8.0 ARTICLE FILE
8.1 FILE DESCRIPTION
The LEDS & NCIC article files contain records of articles identifiable by serial and/or owner
applied numbers that have been reported as stolen. In addition, LEDS files contain records
of lost, recovered, and pawned articles.
LEDS Operations Center personnel can run a scan of the LEDS files based on partial
descriptive data. The results of these scans can be useful for certain criminal
investigations. Records of stolen articles that qualify for entry into NCIC are forwarded
automatically when the record is entered into the LEDS file.
8.1.1 ENTRY CRITERIA
1) Stolen Articles (includes stolen animals)
a) Any article which is reported as stolen, and which can be identified by a serial
number or an owner applied number (OAN), can be entered into the LEDS article
file. If the value of the article is $500 or more it will automatically be forwarded to
NCIC. Stolen items of identification (e.g. driver’s license) are assumed to have no
monetary value and are not forwarded to NCIC.
b) If the article is:
(i) a television set (i.e. TYP is “RTELEVI”)
(ii) a bicycle (i.e. TYP is “BBICYCL”)
(iii) an item of office equipment such as a typewriter, cell phones, etc. (i.e.
TYP starts with “O”)
(iv) consecutively serialized articles
it will be forwarded to NCIC regardless of value.
2) Credit card entries are not forwarded to NCIC.
3) Consecutively numbered articles and lottery tickets can be entered using the ESAA
message key.
4) Consecutively numbered lost articles can be entered using the ELAA message key,
BUT ONLY if you use TYPE (TYP) codes Q or Z.
5) An article identifiable by an owner-applied number (OAN), cannot be entered into
NCIC if the owner applied number consists entirely of alphabetic characters.
Currently NCIC requires at least one numeric character for an OAN.
6) A special message key (EAN) has been provided to enter stolen property into NCIC,
regardless of value, if the property meets the following criteria:
a) The total value of the property taken in one theft exceeds $5,000, or
b) The circumstances of the theft indicate that there is a probability of interstate
movement, or
c) The seriousness of the crime dictates that an entry should be made for
investigative purposes.

7) Lost Articles
Articles which have been reported as lost and are identifiable by either a serial
number or an owner-applied number can be entered into the LEDS article file.
7) Recovered Articles (abandoned, seized or found)
a) A recovered article is one which has come into the possession of a police agency
and for which the origin or owner is unknown.
b) If the recovered article is identifiable by a serial number or an owner applied
number, it can be entered into the LEDS article file.
8) Pawned Articles
Any article that has been pawned and is identifiable by a serial number or an owner-
applied number can be entered into the LEDS file. The purpose of entering pawned
articles into the system is to assist in the recovery of stolen property that may be
pawned before a theft is discovered or reported.
9) Articles That Cannot Be Entered
Stolen or lost bank drafts and checks which include cashier’s, certified, company,
government (federal, state and local), bank officer’s, personal, and U.S. Treasury.
8.2 AUTHORIZED SYSTEM USE
The LEDS, NCIC, and other databases are designed for, and made available to, criminal
justice agencies to aid in the investigation of crimes and prosecution of criminal offenses.
In addition, under certain conditions, select governmental non-criminal justice agencies are
granted limited access via specific authority set forth in law, rule, and/or executive order
necessary to fulfill very specific duties of given agency.
Notwithstanding this exception, use of the system as well as all the data entered into or
extracted from any such database(s) is restricted to a Criminal Justice Purpose and the
“administration of criminal justice” which is defined as:
“The performance of any of the following activities: detection, apprehension, detention,
pretrial release, post-trial release, prosecution, adjudication, correctional supervision, or
rehabilitation of accused persons or criminal offenders.”
The administration of criminal justice shall include criminal identification activities and the
collection, storage, and dissemination of criminal history record information. Criminal
justice employment investigations are included, as is the licensing or issuing of a permit for
a weapon or explosive when required to be performed by a criminal justice agency,
pursuant to a federal, state, or local law. (This category includes firearms dealers and
purchasers, carriers of concealed weapons, explosives dealers and users and lethal
weapons dealers and users). State and Federal Inspector General offices are included.
Defense of accused persons, whether by private counsel, public defender or other court
appointed counsel is not included in the definition of the administration of criminal justice.
LEDS and NCIC conduct both routine and unscheduled audits to ensure strict adherence
to system discipline. LEDS is mandated to investigate all reports of violations of system
use policies, physical and technical security, as well as data access, use, and
dissemination policies and procedures.

