12.0 WANTED PERSON FILE
12.1 FILE DESCRIPTION
The LEDS and NCIC Wanted Persons Files contain information on persons age 10 through 99 with
the following types of records.
• Arrest warrants
• Temporary felony wants
• Foreign Fugitive (NCIC and Interpol)
Restricted and State warrants are only entered into LEDS and are not forwarded to NCIC.
Note that LEDS/NCIC person queries sent from agencies with NCIC access, specifically the Q,
QW, QDW, QWH, and QWHD message keys, will automatically forward to Interpol via NLETS. An
NLETS return will accompany the LEDS and NCIC returns, which will only indicate whether the
subject has an Interpol record, and if so, their unique Interpol Identification Number. This number
may be queried via the appropriate message keys in order to view the entire Interpol file. For more
information on Interpol queries, see FPQ transaction description in Chapter 25.4.1.3.1 of the LEDS
manual. Please note querying the full record via Interpol transaction will notify the entering agency
that the record has been requested by your agency.
12.1.1 GOVERNOR’S WARRANTS
An Oregon Governor’s Warrant is issued when a fugitive from Oregon is arrested in another state,
within the extradition limitations as stated on the original Court warrant, and has refused to waive
extradition.
The District Attorney in the County which issued the original warrant, will compile a Governor’s
Requisition and an accompanying packet of identification and criminal process information (indictment,
etc.). Once the DA approves the packet, it is sent to the Oregon Governor’s Office for final review, and
then sent to Governor’s Office in the state where the fugitive is being held (Asylum state). The Asylum
states Governor’s Office reviews the Requisition and issues the formal Governor’s Warrant. This
process works in reverse when a fugitive from another state is arrested in Oregon. Governor’s
Warrants are never entered into LEDS/NCIC.
12.2 AUTHORIZED SYSTEM USE
The LEDS, NCIC, and other databases are designed for, and made available to, criminal justice
agencies to aid in the investigation of crimes and prosecution of criminal offenses.
In addition, under certain conditions, select governmental non-criminal justice agencies are granted
limited access via specific authority set forth in law, rule, and/or executive order necessary to fulfill
very specific duties of given agency.
Notwithstanding this exception, use of the system as well as all the data entered into or extracted
from any such database(s) is restricted to a Criminal Justice Purpose and the “administration of
criminal justice” which is defined as:
“The performance of any of the following activities: detection, apprehension, detention, pretrial
release, post-trial release, prosecution, adjudication, correctional supervision, or rehabilitation of
accused persons or criminal offenders.”
The administration of criminal justice shall include criminal identification activities and the collection,
storage, and dissemination of criminal history record information. Criminal justice employment
investigations are included, as is the licensing or issuing of a permit for a weapon or explosive
when required to be performed by a criminal justice agency, pursuant to a federal, state, or local

law. (This category includes firearms dealers and purchasers, carriers of concealed weapons,
explosives dealers and users and lethal weapons dealers and users). State and Federal Inspector
General offices are included.
Defense of accused persons, whether by private counsel, public defender or other court appointed
counsel is not included in the definition of the administration of criminal justice.
LEDS and NCIC conduct both routine and unscheduled audits to ensure strict adherence to system
discipline. LEDS is mandated to investigate all reports of violations of system use policies, physical
and technical security, as well as data access, use, and dissemination policies and procedures.
12.3 RETENTION PERIOD

Note: LEDS retires located wanted person records on the same day as the locate transaction, NCIC
retires located wanted persons records 5 days after the date of the locate transaction.
12.4 TIMELINESS OF ENTRY
Entry is to be made immediately after the decision to arrest or authorize arrest has been made, and
all conditions for entry are met. The promptness in entering, modifying, clearing, and canceling
wanted persons records is the responsibility of the originating agency.
Timely modification of a record is that which occurs as soon as possible following the detection of
erroneous data in an existing record, and/or as soon as possible following the receipt of data not
already stored in the record.
Timely removal from the file requires immediate removal of the record once the originating agency
has documentation the fugitive has been arrested or is no longer wanted.
12.5 RECORD COMPLETENESS - GENERAL
Before entering a warrant or temporary felony want, it is imperative to obtain as much information
as possible. It is the sole responsibility of the entering agency to ensure all sources of available
information are checked. Sources include, but are not limited to:
• State and National Computerized Criminal History Files
• Agency case files
• Vehicle Registration records (cars, boats, aircraft, etc.) in and out of state
• Driving records in and out of state
• Department of Corrections databases
• Other local agencies known, or likely to have had contact with the subject
• Licensing agencies such as OLCC, Board of Nursing, Board of Medical Examiners, etc.
• Commercial investigative database to which the entering agencies subscribe

