7.0 VEHICLE/BOAT PART FILE

7.1 FILE DESCRIPTION

The LEDS/NCIC Vehicle/Boat Part Files contain records of stolen vehicle parts and other equipment.

Examples of the types of equipment include, but are not limited to:

• Engines

• Transmissions

• Carburetors

• Doors

• VIN Plates

• Certificates of Title

• Certificate of Origin

• Outboard Motors (if stolen independent from a boat)

• Construction Equipment Parts and Attachments

• Farm Equipment, Parts, and Attachments

Data of investigative interest pertaining to stolen vehicles/boat parts transported into the United

States may be entered by an agency having sufficient documentation to be responsible for the

record.

7.1.1 SERIALIZED TRUCK MOUNTED CAMPERS

Must be entered as a vehicle/boat part record. If stolen in conjunction with the truck, the truck and

camper should be entered using the same OCA. The MIS field of both records should state the

camper was on the truck at the time of theft. Adding the LNU and NIC numbers to the MIS fields of

both records will assist investigators.

7.1.2 ENTERTAINMENT DEVICES

AM/FM/CB radios, tape players, CD/DVD players, and other entertainment devices (stolen

separately from the vehicle) cannot be entered as Vehicle/Boat Part file; they must be entered in

the article file.

7.1.3 CROSS REFERENCE TO RELATED RECORDS

When a vehicle or boat part or accessory is stolen along with a vehicle or boat, separate entries

must be made for the stolen vehicle or boat and items taken with it. However, the ORI and OCA of

the records should be the same.

With a matching ORI and OCA, records will be returned as part of the hit response for queries

using RSH option of yes (Y), if entered within thirty (30) days of the primary hit record.

NCIC requests that the NIC and LNU of the stolen vehicle record be entered into the MIS of the

associated part records.

7.1.4 PARTIAL SERIAL NUMBERS

LEDS staff has the ability to run a scan of the LEDS Vehicle/Boat Parts File with only partial serial

number information available.

7.2 AUTHORIZED SYSTEM USE

The LEDS, NCIC, and other databases are designed for, and made available to, criminal justice

agencies to aid in the investigation of crimes and prosecution of criminal offenses.

In addition, under certain conditions, select governmental non-criminal justice agencies are

granted limited access via specific authority set forth in law, rule, and/or executive order

necessary to fulfill very specific duties of given agency.

Notwithstanding this exception, use of the system as well as all the data entered into or extracted

from any such database(s) is restricted to a Criminal Justice Purpose and the “administration of

criminal justice” which is defined as:

“The performance of any of the following activities: detection, apprehension, detention, pretrial

release, post trial release, prosecution, adjudication, correctional supervision, or rehabilitation of

accused persons or criminal offenders.”

The administration of criminal justice shall include criminal identification activities and the

collection, storage, and dissemination of criminal history record information. Criminal justice

employment investigations are included, as is the licensing or issuing of a permit for a weapon or

explosive when required to be performed by a criminal justice agency, pursuant to a federal, state,

or local law. (This category includes firearms dealers and purchasers, carriers of concealed

weapons, explosives dealers and users and lethal weapons dealers and users). State and Federal

Inspector General Offices are included.

Defense of accused persons, whether by private counsel, public defender, or other court

appointed counsel is not included in the definition of the administration of criminal justice.

LEDS and NCIC conduct both routine and unscheduled audits to ensure strict adherence to

system discipline. LEDS is mandated to investigate all reports of violations of system use policies,

physical and technical security, as well as data access, use, and dissemination policies and

procedures.

7.3 RETENTION PERIOD

The following retention periods have been established for LEDS and NCIC Vehicle/Boat Part

Records.

7.4 TIMELINESS OF ENTRY/REMOVAL

Entry is to be made immediately after sufficient information pertaining to the item(s) of the theft or

loss has been obtained. The promptness in entering, modifying, clearing, and canceling of

vehicle/boat part records is the responsibility of the originating agency.

Timely modification of a record is that which occurs as soon as possible following the detection of

erroneous data in an existing record, and/or as soon as possible following the receipt of data not

already stored in the record.

Timely removal of the record from the file requires immediate clearing or cancellation of the record

once the originating agency has documentation that the part has been recovered or is no longer

missing.

7.5 RECORD COMPLETENESS - GENERAL

Before entering vehicle/boat parts, it is imperative to obtain as much information as possible. It is

the sole responsibility of the entering agency to ensure all sources of available information are

checked.