8.3 RETENTION PERIOD

NOTE: Stolen article records using a type code starting with “Q” (Public Safety,
Homeland Security, and Critical Infrastructure Identification records), "T"
(hazardous materials) or “Z” Lost or stolen items (Public Safety, Homeland
Security, or Critical Infrastructure) remain in LEDS and NCIC until canceled or
cleared by the entering agency.
8.4 TIMELINESS OF ENTRY
Entry is to be made immediately after sufficient information pertaining to the item(s) of the
theft or loss has been obtained. The promptness in entering, modifying, clearing, and
canceling of article records is the responsibility of the originating agency.
Timely modification of a record is that which occurs as soon as possible following the
detection of erroneous data in an existing record, and/or as soon as possible following the
receipt of data not already stored in the record.
Timely removal from the file requires immediate removal of the record once the originating
agency has documentation the article has been recovered.
8.5 RECORD COMPLETENESS - GENERAL
Before entering an article, it is imperative to obtain as much information as possible. It is
the sole responsibility of the entering agency to ensure all sources of available information
are checked.
8.5.1 RECORD COMPLETENESS – CAUTION INDICATORS
The caution indicator "P" (Hold for Prints) may be used as part of an Article entry.
8.5.2 RECORD COMPLETENESS – LINKING CASE INFORMATION
The capability to link records is useful when two or more agencies share the same case, or
when different cases in the same department are associated. When a query is made using
the “Related Search Hit” (RSH) field option of “Yes” (Y), all related (linked) records will be
returned.

records linked by the LKI/LKA contained in the primary hit response.

8.5.3 RECORD COMPLETENESS – MISCELLANEOUS (MIS) FIELD
At minimum, agencies must enter a telephone number at which they may be reached 24-
hours a day for confirmation purposes. If the “Hold for Prints” caution indicator (-P) is
added to the records, a note explaining the circumstances must be placed in the MIS field.
When entering a test record – enter "TEST RECORD" as the first entry in the MIS Field.
8.5.4 RECORD COMPLETENESS – VICTIM ADDRESS
The entry of victim address information into the LEDS stolen article file provides contact
information to allow a recovering agency to more accurately determine if a recovered
article is the one that is the subject of the record.
8.6 ACCURACY
The accuracy of records is an integral part of the system. The accuracy of a record must
be double-checked by a second party. Agencies lacking staff support for this verification
must require the investigating officer to check the accuracy of the record, as the case
officer carries the primary responsibility for recovering the stolen property.
The verification of a record must include assuring all available cross checks, e.g. VIN/LIC,
were made and that the data in the record matches the data in the investigative report.
8.7 DUPLICATE RECORDS
Entry and modify messages are rejected if they attempt to create a record that duplicates
one already stored in LEDS.
If a message is rejected for attempting to create a duplicate record, the reject response
lists the record on file and the fields causing the message to be rejected.

The same SER, TYP, BRA, and OCA.
The same OAN, TYP, BRA, and OCA
8.8 RECORD VALIDATION
Validations are completed by the LEDS Representative or designee. Procedures for record

8.9 LNU AND NIC NUMBERS
Unique LEDS and NCIC file numbers are assigned to each record entered. These
numbers are included in the computer acknowledgment of the entry and should be
retained in the agency case file along with a copy of the record entered. No entry
transaction is complete until the acknowledgment is received from LEDS, and from NCIC
when applicable.