Types of descriptive data that will aid in locating the subject can include, but are not limited to:
• Social security number, as well as AKA SS#s
• FBI number
• State Identification Number (SID)
• Driver’s license number, as well as AKA OLNs
• Miscellaneous numbers (MNUs)
• AKA Names
• AKA DOBs
• Scars, marks, tattoos, medical conditions
And any and all other information that will result in a more complete record
12.5.1 RECORD COMPLETENESS – CAUTION INDICATORS
The caution indicator "C" may be used as part of a wanted person message key. The caution may
be for officer safety, or for the health and safety of the wanted person: for example, if the person
has a life threatening medical condition. If used, the appropriate code(s) must be entered into the
Cautions and Medical Conditions (CMC) field(s) and a plain-text explanation entered into the
Miscellaneous (MIS) field.
12.5.2 RECORD COMPLETENESS – MEDICAL CONDITIONS
The Cautions and Medical Conditions (CMC) fields and the Scars, Marks, Tattoos, and Other
Characteristics (SMT) fields can both hold medical condition data.
The inclusion of AIDS/HIV positive information is of doubtful legality under the Privacy Act and
therefore must not be entered into any LEDS/NCIC records
12.5.3 RECORD COMPLETENESS – SCARS, MARKS, TATTOOS ETC.
The Scars, Marks, Tattoos, and Other Characteristics (SMT) fields should be used to list visible
scars, marks, and tattoos, medical conditions that could impact either officer or subject’s safety,
drugs of abuse, etc. When an SMT field code does not adequately describe the characteristic then
a fuller description must be added to the MIS field.
12.5.4 RECORD COMPLETENESS – LINKING CASE INFORMATION
The capability to link records is useful when two or more agencies share the same case, or when
different cases in the same department are associated. When a query is made using the “Related
Search Hit” (RSH) field option of “Yes” (Y), all related (linked) records will be returned.
Related records are those with the same ORI/OCA as the primary hit response and all records
linked by the LKI/LKA contained in the primary hit response
12.5.5 RECORD COMPLETENESS – MISCELLANEOUS (MIS) FIELD
At minimum, agencies must enter a telephone number at which they may be reached 24-hours a
day for confirmation purposes.
MIS must include explanatory information when any of the following conditions are met:
• A caution indicator is placed on the record
• The “Extradition Limitation” (EXL) field contains the code “2”, “5”, “B”, or “E”

• The “Warrant Type” (WTP) field contains the code “CIT”. Court location, time and date must
be entered.
• An entry is made in the “Cautions and Medical Conditions” (CMC) field
• A modify warrant/cancel felony warrant (MXMW) message key is used
• Only the last 20 characters fit in the VIN field – (enter the complete VIN in the MIS field)
• Only the last 10 characters fit in the LIC field – (enter the complete LIC in the MIS Field)
• Only the last 15 characters fit in the MNU field – (enter the complete MNU in the MIS Field)
• When entering a test record – (enter "TEST RECORD ONLY" as the first entry in the MIS
Field)
• When entering a Cite and Release warrant the MIS field MUST contain the information
necessary for issuing the citation.
12.5.6 RECORD COMPLETENESS – EXTRADITION LIMITS
The issue of extradition must be addressed prior to entry so that appropriate extradition information
can be included in the record.
Extradition is defined as “the surrender, by one state to another, of an individual charged or
convicted of an offense outside its own territory and within the territorial jurisdiction of the other.”
The term “extradition” also means the transporting of a wanted person from the arresting jurisdiction
to the jurisdiction where the person is “wanted” when both jurisdictions are within Oregon.
If extradition is limited, such information must be entered using the appropriate code in the
“Extradition Limitation” (EXL) field and the explanation of that code placed in the MIS field. For
example:
• “EXTR ADJACENT STATES ONLY”
• “EXTR WA, ID, CA, ONLY ”
• “EXTR WITHIN 1000 MILES ONLY”
Further, if entering a Statewide Warrant (SW) or a Restricted Warrant (RW) and the Warrant Type
(WTP) is “Cite and Release” (CIT), the MIS field MUST contain information necessary for issuing
the citation.
Instances where an agency determines, after the record has been entered, that extradition will be
limited, or not allowed at all, the agency must immediately modify the record accordingly.
Even in situations where an agency will not extradite, for officer safety purposes, the warrant may
be entered, but the appropriate code must be entered in the record.
12.5.7 RECORD COMPLETENESS – STOLEN/FRAUDULENT DATA
The general rule for the use of stolen/fraudulent (S/F) identifier fields is that they must be used
whenever a wanted person is known to be using identification documents that are stolen/fraudulent.
If the wanted person is using a made-up name or numerical identifier for which it is not known
whether identification documents (Social Security card, operator's license, etc.) exist, these
identifiers should be entered in the appropriate base record or supplemental identifier fields, such
as the DOB Field. If the identity of the thief is known and there is an arrest warrant, the victim
information should be entered in the S/F fields.