7.5.1 RECORD COMPLETENESS – CAUTION INDICATORS

The caution indicator "P" (Hold for Prints) may be used as part of a Vehicle/Boat Part entry.

7.5.2 RECORD COMPLETENESS – LINKING CASE INFORMATION

The capability to link records is useful when two or more agencies share the same case, or when

different cases in the same department are associated. When a query is made using the “Related

Search Hit” (RSH) field option of “Yes” (Y), all related (linked) records will be returned.

Related records are those with the same ORI/OCA as the primary hit response and all records

linked by the LKI/LKA contained in the primary hit response

7.5.3 RECORD COMPLETENESS – MISCELLANEOUS (MIS) FIELD

At minimum, agencies must enter a telephone number at which they may be reached 24-hours a

day for confirmation purposes. If the “Hold for Prints” caution indicator (-P) is added to the records,

a note explaining the circumstances must be placed in the MIS field.

Field)

7.5.4 RECORD COMPLETENESS – VICTIM ADDRESS

The entry of victim address information into the LEDS stolen vehicle/boat part file provides contact

information to allow a recovering agency to more accurately determine if a recovered part is the

subject of the record.

7.6 ACCURACY

The accuracy of records is an integral part of the system. The accuracy of a record must be

double-checked by a second party. Agencies lacking staff support for this verification must

require the investigating officer to check the accuracy of the record, as the case officer carries the

primary responsibility for recovering the stolen vehicle/boat part.

The verification of a record must include assuring all available cross checks, e.g. VIN/LIC, were

made and that the data in the record matches the data in the investigative report.

7.7 DUPLICATE RECORDS

Entry and modify messages are rejected if they attempt to create a record that duplicates one

already stored in LEDS.

If a message is rejected for attempting to create a duplicate record, the reject response lists the

record on file and the fields causing the message to be rejected.

Duplicate vehicle/boat part records are vehicle/boat part records with:

• The same SER, BRA, and CAT.

• The same OAN, BRA, CAT, and OCA.

7.8 RECORD VALIDATION

Validation procedures must be formalized and copies of these procedures must be on file for

review during a LEDS and/or FBI CJIS audit. In addition, documentation and validation efforts

must be maintained for review during such audit.

Each month LEDS will send a list of records requiring validation. The list will be accompanied by a

certification form that must be signed and returned to LEDS in a prescribed amount of time. By

signing the form, the LEDS Rep certifies that the validation of those records is complete.

Validation certification means:

• The records contained on the validation listing have been reviewed by the originating

agencies;

• The records which are no longer current have been removed from both LEDS and NCIC

and all records remaining in the System are valid and active;

• The information contained in each of the records is accurate.

Agencies failing to return the certification form within the prescribed time frame, as set forth on the

certification form, are subject to having all non-validated records removed from the LEDS and

NCIC Systems. Removal may occur as soon as 0001 hours on the calendar day immediately

following the due date.

Validation of the records includes conducting the same checks and queries as noted in the

“Timeliness of Entry” Section as noted above. All data contained in each record must be checked

for accuracy in addition to determining if any new data has become available.

Although the VLD & VLN fields are available for use in the system, since at this time LEDS does

not participate in, nor, offer an option to electronically validate records, use of these fields is

unnecessary and does NOT replace the need to complete the “paper-based” validation process

explained above.

7.9 LNU AND NIC NUMBERS

Unique LEDS and NCIC file numbers are assigned to each record entered. These numbers are

included in the computer acknowledgment of the entry and must be retained in the agency case

file along with a copy of the record entered. No entry transaction is complete until the

acknowledgment is received from LEDS, and from NCIC when applicable.

7.10 LEDS AND NCIC CODES

Only codes listed in the LEDS Manual or the NCIC 2000 Code Manual are allowed in Vehicle/Boat

Part records.

7.11 ENTRY TRANSACTION

The Enter Vehicle/Boat Part transaction is used to enter records of vehicle/boat parts that have

been stolen.

7.12.1 MODIFY TRANSACTION DESCRIPTION

The modify transaction is used to add, delete or change data in one or more fields of an existing

Vehicle/Boat Part record.

7.12.2 MODIFY TRANSACTION PROCEDURE

A Vehicle/Boat Part record can only be modified by the agency that made the original entry.

Records must be immediately modified when it is determined:

• Data contained in the record is incorrect, or

• Additional data has been located that is not included in the record

7.12.2.1 DELETION OF DATA FROM A RECORD

To delete data from a field, enter the message field code followed by a slash and a period. (e.g.