8.10 LEDS AND NCIC CODES
Only codes listed in the LEDS Manual or the NCIC 2000 Code Manual are allowed in
Article records.
To locate the proper codes for entering or interpreting LEDS and NCIC article records see
the Message Field Code Directory, in section 8.18.
8.11 ENTRY TRANSACTION
8.11.1 ENTRY TRANSACTION DESCRIPTION
The Enter Stolen Article transaction is used to enter records of articles that have been
stolen, lost, pawned or recovered.
8.11.1.1 CONSECUTIVELY SERIALIZED ARTICLES
A single ESAA or ELAA message can enter records for up to 100 stolen, consecutively
serial-numbered articles. The records entered by an ESAA or ELAA message distinguish a
group, are assigned a single LNU, and are called consecutively serialized article records.
A range of consecutively serialized article records is identified by LNU, OCA, and SER-
SER. The first (left) SER identifies the start of the range and the second SER identifies the
end of the range. The whole group, or what records remain in a group, of consecutively
serialized article records is identified by LNU and OCA.
The main differences between ESAA/ELAA and ESA/ELA messages are:
• Two serial numbers are entered, separated by a hyphen, which identify the first and
last article records in a group of serialized stolen article records.
• OAN must be blank.
• ACO, SIZ, VAL, IMN, and IMT are not permitted.
• No caution indicators are permitted.
8.11.2 ENTRY TRANSACTION PROCEDURE
When the message key ESA is used, acknowledgments will always be received from
LEDS, but not all articles are forwarded to NCIC. In cases where the records are
forwarded to NCIC, an acknowledgement will be received from NCIC as well.
You can determine if an NCIC acknowledgement will be received by examining the last
line of the LEDS acknowledgement. If the last line reads “FORWARDED TO NCIC” your
entry is not complete until you have received the appropriate acknowledgement from
NCIC.
When the message keys EAN and ESAA/ELAA are used, acknowledgments will be
received from both LEDS and NCIC.
When the message keys ELA, EPA, and ERA, are used, acknowledgments will only be
received from LEDS.
All acknowledgments must be retained in the case files for documentation

8.11.3.1 CAUTION INDICATORS
The “P” caution indicator may be used in conjunction with a stolen article. If used, the

8.11.4 STANDARDS FOR OWNER APPLIED NUMBERS
When giving advice regarding marking of property, the Oregon Crime Prevention
Association recommends use of the standard numbering system as illustrated below.

Placing the OR in front of the number indicates the state of issuance and DL indicates it is
a driver’s license. Further, by placing these characters on either side of the number, it
makes altering the number more difficult and tampering more evident.
When entering articles with an OAN, the OAN must be entered exactly as it is inscribed on
the article. The inclusion of identifying characters such as SOC or ODL must be omitted
UNLESS such characters are actually part of the number as inscribed on the article.
The recommended OAN for businesses is the six digit Oregon Employer Tax “Firm
Number” (FN). This number is assigned to all employers, including governmental entities
and non-profit organizations, by the Oregon Employment Department. The number should
be prefixed with OR to denote Oregon and have FN added to the end of the number:- e.g.

8.12 MODIFY TRANSACTION
8.12.1 MODIFY TRANSACTION DESCRIPTION
The modify transaction is used to add, delete or change data in one or more fields of an
existing Article record.

8.12.2 MODIFY TRANSACTION PROCEDURE
An article record can only be modified by the agency that made the original entry. Records
must be immediately modified when it is determined:
• Data contained in the record is incorrect, or
• Additional data has been located that is not included in the record
8.12.2.1 DELETION OF DATA FROM A RECORD
To delete data from a field, enter the message field code followed by a slash and a period.
(e.g. OAN/.)
8.12.2.2 MODIFICATION OF CONSECUTIVELY SERIALIZED ARTICLES
Errors involving serial numbers cannot be fixed by the MSAA message. Such errors must
be resolved by canceling the records then entering correct serial numbers.
Data that differs for part of a group cannot be changed by the MSAA message. Such
differences must be resolved by canceling the affected serialized article records then
entering the correct data.

No one-step procedure is available to modify fields in an Investigative Interest
Supplemental Record. To modify, the Investigative Interest Supplemental Record must be
canceled and reentered.

users with a means of collecting data associated with solved cases.
Monthly summaries and other reports from benefits and effectiveness data may be

Entry of benefits and effectiveness data is not mandatory but it does provide valuable
statistical information.