The base record NAM must be entered for each record. This field should contain the wanted
person's true name regardless of whether it is the name contained on the arrest warrant. Listed
below are guidelines for coding the "true" and S/F NAM Fields and the "true" and S/F DOB Fields.
1. If the name on the arrest warrant is believed to be the wanted person's real name, the name
should be entered in only the base record NAM. If the wanted person's date of birth is available,
it should be entered in the base record DOB. Any known S/F identifiers should be entered in the
S/F identifier fields.
2. If the name on the arrest warrant is known to be S/F and the wanted person's true name is
known, the S/F name should be entered in the S/F NAM Field. The wanted person's real name
must be entered in the base record NAM. The date of birth from the S/F identification, if known,
must be entered in the S/F DOB. If the wanted person's real date of birth is known, it should be
entered in the base record DOB.
3. If an arrest warrant is issued in the name of "John Doe" or "Jane Doe" because the wanted
person's true identity is unknown and the wanted person is known to be using stolen or
fraudulent identification documents, entry of a Wanted Person File record is permitted provided
the identifiers from the stolen or fraudulent documents are included in the wanted person record
and identified as such. FBI numbers should not be entered in these types of records.
4. This enhancement only serves to highlight information when the record subject is known to use
S/F identification documents. It does not alter current policy concerning entry of "John Doe" or
"Jane Doe" records without a warrant which is currently allowed only when the record subject is
using a homicide victim's identification.
5. When a record is entered into the Identity Theft File, if the identity of the thief is known and a
warrant is obtained, the thief's personal information should be entered in the base Wanted
Person File record. Additionally, the victim information should be entered in the supplemental
stolen/fraudulent data fields.
12.5.8 RECORD COMPLETENESS – VEHICLE INFORMATION
The entry of vehicle information into the LEDS and NCIC files is critical for officer safety reasons. A
vehicle and/or license plate may be entered as part of a wanted person record provided the location
of the vehicle and/or license plate is unknown and the entering agency has reasonable grounds to
believe the wanted person may be utilizing the vehicle, or a vehicle bearing the license plate.
MERE KNOWLEDGE THAT A VEHICLE AND/OR LICENSE PLATE IS REGISTERED TO THE
WANTED PERSON DOES NOT MEET THE CRITERIA FOR ENTRY OF EITHER OR BOTH AS
PART OF THE WANTED PERSON RECORD.
INVESTIGATORS MUST HAVE REASONABLE GROUNDS TO BELIEVE THAT THE SUBJECT
OF THE WARRANT IS ACTUALLY OPERATING, OR A PASSENGER IN, THE VEHICLE, OR A
VEHICLE BEARING THE LICENSE PLATE.
In instances where the vehicle or license plate in a wanted person entry has been stolen, a notation
that the vehicle or license plate is stolen should be placed in the miscellaneous field of the wanted
person record. Also, a separate entry of the stolen vehicle, felony vehicle, or license plate should be
made in the stolen vehicle or license plate file by the agency possessing the theft report or handling
the felony investigation. The LKI and LKA fields in the records should likewise be filled to “link” this
information.

12.5.9 RECORD COMPLETENESS – OPERATOR LICENSE NUMBER
The entry of the wanted person’s driver license information into the LEDS and NCIC files provides
additional identification data. If the respondent’s driver license is an Oregon issued document then
LEDS will determine whether or not it is an existing Oregon OLN.
If it is an existing Oregon OLN then LEDS will add the DMV address information and the date that it
was checked (DAC) to the LEDS record. LEDS will recheck the DMV records whenever the LEDS
record is modified and update the LEDS files appropriately. If changes have occurred to the
address information held in the DMV record then LEDS will also send an unsolicited message to
those agencies with records containing that OLN.
If the OLN does not exist in DMV then a note to that affect will be added to the LEDS record and an
unsolicited message will be sent to the agency of record suggesting that the OLN data be checked.
A similar unsolicited message will also be sent to agencies holding records that contain the same
OLN.

12.5.10 RECORD COMPLETENESS – WANTED PERSON ADDRESSES
The entry of address information for the wanted person may assist in locating the wanted person.
Information can be entered for Home, Work, School, Mailing, and another address for the wanted
person.
12.6 RECORD ACCURACY
The accuracy of records is an integral part of the system. The accuracy of a record must be
double-checked by a second party. Agencies lacking staff support for this verification must
require the investigating officer to check the accuracy of the record, as the case officer carries the
primary responsibility for seeking the fugitive or recovering stolen property.
The verification of a record must include assuring all available cross checks, e.g. VIN/LIC, were
made and that the data in the record matches the data in the investigative report.
12.7 DUPLICATE RECORDS – MULTIPLE WARRANTS
Often the same agency may hold multiple warrants on the same person. In this case, LEDS policy
mandates the most serious warrant be entered into the system with the notation “Additional
Warrants on file” entered in the miscellaneous field.
Pursuant to LEDS and NCIC policies, and as noted above, each record must contain as much
accurate and detailed data as possible.
12.8 RECORD VALIDATION
Validation procedures must be formalized and copies of these procedures must be on file for review
during a LEDS and/or FBI CJIS audit. In addition, documentation and validation efforts must be
maintained for review during such audit.
Each month LEDS will send a list of records requiring validation. The list will be accompanied by a
certification form that must be signed and returned to LEDS in a prescribed amount of time. By
signing the form, the LEDS Rep certifies that the validation of those records is complete.
Validation certification means:
• The records contained on the validation listing have been reviewed by the originating
agencies;
• The records which are no longer current have been removed from NCIC 2000 and all
records remaining in the System are valid and active;
• The information contained in each of the records is accurate.
Agencies failing to return the certification form within the prescribed time frame, as set forth on the
certification form, are subject to having all non-validated records removed from the LEDS and NCIC
Systems. Removal may occur as soon as 0001 hours on the calendar day immediately following
the due date.
Validation of the records includes conducting the same checks and queries as noted in the
“Timeliness of Entry” Section as noted above. All data contained in each record must be checked
for accuracy in addition to determining if any new data has become available. Further, it is
necessary for the entering agency to verify warrant validity with all applicable agencies such
as the courts and/or the appropriate District Attorney’s office. It is the responsibility of those

agencies to assist with record validation by checking their files to ensure the current status
of the warrant(s).
Although the VLD & VLN fields are available for use in the system, since at this time LEDS does not
participate in, nor, offer an option to electronically validate records, use of these fields is
unnecessary and does NOT replace the need to complete the “paper-based” validation process
explained above.
12.9 LNU AND NIC NUMBERS
Unique LEDS and NCIC file numbers are assigned to each record entered. These numbers are
included in the computer acknowledgment of the entry and should be retained in the agency case
file along with a copy of the record entered. No entry transaction is complete until the
acknowledgment is received from LEDS, and from NCIC when applicable.