OAN/. removes the owner applied number from the record)

Record. To modify, the Investigative Interest Supplemental Record must be canceled and

reentered.

The clear transaction is used to clear the record from the system once the vehicle/boat part has

been recovered.

7.14.2 CLEAR TRANSACTION PROCEDURE

A Vehicle/Boat Part record can only be cleared by the agency that made the original entry. The

record must be immediately cleared when it is determined the entering agency has:

• recovered the Vehicle/Boat Part,

• received a locate placed on the record by another agency

If the record must be removed for any other reason, the cancel transaction must be used.

7.14.3 BENEFITS AND EFFECTIVENESS DATA

Benefits and Effectiveness data may be included in the clear transaction.

7.16 LOCATE TRANSACTION

7.16.1 LOCATE TRANSACTION DESCRIPTION

The primary purpose of the locate transaction is to fulfill the recovering agency’s obligation to

notify the originating agency that the Vehicle/Boat Part detailed in the LEDS and/or NCIC record

has been recovered.

It is the responsibility of the locating agency to notify the originating agency of the recovery and

verify that the record in question is still active prior to entering the locate transaction.

Timeline requirements and formats for Hit Confirmation Requests (YQ) and Hit Confirmation

Responses (YR) are discussed in the “YQ-YR Transactions” section of the LEDS Operating

Manual.

Any agency (except the entering agency) that recovers a stolen boat or vehicle part entered into

LEDS or NCIC must place a “locate” on the record.

7.16.2 LOCATE TRANSACTION PROCEDURES

Records must be located when it is determined the Vehicle/Boat Part has been recovered.

The message key of the record is changed to reflect the located status. Located records must be

cleared by the agency which entered the record. Located records cannot be canceled.

7.16.3 NCIC LOCATE PROCESSING

When a locate transaction is entered on an NCIC Vehicle/Boat Part record, the record will remain

available for five (5) days in “located” status, if it is not cleared by the originating agency. After five

(5) days, the record will be suppressed (made unavailable) and will be removed at the next file

reorganization. If the originating agency attempts to enter the same vehicle or license plate record

the transaction will be rejected until the suppressed record is cleared.

7.16.4 BENEFITS AND EFFECTIVENESS DATA

Benefits and Effectiveness data may be included in the locate transaction.

7.16.6.1 DUPLICATE CASE NUMBERS

It is unlikely, but possible, two different agencies will have items on file which contain the same

serial number and case number. When you enter a locate transaction, if LEDS finds records

having duplicate case numbers the following message will be returned.

7.17 QUERY TRANSACTION

Prior to taking any action on a record listed in the system, the investigating agency must, for

liability reasons, confirm the validity of such record with the entering agency.

The query Vehicle/Boat Part transaction searches various files for records matching the specific

data in the query.

A check by Vehicle Identification Number, (VIN), Serial Number (SER), or Owner Applied Number

(OAN) searches the:

• Vehicle File

• Vehicle Boat Part File

• Boat File

• Wanted Person File

• Missing Person File

7.17.1 QUERY MESSAGE KEY (QV)

7.17.2 CHECKING MULTIPLE VIN, OAN, AND SERIAL NUMBERS

To assist personnel tasked with checking multiple vehicle related items, the ability to check up to

any combination of three (3) Vehicle Identification Numbers, (VIN), Serial Numbers (SER), or

Owner Applied Numbers (OAN) in one transaction has been added and an example is shown

below. A maximum of two License plates may be checked in one transaction.

If querying a vehicle or boat part, the Serial Number (SER) must be entered in the VIN field.

7.17.3 RELATED SEARCH HITS (RSH)

The capability to link records is useful when two or more agencies share the same case, or when

different cases in the same department are associated. When a query is made using the “Related

Search Hit” (RSH) field option of “Yes” (Y), all related (linked) records will be returned.

Related records are those with the same ORI/OCA as the primary hit response and all records

linked by the LKI/LKA contained in the primary hit response

7.18 MESSAGE FIELD CODE (MFC) DIRECTORY

7.18.1 BRA BRAND NAME – 4

MANDATORY

Must be either a vehicle or boat make code from the NCIC 2000 Code Manual, or "PART",

"ENGN", "TRMN", "CERF", or "FARM" as described below.

If the part is from a vehicle, use a vehicle make code (VMA) from the Vehicle Data Codes chapter

of the NCIC 2000 Code Manual for BRA. If the part is from a boat, use a boat make code (BMA)

from Boat Data Codes chapter of the same manual for BRA.