8.14 CLEAR TRANSACTION
8.14.1 CLEAR TRANSACTION DESCRIPTION
The clear transaction is used to clear the record from the system once the article has been
recovered.
8.14.2 CLEAR TRANSACTION PROCEDURE
A stolen article record can only be cleared by the agency that made the original entry.
Records must be immediately cleared when it is determined the entering agency:
• recovered the article,
or
• received a locate placed on the record by another agency
If the record must be removed for any other reason, the cancel transaction must be used.
8.14.2.1 CLEAR CONSECUTIVELY SERIALIZED ARTICLES
CSAA may be used to clear a group of consecutively serialized article records, a range of
serialized article records from within such a group, or a single serialized article record from
within such a group.
When all remaining serialized article records in a group of consecutively serialized article
records have been canceled or cleared, the LNU used to identify the group (NIC in NCIC)
is removed from the system. i.e., there are no empty groups of serialized article records in
the system.
There are two methods to clear consecutively serialized article records:

• Clear all article records in a group of consecutively serialized article records:
o Use LNU and OCA, without SER-SER, to clear an entire group of
consecutively serialized article records. NIC and OCA are used similarly by
NCIC.
o A whole group can be cleared even if there are breaks in the consecutive
order of remaining serialized article records.
o This is the preferred method to clear a group of consecutively serialized
article records.
• Clear one or more consecutively serialized article records from a within group of
consecutively serialized article records:
o Use LNU and OCA, with SER-SER, to clear a range of consecutively
serialized article records. The lowest and highest serial numbers of the
consecutively serialized article records to clear must be used. Both located
and unrecovered consecutively serialized article records in the range will be
cleared. NIC, OCA, and SER-SER are used similarly by NCIC.
o A single serialized article record may be cleared by using its serial number as
both the low and high of the range.
o Separate clear messages must be sent if there are breaks in the consecutive
order of remaining serialized article records.
o If SER-SER is not used, the whole group of consecutively serialized article
records will be cleared from LEDS and NCIC.

8.15 CANCEL TRANSACTION
8.15.1 CANCEL TRANSACTION DESCRIPTION
The cancel transaction is used to cancel the record from the system when the record, for whatever
reason, is no longer valid
8.15.2 CANCEL TRANSACTION PROCEDURE
An article record can only be cleared by the agency that made the original entry. Records
must be immediately canceled when it is determined the record:
• Is no longer valid
• Is not correctable using a modify message and therefore must be re-entered
• Was entered for training purposes and its use is no longer needed
8.15.2.1 CANCEL CONSECUTIVELY SERIALIZED ARTILCES
XSAA may be used to cancel a group of consecutively serialized article records, a range of
serialized article records from within such a group, or a single serialized article record from
such a group.
Serialized article records which have been located cannot be canceled. They must be
cleared.
When all remaining serialized article records in a group of consecutively serialized article
records have been canceled or cleared, the LNU used to identify the group (NIC in NCIC)
is removed from the system. I.e., there are no empty groups of serialized article records in
the system.
There are two methods to cancel consecutively serialized article records:

• Cancel all article records in a group of consecutively serialized article records:
o Use LNU and OCA, without SER-SER, to cancel an entire group of
consecutively serialized article records. A group cannot be canceled if it
contains any located serialized article records. NIC and OCA are used
similarly by NCIC.
o A whole group can be canceled even if there are breaks in the consecutive
order of remaining serialized article records.
o This is the preferred method to cancel a group of consecutively serialized
article records.
• Cancel one or more consecutively serialized article records from a group of
consecutively serialized article records:
o Use LNU and OCA, with SER-SER, to cancel a range of consecutively
serialized article records. The lowest and highest serial numbers of the
consecutively serialized article records to cancel must be used. A range
cannot be canceled if it contains any located serialized article records. NIC,
OCA, and SER-SER are used similarly by NCIC.
o A single serialized article record may be canceled by using its serial number
as both the low and high of the range.
o Separate cancel messages must be sent if there are breaks in the
consecutive order of remaining serialized article records.
o If SER-SER is not used, the whole group of consecutively serialized article
records will be canceled from LEDS and NCIC.
8.15.3 BENEFITS AND EFFECTIVENESS DATA
Benefits and Effectiveness data may be included in the cancel transaction.