12.10 LEDS AND NCIC CODES
Only codes listed in the LEDS Manual or the NCIC Code Manual are allowed in wanted persons
records.

the Message Field Code Directory, in section 12.18
NOTE: IF THE WARRANT IS FOR A “FAILURE TO APPEAR” on a previous arrest, place the
NCIC code for failure to appear in the “OFF” field, place the appropriate code for the original
offense in the “OOC” field, then indicate the ORIGINAL ARREST CHARGE in the “MIS” field.
12.11 ENTRY TRANSACTION
12.11.1 ENTRY TRANSACTION DESCRIPTION
The Enter Wanted Person transactions are used to enter records of persons for whom an arrest
warrant has been issued, or for whom probable cause exists to believe such person committed a
felony crime, but lack of sufficient time has prevented the issuance of an arrest warrant.
12.11.2 ENTRY TRANSACTION PROCEDURE
If the message key EW, EWJ, or ET is used, an acknowledgment will be received from both LEDS
and NCIC.
If the message key SW, or RW is used, only a LEDS acknowledgment will be received as these
records are held only in LEDS and are not forwarded to NCIC.
All acknowledgments must be retained in the case files for documentation

12.11.3 ENTRY MESSAGE KEYS

The EW message key is used to enter felony or misdemeanor warrants into both LEDS and NCIC.
The ET message key is used to establish a “want” entry when a law enforcement agency has
PROBABLE CAUSE TO ARREST a subject for the commission of a FELONY crime, but where
circumstances prevent the immediate acquisition of a warrant.
The EWJ message key is used to add felony or misdemeanor warrants for individuals determined
to be juveniles into both LEDS and NCIC.
The RW or restricted warrant command is used to add misdemeanor or municipal warrants records
that are only serviceable within a specific area, such as the city of issue, the county of issue, or the
county of issue and adjacent counties into LEDS only.
The SW or state warrant transaction is used to add Felony, Misdemeanor, or Municipal Warrants
records that are only serviceable within the state into LEDS only.
12.11.3.1 CAUTION INDICATORS
Caution indicators may be used in conjunction with a Wanted Person entry. If used, the reason for
the caution must be coded appropriately in the CMC field and explained in detail in the MIS field.

12.11.3.2 ENHANCED ENTRY
Using the “enhanced” entry feature shown in sections 12.11.6 and 12.11.8 you can increase your
data accuracy and reduce your workload by simply entering the State Identification (SID) number of
the subject for whom you are entering a warrant/want. The system will use information contained in
the Oregon Criminal History files to populate the following fields:
• SEX • MNU
• RAC • SOC
• POB • SKN
• HGT • SMT
• WGT • FBI
• EYE • FPC
• HAI
If data contained in any of the above fields in the CCH record does not match a valid NCIC code,
the entire transaction will be rejected, thus forcing you to use the “standard” entry format.

12.11.4 TEMPORARY WANTS
A “Want” is based upon probable cause whereas a “Warrant” is issued by a judge
A “Temporary Felony Want” record (ET) should be entered to establish a “want” entry when a law
enforcement agency needs to take prompt action and has PROBABLE CAUSE TO ARREST a
subject for the commission of a FELONY crime, but where circumstances prevent the immediate
acquisition of a warrant. Judicial approval is NOT required.
A warrant for the arrest of the individual must be obtained as soon as possible. Once obtained, the
temporary want must be replaced with a court issued warrant.
If the court deems it inappropriate to issue a warrant, the temporary want MUST be immediately
canceled.
A temporary felony want record will be removed automatically from LEDS within 72 hours and from
NCIC within 48 hours of entry. If the subject is still at large, but no warrant has been obtained, the
agency may re-enter the Temporary Want.
Once a warrant has been issued, the want must be modified to the appropriate warrant entry.
When making Temporary Felony Want (ET) entries, all standard fields are required except:
• WNO • BAL • CRT
None of these fields can contain data, because a “Want” is not a Warrant, thereby, data for these
fields does not exist.

12.11.9 SUPPLEMENTAL DATA ENTRY TRANSACTION
12.11.9.1 TRANSACTION DESCRIPTION
Supplemental record entries are used to append additional identifiers to a record. Examples of
additional identifiers are alias names, multiple driver’s licenses, social security numbers, additional
vehicles, etc. This additional information will be appended to the original entry.
12.11.9.2 SUPPLEMENTAL ENTRY TRANSACTION PROCEDURE
A data field in the base record must be filled before any supplemental entry for that same field will
be accepted. For example, any attempt to enter a Social Security number as a supplemental record
will be rejected if the base record does not already contain a Social Security number in the Social
Security number (SOC) field. (See the “MODIFY” Section later in this chapter for complete details
on how to enter information into a field that does not contain data in the base record).
To give Oregon agencies the ability to add “street” names, nicknames, etc. LEDS added a
“moniker” (MON) field to all Oregon person records. This information is not stored in NCIC records.
This field is unique in that it does not exist in the base record. Therefore, the supplemental
transaction is the way to add this information to the record. A maximum number of 9 monikers may
be added to any one record. This field only accepts alpha characters and hyphens ( - ). If the street
name of the subject is 8 ball, it would be entered as “eight ball”.
A maximum of nine additional identifiers of various kinds may be entered in one
supplemental transaction. Additional supplemental transactions are required if more than
nine identifiers are to be entered.
Supplemental data cannot be modified; it must be cancelled then re-entered.

a supplement to the original entry.

The entry of vehicle information into the LEDS and NCIC files is critical for officer safety reasons.
The base record must be identified by name, (NAM/) and agency case number (OCA/), as shown in
the example in Section 12.11.9.7.
12.11.9.4 SPECIAL INSTRUCTIONS
To enter similar information (e.g., two Social Security Numbers) use the appropriate message field
code and enter like information separated by periods.