If the vehicle or boat part manufacturer is not listed in the code manual, the generic code "PART"

may be used. If the item is an engine ("ENGN"), transmission ("TRMN"), certificate of title

("CERF"), or farm/garden equipment ("FARM"), also without a listed manufacturer, use the generic

codes for those items as described below. Always enter the manufacturer's complete name in MIS

when generic BRA codes are used.

When the generic code "PART" is used, CAT cannot be "CF", "CT", "EN", "OB", or "TN". The

manufacturer's complete name should be entered in MIS.

vehicle make code for the equipment manufacturer.

For stolen items from farm, garden, or construction equipment not built by a listed manufacturer,

use "FARM" and enter the manufacturer's complete name in MIS.

7.18.2 CAT CATEGORY – 2

MANDATORY

Must be a code from the NCIC 2000 Code Manual.

If the part is from a vehicle, use a category code (CAT) from the Vehicle Data Codes chapter of

the NCIC 2000 Code Manual. If the part is from a boat, use a category code (CAT) from the Boat

Data Codes chapter of the same manual.

When the generic BRA code "PART" is used, CAT cannot be "CF", "CT", "EN", "OB", or "TN".

If CAT is "OB", then SER, EPD, and VYR are required. If the EPD field is used, CAT must be "EN"

or "OB".

To clarify the circumstances of the theft or stolen part. For example, use "ONLY VIN PLATE

STOLEN" or "CAR RECOVERED VIN PLATE MISSING" when applicable.

To describe the location of the owner applied number on the vehicle or boat part.

To contain the complete serial number if it is longer than 20 characters. The rightmost 20 should

be entered in the SER field.

To contain the complete owner applied number if it is longer than 20 characters. The rightmost 20

should be entered in the OAN field.

To indicate the record is a test record by using "TEST RECORD" at the start of the field.

7.18.19 MKE MESSAGE KEY - 4

Code indicating the message being processed. The caution code "-P" may be appended to EP

An administrative message is automatically sent to the ORI of the supplemental investigative

7.18.24 NPF NUMBER OF MISSING PERSONS FOUND - 20

OPTIONAL

Five-character coded number of missing persons found as a result of recovering vehicle or boat

part. Can have up to four groups of five characters each, formatted like "nnn[J or O][I or N]".

The first three characters must be digits. Leading zeros must be included. The fourth character

must be a J for Juvenile or O for Other person. The fifth character must be I or N for Indexed or

Not indexed in NCIC. Since the J, O, I and N can be used four ways, NCIC has made it possible

to code all four ways all at once. For example, 001JI002JN003OI003ON would be decoded, from

left to right, as:

One juvenile, indexed in NCIC 001JI

Two juveniles, not indexed in NCIC 002JN

Three other missing people, in NCIC 003OI

Three other missing people, not in NCIC 003ON

• Mandatory to use at least one of SER or OAN.

• OAN and SER cannot be the same.

Identifying number inscribed on vehicle or boat part. Only letters and numbers permitted. Cannot

be all zeros or all letters.

Use number exactly as inscribed on vehicle or boat part. For example, if it is an Oregon driver

license number, include "ODL" only if "ODL" is inscribed on the vehicle.

7.18.26 OCA ORIGINATING CASE NUMBER - 20

MANDATORY

Case number assigned by entering agency. Letters, digits, hyphens, and spaces permitted. Must

be longer than one character. Cannot be all spaces, all zeros, or "NONE". First seven characters

cannot match first seven characters of ORI.

A second OCA in a modify part (MP) transaction must not be in delete format (i.e. OCA/.)

It is strongly recommended that agencies assign unique case numbers to records entered under

their ORI unless these records are directly related to the same incident.

a means of collecting data associated with solved cases.

Monthly summaries and other reports from benefits and effectiveness data may be obtained by

contacting the LEDS Operations Center at (503) 378-5565.

RPP must be present to use any of the other benefits and effectiveness fields.

All dates must be today or prior to today, in YYYYMMDD format.

• Mandatory to use at least one of SER or OAN.

• If CAT is "OB", then SER, EPD, and VYR are required.

• OAN and SER cannot be the same.

The serial number of the stolen vehicle or boat part. Only letters and numbers permitted. Cannot

be all zeros or all letters.

For a stolen certificate of title, enter the title number in SER.

When querying for stolen vehicle and/or boat parts enter the serial number in the VIN field.

number, name, etc.

Use VLN in a modify message to validate a record.

VLN cannot be modified to be blank. VLD is automatically updated when VLN is modified.

VLN data will only be included in query responses for queries by the ORI of the record.