The cancel transaction is used to cancel the Investigative Interest Supplemental Record
from the system when the record, for whatever reason, is no longer valid.
An Investigative Interest Supplemental Record can only be cancelled by the agency that
entered it.
8.15.8.1 CANCEL INVESTIGATIVE INTEREST RECORD PROCEDURE
Investigative Interest Supplemental Records must be cancelled when it is determined the
record:
• was entered in error
• modification of the information is needed and therefore must be re-entered
• there is no longer an investigative interest
• was entered for training purposes and it is no longer needed

8.16 LOCATE TRANSACTION
8.16.1 LOCATE TRANSACTION DESCRIPTION
The primary purpose of the locate transaction is to fulfill the recovering agency’s obligation
to notify the originating agency that the article described in a record in LEDS and/or NCIC
has been recovered.

It is the responsibility of the locating agency to notify the originating agency of the recovery
and verify that the record in question is still active prior to entering the locate transaction.
Timeline requirements and formats for Hit Confirmation Requests (YQ) and Hit
Confirmation Responses (YR) are discussed in the “YQ-YR Transactions” section of the
LEDS Operating Manual.
Any agency (except the entering agency) that locates an article based on an article record
in LEDS and/or NCIC must enter a “locate” on the record.
8.16.2 LOCATE TRANSACTION PROCEDURES
Records must be located when it is determined the Article has been recovered.
The message key of the record is changed to reflect the located status. Located records
must be cleared by the agency which entered the record. Located records cannot be
canceled.
8.16.2.1 LOCATE CONSECUTIVELY SERIALIZED ARTICLES
LSAA may be used to locate a whole group of consecutively serialized article records, a
range of serialized article records from within such a group, or a single serialized article
record from such a group.
When all remaining serialized article records in a group of consecutively serialized article
records have been located, the group message key is changed from ESAA to LSAA.
The LSAA hit response banner is "LOCATED STOLEN SERIALIZED ARTICLES".
Located serialized article records within a group are reported as "LOCATED ARTICLES".

8.16.2.2 NCIC LOCATE PROCESSING
When a locate transaction is entered on an NCIC article record, the record will remain
available for five (5) days in “located” status, if it is not cleared by the originating agency.
After five (5) days, the record will be suppressed (made unavailable) and will be removed
at the next file reorganization. If the originating agency attempts to enter an article record
the transaction will be rejected until the suppressed record is cleared.
If a second locate transaction is entered on the record it will immediately be removed from
the file and an NCIC locate cancel notification message will be sent to the originating
agency and its CJIS Systems Agency (LEDS).

8.17 QUERY TRANSACTION
Prior to taking any action on a record listed in the system, the investigating agency must, for
liability reasons, confirm the validity of such record with the entering agency.
The Article query transaction searches the LEDS and NCIC files for records matching the
specific data in the query; to locate stolen identification, a stolen article inquiry transaction
must be used. A standard person inquiry DOES NOT check the article file.
A query using only the LNU as an identifier will return only the LEDS record and a query
using only the NIC number will return only the NCIC record. To obtain both the LEDS and
NCIC records with one transaction use:
• TYP and SER
or
• TYP and OAN
As record identifiers.

8.17.2 OPTIONAL FIELDS FOR INQUIRIES
Because of the large volume and broad range of article records on files, a number of
different search options and fields are available to help limit the number of responses
received. The search fields used in a query determine how/if the system filters responses.
When TYP is used:
• If "Y" is used, all records matching the other search criteria are returned.
o If the TYP does not start with "Y":
o Only records containing the TYP code matching the letter in the query will be
returned, except:
Records on-file containing the “Y” TYP code will also be returned
When SER is used:
• LEDS article and gun records are searched for partially matching SER or OAN.
• NCIC article records are searched for exactly matching SER or OAN.
When OAN is used:
• LEDS article and gun records are searched for exactly matching SER or OAN.
• NCIC article records are searched for exactly matching SER or OAN.
8.17.3 RELATED SEARCH HITS (RSH)
The capability to link records is useful when two or more agencies share the same case, or
when different cases in the same department are associated. When a query is made using

the “Related Search Hit” (RSH) field option of “Yes” (Y), all related (linked) records will be
returned.
Related records are those with the same ORI/OCA as the primary hit response and all
records linked by the LKI/LKA contained in the primary hit response.