12.11.10 SUPPLEMENTAL DENTAL RECORD
12.11.10.1 SUPPLEMENTAL DENTAL RECORD TRANSACTION DESCRIPTION
The Enter Supplemental Dental Record transaction is used to add dental data to an existing wanted
person base record.
12.11.10.2 SUPPLEMENTAL DENTAL RECORD TRANSACTION CAUTION
Supplemental dental information is NOT added to records in LEDS, but is forwarded, and appended
to, NCIC wanted person records.
Although dental information has been added to missing person records for many years, and the
technical ability to enter this information into wanted person records now exists, caution must be
exercised, and attention focused on the flowing points:
• ORS 146.535 mandates dentists, denturists, physicians, optometrists, or other medical
practitioners furnish this information to police agencies for people who have been reported
MISSING, pursuant to 146.525. People for whom a warrant, or want, has been issued does
NOT qualify as a missing person.
• Furthermore, 146.535 (2) specifically states:
“Information obtained under this section is restricted to use for the
identification of missing persons or the identification of unidentified
human remains and shall not otherwise be available to the public.”
If your agency has previously obtained dental information subsequent to a missing person
report pursuant to ORS 146.525 and 146.535, such information cannot be utilized for the
purposes of entering dental information into a wanted person record.
12.11.10.3 SUPPLEMENTAL DENTAL RECORD SPECIAL INSTRUCTIONS

Dental information must be obtained only on approved forms, because the dentist actually provides
the required computer codes when completing the form.

12.12 MODIFY TRANSACTION
12.12.1 MODIFY TRANSACTION DESCRIPTION
The modify transaction is used to add, delete or change data in one or more fields of an existing
wanted person base record.
12.12.2 MODIFY TRANSACTION PROCEDURES
A wanted person record can only be modified by the agency that made the original entry. Records
must be immediately modified when it is determined:
• Data contained in the record is incorrect, or
• Additional data has been located that is not included in the record

12.12.2.1 DELETION OF DATA FROM A RECORD
To delete data from a field, enter the message field code followed by a slash and a period. (e.g.
SOC/.)
A special shortened format may be used to delete the entire set of vehicle information from a record
(e.g. LIC-VCO/.)
Using this identifier instructs the system to remove all vehicle data in the record, from license
through color.
12.12.2.2 MODIFYING SUPPLEMENTAL DATA
No one-step procedure is available to modify an alias or other identifier in a supplemental record to
a wanted person record.
To modify (change) an alias or other identifier in a supplemental record, the incorrect alias or other
identifier must be deleted, then entered correctly.
12.12.2.3 MODIFYING AN EW RECORD TO SW
Using the Modify Warrant / Cancel Felony Warrant (MWXW) message key, an EW record can be
converted from a warrant entered in both LEDS and NCIC to a LEDS only SW.
The MWXW transaction removes (cancels) the record from NCIC and modifies the record to an
SW, LEDS (Oregon) only warrant.
12.12.2.4 MODIFYING STOLEN/FRAUDULENT IDENTITY RECORDS
Supplemental STOLEN/FRAUDULENT identifier records cannot be modified. To change an
existing identifier, the entering agency must cancel it using the supplemental
STOLEN/FRAUDULENT identifier record cancellation message (XNS). The correct information can
then be entered using the supplemental STOLEN/FRAUDULENT identifier record entry message
(ENS).

12.12.9 MODIFY INVESTIGATIVE INTEREST SUPPLEMENTAL RECORD
No one-step procedure is available to modify fields in an Investigative Interest Supplemental
Record. To modify, the Investigative Interest Supplemental Record must be canceled and
reentered.
12.12.10 MODIFY SUPPLEMENTAL ADDRESS RECORD
No one-step procedure is available to modify fields in a Supplemental Address Record. To modify,
the Supplemental Address Record must be canceled and reentered.
12.12.11 NCIC MESSAGE WHEN THE ORI IS MODIFIED TO THAT OF ANOTHER AGENCY
NCIC will send an unsolicited $.O.MOD.ORI Modify Notification to the new Originating Agency
Identifier (ORI) when the ORI Field in an NCIC record is modified to its agency. Modification of the

Benefits and effectiveness data is collected by the LEDS and NCIC systems to provide users with a
means of collecting data associated with solved cases.
Monthly summaries and other reports from benefits and effectiveness data may be obtained by
contacting the LEDS Operations Center at (503) 378-5565.
Entry of benefits and effectiveness data is not mandatory but it does provide valuable statistical
information.

12.14.1 CLEAR TRANSACTION DESCRIPTION
The clear transaction is used to clear the record from the system once the warrant for the subject of
the record has been served.
12.14.2 CLEAR TRANSACTION PROCEDURE
A wanted person record can only be cleared by the agency that made the original entry. Records
must be immediately cleared when it is determined the entering agency:
• arrested the subject of the warrant or want, or
• received a locate placed on the record by another agency
If the record must be removed for any other reason, the cancel transaction must be used.

Supplemental data can be canceled from a wanted person record without changing the base
record. When canceling supplemental data, each field to be canceled must be preceded by the
appropriate message field code identifier.
• A maximum of nine supplemental identifiers may be canceled in one transaction.
• Each identifier to be canceled must be preceded by the appropriate Message Field Code
(MFC) identifier.
Base record fields must have data before their supplemental entries are accepted. When data is
deleted from base record fields which have supplemental data fields, the top supplemental data
entry is shifted into the base record. (Except, supplemental data sets do not shift, only individual
fields shift into the base record.)
When canceling the following supplemental data, multiple data elements (up to the maximum of
nine) may be canceled without repeating the Message Field Code (MFC) identifier for like data.

