased from a dealer under false pretenses).
22.11.3 SURVV
A vehicle under surveillance is one which is connected with criminal activities and may or may not
be related to a specific individual.
In the event a vehicle is reported as being under surveillance, absolutely no action is to be
taken by the inquiring officer. This information is provided solely for officer safety.
Subjects present or associated with the vehicle MUST NOT be notified the vehicle is
reported as under surveillance. The inquiring agency should contact INTERPOL,
Washington, DC for further instructions regarding the vehicle and/or occupants.
22.11.4 CRIME
Crime vehicles are those vehicles known to be connected to the commission of a crime (e.g. hit
and run, murder, robbery, etc.). They are entered in the system by an agency wishing to examine
the vehicle for possible evidence such as fingerprints, paint samples, blood stains, disguises,
empty shells, etc.

22.11.5 SEIZED
This refers to a vehicle which comes into police possession through abandonment, seizure
(including seizure by bailiff), or impounding by other means. Seized vehicles will have a status of
either A (Abandoned) or Z (Seized
22.11.6 POINTER (PNTRV)
This refers to a vehicle record whose function is only to “point” to a prime record in the system.
For example, an individual wanted for a specific offense is entered into the system as a wanted
person record.
The suspect is known to drive a particular car. The vehicle information is entered on the system
as a pointer (PNTRV) record type to point to the prime wanted person record.
22.11.7 TO BE SEIZED (TBSEIZ)
This refers to a vehicle that is to be seized as per a court order or statute.

Canada will not release details of the vehicle record until they confirm the hit. It is NOT necessary
for an agency to go through the hit confirmation process (YQ/YR) with the Canadian agency that

22.14 BOAT FILE
This information is provided by the CPIC file. It will check the stolen boat file. If you need
registration information send an “AM” request for registration information to CPIC (ORI
ON1000000). A boat is defined as a water craft, which may be a small open vessel, a large
vessel, or ship, propelled by oars, sails, or engines.
Users may also query the boat file for information on stolen motors. The inquiry is made by serial
number with an optional type code.
22.14.1 TYPES OF BOAT INFORMATION AVAILABLE

22.14.2 STOLEN BOATS
A boat which has been stolen, or taken from its rightful owner in the commission of a crime (e.g. a
boat purchased from a dealer under false pretenses).
22.14.3 SURVB
A boat under surveillance is one which is connected with criminal activities and may or may not be
related to a specific individual.
In the event a boat is reported as being under surveillance, absolutely no action is to be
taken by the inquiring officer. This information is provided solely for officer safety.
Subjects present or associated with the boat MUST NOT be notified the boat is reported as
under surveillance. The inquiring agency should contact INTERPOL, Washington, DC for
further instructions regarding the boat and/or occupants.

22.16 PERSONS FILE
Person information is provided by the CPIC file. It will include a variety of records, some not
normally available from LEDS or NCIC.
Take no official action on any response from the Canadian Person File without obtaining
specific instructions from INTERPOL in Washington DC. This information is provided for
officer safety and is to be used only in conjunction with other information the inquiring officer may
have at his or her disposal at the time of inquiry.
The user must include the reason code (RSN) and the person/property in-sight code (PPS) for all
requests to Canada.
22.16.1 TYPES OF PERSON INFORMATION AVAILABLE
Listed below are the various types of records available to Oregon users from the CPIC Person
File.
• Wanted
• Charged
• Prohibited
• Paroled

22.16.2 WANTED
Wanted refers to a person who is arrestable and/or for whom a warrant has been issued. Persons
wanted by Provincial, Canada Wide, extraditable warrants are entered in this file.
22.16.3 CHARGED
Charged refers to a person against whom legal proceedings have commenced but who is awaiting
final disposition (including any appeal) but for whom a warrant to arrest is not in force for that
offense.