8.18 MFC DIRECTORY
Each message transaction is comprised of multiple data elements; this section provides
the necessary information on data elements for this transaction. Each data element is
identified by a specific field name. Each field name is abbreviated with a unique three-
character code called a message field code (MFC). The MFC’s are sorted alphabetically,
then followed by a plain-word description of each. The number immediately following the
description indicates the maximum number of characters allowed for that data element.
Below the description line is text describing specific requirements for this field.

Color code of article. A three letter code or two codes with a slash ("/") between them, e.g.

For driver licenses, state issued identification cards, and passports use the two-letter NCIC
state or country code for the issuing state or country. For Social Security Cards use
"USGOV". If stolen, these items, along with the victim information should be entered into
the Identity Theft Files.
If BRA is "DELL" and TYP is "DCOMPUT" or "DLAPTOP" then an all-letter SER is
permitted.
If an applicable brand name code is not listed in the NCIC 2000 Code Manual, a custom
brand name code should be created in the following manner:
• BRA must be two characters or longer; BRA cannot be all blanks; BRA must not
consist solely of "X", "Y", "Z", or "L" characters; BRA must not consist of "UNK",
"UNKN", "UNKNOWN", or "NONE".
• The words "AND", "COMPANY", "CORPORATION", "INCORPORATED",
"LIMITED", and the ampersand ("&") are not considered part of the actual brand
name.
• If the brand name consists of:
o A single word: Use the first six letters of the name.
o Two words: Use the first letter of the first word, followed by a space, then the
first four letters of the second word.
o Three words: Use the first letter of the first word, followed by a space, then
the first letter of the second word, followed by a space, then the first two
letters of the last word.
o An initial and one word: Use the initial, followed by a space, then the first four
letters of the word.
o Two initials and one word: Use the first initial, followed by a space, then the
second initial, followed by a space, then the word.
o Initials: Use the initials omitting spaces and periods.
• BRA for livestock must contain the breed of the animal. The above coding
instructions apply.
• When property does not have a brand name or if the brand name is unknown, "NO
BRA" must be entered in the BRA field. A complete description of the article should
be entered in the MIS field if the brand name code is "NO BRA".
• If the stolen property is issued by a government or military agency, the BRA Field
should identify that agency, e.g., USMC, USARMY, USNAVY, USAF, USCG, FBI,
TSA, DHS, etc. This applies to items such as badges and credentials.
• If the entry is for a toxic, hazardous material, BRA must contain the name of the
material's manufacturer. The above coding instructions apply.

be all spaces, all zeros, or "NONE". First seven characters cannot match first seven
characters of IIA.
It is strongly recommended that agencies assign unique case numbers to records entered
under their ORI unless these records are directly related to the same incident.
8.18.12 IIA INVESTIGATIVE INTEREST AGENCY IDENTIFIER – 9
MANDATORY
This is the ORI of the agency submitting the Investigative Interest Supplemental Record, or
of the agency on whose behalf the supplemental record is submitted. Must be an active
Oregon ORI. First seven characters cannot match first seven characters of ICA.

The capability to link records is useful when two or more agencies share the same case, or
when different cases in the same department are associated. When a record is hit by a
query using the RSH/Y option, all records related to it will also be returned. Related
records are those with ORI and OCA matching the hit record's LKI and LKA or ORI and

8.18.17 LKI LINKAGE AGENCY IDENTIFIER - 9

Use together with LKA to specify other Oregon records as being related records. Enter the

8.18.20 MIS MISCELLANEOUS - 200
MANDATORY
At minimum, agencies must enter a telephone number at which they may be reached 24-
hours a day in the miscellaneous (MIS) field for the purposes of record confirmation. All
characters except period, slash, and single quote permitted.
To further describe the article.
Provide the location of the owner applied number or serial number on the article.
Provide a complete description of the article if the brand name code is "NO BRA".
Provide the complete serial number if it contains more than 20 characters. The rightmost
20 should have been entered in the SER field.