12.16 LOCATE TRANSACTION
12.16.1 LOCATE TRANSACTION DESCRIPTION
The primary purpose of the locate transaction is to fulfill the apprehending agency’s obligation to
notify the originating agency that the subject of a wanted person record in LEDS and/or NCIC has
been arrested on the warrant. This includes situations where the person has been arrested on
another charge, found in prison, a mental institution, or is known (confirmed by finger prints) to be
deceased, etc.
It is the responsibility of the locating agency to notify the originating agency of the recovery and
verify that the record in question is still active prior to entering the locate transaction.
Timeline requirements and formats for Hit Confirmation Requests (YQ) and Hit Confirmation
Responses (YR) are discussed in the “YQ-YR Transactions” section of the LEDS Operating
Manual.
Any agency (except the entering agency) that apprehends or locates a person based on a wanted
person record in LEDS or NCIC, after confirming the warrant and extradition with the entering
agency, must enter a “locate” on the record.

12.16.2 LOCATE TRANSACTION PROCEDURES
Records must be located when it is determined the subject of the warrant or want has been:
1. Taken into custody, or
2. Located as an inmate in a penal or mental institution, or
3. Found deceased.
4. When an agency receives a record or multiple records in response to an inquiry, the inquiring
agency must contact the ORI of each record possibly identical with the person in question to
confirm the hit.
Following confirmation with the originating agencies, a locate message must be transmitted for
each record on file for the subject.
Upon confirmation with the originating agency and determination that the originating agency will
extradite, you should place a locate transaction on the record using the disposition code of
“EXTR” in the EXT field.
A record MUST NOT be located if no extradition is indicated or the locating agency is outside of
the extradition limitations set forth in the record.
5. Located WITHIN the extradition limits set forth in the MIS field either by specific limitation
instructions, or complete omission of any limits; AND the entering agency will not extradite, the
record must be located with the disposition code of “NOEX” entered into the EXT field.
6. If the locating agency intends to hold the individual on local charges, the record must be located
with the disposition code “DETN” entered into the EXT field.
7. When extradition is pending, the entering agency may request that the locating agency not
place a locate message when the entering agency intends to modify the Wanted Person record
to indicate Pending Extradition. A Wanted Person record containing a code of 5 (PENDING
EXTRADITION) in the EXL Field MUST NOT have a locate placed against it.
The message key of the record is changed to reflect the located status. Located records must be
cleared by the agency which entered the record. Located records cannot be canceled.
12.16.3 NCIC LOCATE PROCESSING
When a locate transaction is entered on an NCIC wanted person record, with disposition “EXTR”,
the record will remain available for five (5) days in “located” status, if it is not cleared by the
originating agency. After five (5) days, the record will be suppressed (made unavailable) and will be
removed at the next file reorganization. If the originating agency attempts to enter a warrant for the
same individual it will be rejected until the suppressed located warrant is cleared.
When a locate transaction is entered on an NCIC wanted person record, with disposition “NOEX”,
the record will remain on file in “located” status until it is cleared by the originating agency, or until a
second locate is entered. If a second locate transaction (regardless of disposition) is entered on the
record it will immediately be removed from the file and an NCIC locate cancel notification message
will be sent to the originating agency and its CJIS Systems Agency (LEDS). Following is an
example of an NCIC locate cancelation notice.

12.17 QUERY PERSON TRANSACTION
Prior to taking any action on a record listed in the system, the investigating agency must, for
liability reasons, confirm the validity of such record with the entering agency.
A person check searches all of the LEDS and NCIC persons files. If vehicle data (e.g., VIN, serial
number, license information) was entered in the query transaction, the Vehicle, Stolen Boat, and
Vehicle/Boat Parts Files will also be searched.
The system automatically notifies the supervising agency via computer printout when a warrant
check is run on a person who is on probation - there is no way to block the notification.
Queries sent from agencies with NCIC access will be forwarded to Interpol via NLETS. Interpol
returns will include an Interpol identification number, which can be entered into an Interpol query
(see LEDS Manual Chapter 25.4.1.3.1). The system automatically notifies the Interpol record’s
country of origin when the Interpol file is queried – there is no way to block the notification.
A person inquiry will NOT search the article file to locate identification reported as stolen; to check
an item of personal identification for stolen, an ARTICLE INQUIRY transaction must be utilized just
as if you were checking a stereo for stolen.
LEDS and NCIC log all person and criminal history inquiries for varying lengths of time. This data is
a useful tool for a variety of investigative purposes.

12.17.2.1 RESPONSE OPTIONS USING THE “INV” MESSAGE FIELD CODE
If not used, record responses are limited to a maximum 10 abbreviated near hits. If you want to
receive all hits, use the “ALL” option.
If using the “QLW” message key and you want to receive the full near hit response for first 10 best
candidate near-hit records, use the “FULL” option.
NOTE: If more near-hit records exist, a message will be displayed at the bottom of the response
that indicates more near-hits exist. In this case, you must use the “ALL” option to retrieve
such records. It should be noted that in order to retrieve the complete near hit record, you
will need to run a separate query using the identifiers provided in the abbreviated
response.
The “INV” option i.e. INV/INV is no longer functional but will not cause an error – all hits are now

Although the NAM field is required for all inquiries, if a real name cannot be obtained, any name
can be used as a dummy name, however, it is best to use something like “XXX” for a last name and
“YYY” for a first.
For obvious reasons, not too many people will have a name like YYY XXX, thus the chances of
obtaining an incorrect match or near hit based on the name is remote.