22.16.4 PROHIBITED
Prohibited refers to a person against whom an Order of Prohibition is in effect with regard to
liquor, firearms, vehicle driving (including boat operation), hunting, or any other court or
statute-imposed prohibition.
NOTE: Individuals with revoked driver licenses will be returned as this type of record.
British Columbia, however, keeps its own status information and therefore on a WQ “no status
information” will be provided for British Columbia licenses.
22.16.5 PAROLEE
Parolee refers to a person who has been convicted of a criminal offense and has been released
on:
• Parole
• Day Parole
• Life Parole
• Mandatory Supervision, or
• Temporary absence over 24 hours from a federal penitentiary
22.16.6 COURT ACTION (COURT)
Probation refers to a person who has been convicted or found guilty of an offense and:
• has been given a suspended sentence, or conditional discharge; or
• has been released on probation; or
• has been placed on peace bond, recognizance or restraining order; or
• is a young offender who is in “open custody”.
22.16.7 REFUSED
The refused category has been incorporated into the CPIC file to meet the requirements of the
Firearms Legislation of the Criminal Code. It is used to record data on a person who has:
• been refused the issuance of a Firearm Acquisition Certificate (FAC); or
• been refused the issuance of a Firearm Registration Certificate (FRC); or
• had an FRC revoked.

22.16.8 SIP / SURVP (UNDER SURVEILLANCE)
This category is used to record data on a person who is known to:
1) Be dangerous to police, himself/herself or other persons; or
2) Has threatened or attempted suicide; or
3) Be a foreign fugitive but no warrant is available or the fugitive cannot be arrested in Canada
In the event a person is reported as being under surveillance, absolutely no action is to be taken
by the inquiring officer. This information is provided solely for officer safety. Subjects present or
associated with the person MUST NOT be notified of the entry. The inquiring agency should
contact INTERPOL, Washington, DC for further instructions regarding the person and/or
associates.
22.16.9 MISSING
Missing refers to a person:
• reported missing; or
• who has been admitted/committed to a mental institution or hospital psychiatric ward and
has left without permission or formal discharge (designated as an eloper); or
• for whom a police agency has undertaken the case to assist in locating the person on
compassionate grounds (e.g. an overdue motorist).

22.17 CRIMINAL HISTORY FILE
Inquiries into the Canadian criminal history files are handled exactly as accessing criminal records
from other U.S. states. There are 3 differences, however.
1) Their equivalent to an FBI number is based on fingerprints; the FPS number.
2) There is an optional field used to access additional records when multiple hits on name
inquiries are received.
3) The destination code “CN” is always used.
Only agencies that are allowed access to the NCIC III file are allowed access to the Canadian
criminal history file. The identification data bank at the Canadian Police Information Center
(CPIC) contains two categories of criminal record data which may be queried.
1) Full criminal record, containing conviction history, a summary of police-related information,
and a list of police agencies who have contributed information to the subject’s criminal
record.
2) Criminal name index, containing an index of names and identity information on one or more
individuals and a summary of the individual’s criminal history.

22.17.1 IQ CRIMINAL HISTORY INQUIRY FORMATS AND RESPONSES
The “IQ” message key is utilized when the agency does not have the FPS Canadian identification
number. Response to an “IQ” inquiry will provide personal identification information on one or
multiple individuals and a brief summary of criminal offenses.
Normally CPIC will return one to three records that achieved the highest score(s). The user will
have the option of retrieving additional records using the optional “RAR” field on a subsequent
request. The user may request more than three records be returned on the initial inquiry by
including the “RAR” field in the initial inquiry with the number of records (up to 25) she/he wishes
to see.
To obtain the record, run an “FQ” transaction using the FPS number listed in the “IQ” response.

22.17.3 SUPPLEMENTAL CRIMINAL HISTORY INQUIRY AND RESPONSE
Requests for supplemental information on criminal history records may be accessed using the
standard AQ inquiry format. See section 19 for details. Remember, unlike the United States,
RCMP has the centralized criminal record files for the entire country. Therefore the use of the AQ
format to individual provinces is discouraged. It should only be used to obtain ADDITIONAL
information on dispositions or other information at the local agency level.