Provide the complete model number if it contains more than nine characters. The rightmost
nine should have been entered in the MOD field.
Provide an all-letter OAN when message is NCIC Qualified. Currently, NCIC does not
accept all-letter OANs, so LEDS removes such OANs from the message forwarded to
NCIC. Use MIS to include the OAN in NCIC.
If the record is entered for testing purposes, enter "TEST RECORD” as the first item in the
MIS field.
8.18.21 MKE MESSAGE KEY - 4
MANDATORY
Code indicating the message being processed.
The caution code "P" may be appended to ESA and EAN resulting in ESAP and EANP.
8.18.22 MOD MODEL - 9
OPTIONAL
Model number or model name of article. Letters, numbers, and spaces permitted.
The MOD field should be used in the following manner:
• If the model number:
o Exceeds nine characters: Use only the last nine characters, with the complete
model number shown in the MIS field. For model number 12345678987, enter
345678987 in MOD and 12345678987 in MIS.
o Is a single word: Use the first nine letters of the word.
o Consists of two words: Use the first letter of the first word, followed by a space,
then first seven letters of the second word.
o Consists of three words: Use the first letter of the first word, followed by a space,
then the first letter of the second word, followed by a space, then the first five
letters of the third word.
o Consists of an initial and one word: Use the first initial, followed by a space, then
the first seven letters of the word.
o Consists of two initials and one word: Use the first initial, followed by a space,
then the second initial, followed by a space, then the first five letters of the word.
• If none of the preceding instructions apply because there is no model name or number,
the composition, design, size, style, type, or use should be entered. For example:

• The MOD field in an entry for a state auto inspection sticker or a license plate renewal
tab should contain the month and last two digits of the year of expiration.
• If the entry is for a toxic, hazardous chemical, the MOD field should convey the
chemical's physical properties with words such as LIQUID, GAS, POWDER, CRYSTAL,
SOLID, etc.
8.18.23 NAM NAME - 30
CONDITIONAL
• Mandatory for pawned article entry.
• Prohibited otherwise.
Name of person pawning article. Letters, hyphens, a comma, and spaces permitted. Use
"LAST, FIRST MIDDLE OTHER" format.
Multiple last names, with or without spaces in between, are combined into the entered last
name. Apostrophes are not entered. For last names conjugated by the letter "y", replace
the "y" with a hyphen and join the names together (see examples). A single comma is
required after the last name.
Hyphens are permitted in the last name only. If a first or middle name is hyphenated,
replace the hyphen with a space. If that creates more names than permitted, remove the
space so the two formerly hyphenated names are one name.
Things to know about NAM:
Up to three hyphens are permitted in the last name.
No hyphens are permitted in the first, middle, or other names.
NAM must be at least five characters in length.
Titles and other designations occurring before the first name are not permitted (Ms., Dr.,
etc).
The usage of surnames from different countries can often be confusing. For example, Hispanics
generally use both their fathers and mothers last name, giving them a double last name. The first
name of this double last name is generally the most important name for record check purposes. If
one does not know how to place these names in the name fields on inquiries, misses could occur.
Below is a short explanation of the construction of names often checked with INS indices.
• Mandatory in query by NAM, DOB, Sex
• Prohibited in all other transactions
HISPANIC FIRST NAMES:
Many Spanish first names consist of more than one word, for example, Maria de Los
Angeles, Maria de la Luz, and Maria del Carmen.
When written with a prepositional phrase, the name should be treated as one first name.
If the name is not recorded with a prepositional phrase, for example, Maria Luz or Maria
Carmen, it should be considered first and middle names.