12.18 MESSAGE FIELD CODE DIRECTORY
Each message transaction is comprised of multiple data elements; this section provides the
necessary information on data elements for this transaction. Each data element is identified by a
specific field name. Each field name is abbreviated with a unique three or four character code
called a message field code (MFC). The MFC’s are sorted alphabetically, then followed by a plain-
word description of each. The number immediately following the description indicates the maximum
number of characters allowed for that data element. Below the description line is text describing
specific requirements for this field.

1) The DCH Field describes the status of each tooth, restorations for each surface of the tooth
(MODFL), missing (X), virgin (V), no information remembered (/), root canal (R), or crown (C).
a) An NCIC 2000 Missing Person Dental Report, or one similar, can be completed by a dentist
or forensic odontologist and returned to the user for entry.
b) If all 32 permanent teeth are present with no restorations, the agency can enter the code
ALL in the DCH Field. If the agency enters ALL in the DCH Field, it cannot add information,
and the system transmits the following after the DRE Field in a positive response:
ALL 32 PERMANENT TEETH ARE PRESENT WITH NO RESTORATIONS
Note: If an agency enters ALL in the DCH Field, the code V will be used for all 32 teeth, and
the system will generate a dental cross-search comparison.
c) If dental characteristics are not available for coding, then the agency should enter UNK in the
DCH Field. If the agency enters the code UNK in the DCH Field, the system transmits the
following after the DRE Field in a positive response:

Note: If an agency enters UNK in the DCH Field, NCIC will not generate a dental cross-

2) The codes must be entered using a comma as a separator with the exception of the last code

3) If the agency does not enter the code ALL or UNK, the only valid codes shall be 01 through 32.
Each code shall be used only once. These codes shall be followed by the appropriate letter(s) or
special character (e.g., 01M).
A modification of any code for the 01 through 32 tooth codes will replace any coding for that
specific tooth, (for example, 01MO was initially entered, 01FL was modified into the record, the
record will then list only 01FL). If new codes must be added to the existing codes for a tooth, the
existing codes must be reentered along with the new codes, (for example, 01MO was initially
entered for tooth number 1 and FL must be added, then 01MOFL should be entered to list
01MOFL).
4) The DCH Field shall contain a maximum of 32 codes consisting of two numerics followed by
option 1, 2, or 3:
a) One special character /, or one special character / followed by R.
b) One alphabetic character M, O, D, F, L, X, or V.
c) Two to seven alphabetic characters M, O, D, F, L, C, and R.
d) Any combination of M, O, D, F, or L should be entered in the sequence of M, O, D, F, L.

12.18.49 IRI INCARCERATING AGENCY IDENTIFIER – 9

Mandatory when appending a detainer to a located record. The incarcerating agency identifier is
the NCIC assigned ORI of the agency who will receive the Incarcerating Agency Notification ($.O.)
advising that a detainer has been filed. (Prior to trial, this would likely be the arresting agency or
holding facility. Post-trial, it would probably be a correctional facility).
12.18.50 LIC LICENSE PLATE NUMBER – 10

Only letters and numbers permitted. Cannot be "UNK", "UNKN", or "UNKNOWN".
LIC, LIS, LIY, and LIT must be used together, as a set.
All hyphens, spaces, and symbols must be omitted. If a hyphen or symbol is a critical component of
the plate information concerning the location and design should be included in the MIS field. Include
the entire plate number in the MIS field, with a hyphen in place of the symbol as necessary.
When one character appears over another, the top character must be entered first, immediately
followed by the bottom character. i.e. A/B as AB.
Partial license plate numbers must not be entered, unless the license plate is longer than 10
characters. In such cases, enter the last (rightmost) 10 characters in LIC field then place the entire
plate in the MIS field.

The LKI and LKA cannot match the ORI and OCA in the same message. The LKI and LKA must be
entered, modified, or deleted together, as a set.
The characters permitted in LKA are letters, numbers, hyphens, and spaces (same as OCA).
The capability to link records is useful when two or more agencies share the same case, or when
different cases in the same department are associated. When a record is hit by a query using the
RSH/Y option, all records related to it will also be returned. Related records are those with ORI and
OCA matching the hit record's LKI and LKA or ORI and OCA. (For clarification, see Query section
examples.)
It is strongly recommended that agencies assign unique case numbers to records entered under
their ORI unless these records are directly related to the same incident.

12.18.61 MON MONIKER – 30

To give Oregon agencies the ability to add “street” names, nicknames, etc. LEDS added a
“moniker” (MON) field to all Oregon person records. This information is not stored in NCIC records.
This field is unique in that it does not exist in the base record. Therefore, the supplemental
transaction is the way to add this information to the record. A maximum number of 9 monikers may
be added to any one record. This field only accepts alpha characters and hyphens ( - ). If the street
name of the subject is 8 ball, it would be entered as “eight ball”.

MANDATORY
Name of wanted person. Letters, hyphens, a comma, and spaces permitted. Use "LAST, FIRST
MIDDLE OTHER" format.
Multiple last names, with or without spaces in between, are combined into the entered last name.
Apostrophes are not entered. For last names conjugated by the letter "y", replace the "y" with a
hyphen and join the names together. A single comma is required after the last name.
Hyphens are permitted in the last name only; if a first or middle name is hyphenated, replace the
hyphen with a space. If that creates more names than permitted, remove the space so the two
formerly hyphenated names become one.
Things to know about NAM:
Up to three hyphens are permitted in the last name.
No hyphens are permitted in the first, middle, or other names.
NAM must be at least five characters in length.
Titles and other designations occurring before the first name are not permitted (Ms., Dr., etc).
The usage of surnames from different countries can often be confusing. For example, Hispanics
generally use both their fathers and mothers last name, giving them a double last name. The first
name of this double last name is generally the most important name for record check purposes. If
one does not know how to place these names in the name fields on inquiries, misses could occur.
Below is a short explanation of the construction of names often checked with INS indices.

HISPANIC FIRST NAMES:
Many Spanish first names consist of more than one word, for example, Maria de Los Angeles,
Maria de la Luz, and Maria del Carmen.
When written with a prepositional phrase, the name should be treated as one first name.

If the name is not recorded with a prepositional phrase, for example, Maria Luz or Maria Carmen, it
should be considered first and middle names.
HISPANIC SURNAMES
Spanish and Hispanic persons customarily use the surnames of both parents.
This double surname is derived from the first surname of the father and the first surname of the
mother. Neither name is considered a middle name. The surname of the father precedes that of the
mother.
The two surnames may be connected by the word "y", which means "and." For example, Juan
Gomez y Conde has Juan as a first name, Gomez as the surname of the father, and Conde as the
surname of the mother.
For recording purposes, all double last names are listed with the father’s surname followed by the
mother’s surname. Juan Gomez y Conde would be recorded as Juan Gomez Conde.
The nationals of some South American countries do not, as a general rule, use both last names. If
the subject comes from a country that uses both last names, but the subject only uses one, and it is
his mother’s surname, this will often indicate that the subject’s parents were not married.
HISPANIC MARRIED NAMES FOR WOMEN
When she marries, a woman commonly drops the surname of her mother and adds the first
surname of her husband, preceded by the preposition "de." This indicates she is the "wife of" that
man.
Maria Gomez Garcia, when married to Juan Martinez Ramirez, would become Maria Gomez de
Martinez and will be recorded as Gomez de Martinez, Maria.
Note that according to traditional Hispanic usage the woman’s surname never changes.
After admission to the United States, however, some women have adopted the American custom of
using the husband's surname as their own. Maria Gomez de Martinez may begin to give her name
as Martinez, Maria Gomez.
ASIAN (CHINESE) NAMES
When a sequence of two, three or four names appear, no part of which can be recognized as the
first name, middle name or surname, the first part only is identified as the surname and the next
parts used as the first name and middle name.
When one of more names follows the surname, use only the first as the surname.
Sometimes the surname will be in capital letters and the other names will be connected by a
hyphen. In such cases you may find the surname written either before or after the other names.

12.18.84 RCA RECOVERING AGENCY CASE NUMBER – 20

Case number assigned by recovering agency. Letters, digits, hyphens, and spaces permitted.
Cannot be a single letter, all spaces, all zeros, or "NONE". The first seven characters cannot match
the first seven characters of ORI, OCA, or RRI.
It is strongly recommended that agencies assign unique case numbers to records entered under
their ORI unless these records are directly related to the same incident.

Monthly summaries and other reports from benefits and effectiveness data may be obtained by
contacting the LEDS Operations Center at (503) 378-5565.
RPS must be present to use any of the other benefits and effectiveness fields. If RPS is "OTHER
MEANS", "PREVIOUSLY LOCATED", or LOCATED YYYYMMDD then NPA, NPF, VNP, VOR, and
VRC must be blank or 0 if they are in the message.
All dates must be today or prior to today, in YYYYMMDD format.

used to denote that the record is held in a “state” system e.g. LEDS, and “HIT NCIC” is used to

LOCATED YYYYMMDD” Locate based on hit from an undetermined system.
“NOT WANTED” Means that it was determined that a valid warrant had not been issued for the
subject of the wanted person record.
“OTHER MEANS” indicates that the Clear/Locate was accomplished through means other than a
system hit
“PREVIOUSLY LOCATED” indicates that the wanted person was previously located but that the
Locate/Clear transaction was not performed.

Related records are those with ORI and OCA matching a primary search hit records LKI and LKA.

Gender of wanted person. ”M" for male, "F" for female, “X” for “not specified” (LEDS only), or "U" for
unknown.
• Code “X” for “not specified is allowed in LEDS only. If “X” is used in a record query or entry,
it will appear as “U” in NCIC.

12.18.91 SID STATE IDENTIFICATION NUMBER –8
OPTIONAL
A unique OSP-assigned number for all persons with a fingerprint-based state identification record,
including Oregon criminal history records. It has a check digit. When included in a wanted person
record it may be hit by a subsequent query.
The SID is also used by enhanced data entry. When included in a wanted person entry message,
without any other personal identifiers, it is used to retrieve personal identifiers from the fingerprint-
based state identification record. That data, in addition to items necessary for a new record, is used
to create a new wanted person record.

and double quote permitted. Can be in any form that will uniquely identify the person validating
record, i.e., employee identification number, user ID number, name, etc. VLN cannot be modified to
be blank.
VLN data will only be included in responses when queried by the ORI of record.

o The remaining characters are free text and must contain the name of the manufacturer
when the VMA code is AERO, ATV, COEQ, CYL, FARM, SNOW, SPEC, TRLR, or
TRUK.

Weight of the wanted person in pounds, rounded to the nearest pound.
The minimum is 050, the maximum is 499. A leading zero is required when the weight is less than
one hundred pounds. Three zeros ("000") may be used with RW and SW messages when the
weight is unknown.