HISPANIC SURNAMES
Spanish and Hispanic persons customarily use the surnames of both parents.
This double surname is derived from the first surname of the father and the first surname
of the mother. Neither name is considered a middle name. The surname of the father
precedes that of the mother.
The two surnames may be connected by the word "y", which means "and." For example,
Juan Gomez y Conde has Juan as a first name, Gomez as the surname of the father, and
Conde as the surname of the mother.
For recording purposes, all double last names are listed with the father’s surname followed
by the mother’s surname. Juan Gomez y Conde would be recorded as Juan Gomez
Conde.
The nationals of some South American countries do not, as a general rule, use both last
names. If the subject comes from a country that uses both last names, but the subject only
uses one, and it is his mother’s surname, this will often indicate that the subject’s parents
were not married.
HISPANIC MARRIED NAMES FOR WOMEN
When she marries, a woman commonly drops the surname of her mother and adds the
first surname of her husband, preceded by the preposition "de." This indicates she is the
"wife of" that man.
Maria Gomez Garcia, when married to Juan Martinez Ramirez, would become Maria
Gomez de Martinez and will be recorded as Gomez de Martinez, Maria.
Note that according to traditional Hispanic usage the woman’s surname never changes.
After admission to the United States, however, some women have adopted the American
custom of using the husband's surname as their own. Maria Gomez de Martinez may
begin to give her name as Martinez, Maria Gomez.
ASIAN (CHINESE) NAMES
When a sequence of two, three or four names appear, no part of which can be recognized
as the first name, middle name or surname, the first part only is identified as the surname
and the next parts used as the first name and middle name.
When one of more names follows the surname, use only the first as the surname.
Sometimes the surname will be in capital letters and the other names will be connected by
a hyphen. In such cases you may find the surname written either before or after the other
names.

The first three characters must be digits. Leading zeros must be included. The fourth
character must be a J for Juvenile or O for Other person. The fifth character must be I or N
for Indexed or Not indexed in NCIC. Since the J, O, I, and N can be used four ways, NCIC
has made it possible to code all four ways all at once. For example,
001JI002JN003OI003ON would be decoded, from left to right, as:
One juvenile, indexed in NCIC 001JI
Two juveniles, not indexed in NCIC 002JN
Three other missing people, in NCIC 003OI

Identifying number inscribed on article. Only letters and numbers permitted. Cannot be all
zeros. Cannot be "UNK", "UNKNOWN", or "NONE". Currently, cannot be all letters in an
NCIC Qualified record. Put an all-letter OAN in the MIS field so that it is in the NCIC
record's MIS field.
An OAN with only letters and zeros is treated as an all-letter OAN.
Use number exactly as inscribed on article. For example, if it is an Oregon driver license
number, include "ODL" only if "ODL" is inscribed on the article.
8.18.30 OCA ORIGINATING CASE NUMBER - 20
MANDATORY
Case number assigned by entering agency. Letters, digits, hyphens, and spaces
permitted. Must be longer than one character. Cannot be all spaces, all zeros, or "NONE".
First seven characters cannot match first seven characters of ORI.
A second OCA in a modify transaction must not be in delete format (i.e. OCA/.)
It is strongly recommended that agencies assign unique case numbers to records entered
under their ORI unless these records are directly related to the same incident.

and OCA or LKI and LKA.
8.18.40 SER SERIAL NUMBER - 20

• OAN and SER cannot be the same.
Serial number of article. Only letters and numbers permitted. Must be at least two
characters in length. Cannot be all zeros. If BRA is "DELL" and TYP is "DCOMPUT" or
"DLAPTOP" then an all-letter SER is permitted otherwise at least one digit is required.
A serial number must be entered omitting spaces, hyphens, and symbols. If the serial
number exceeds 20 characters, the rightmost 20 characters should be entered in the SER
Field, and the complete serial number should be entered in the MIS Field. Alphabetic
characters which are part of the serial number should be included. The true (manufacturer)
serial number of the article, not a component or part number, must be entered.
If the number applied by the manufacturer of an article is not unique, but rather a model
number, stock control number, etc., the article should not be entered.
An owner-applied identification number which has been assigned in connection with a theft
prevention program must not be entered as a serial number but should be entered in the
OAN Field.
With consecutively serialized article messages two serial numbers (SER-SER) are used to
specify the low and high of the article serial number range.
• A hyphen separates two serial numbers, lower serial number on the left, higher
on the right.
• Minimum total length is five characters: two characters, a hyphen, and two more
characters.
• Maximum is two 20 character serial numbers separated by the hyphen for 41
total characters.
• For serial numbers longer than 20 characters the rightmost 20 characters should
be used.
• Letters and numbers permitted, cannot be all letters.
• Each serial number must have a non-zero digit.
• The two serial numbers must be the same length.
• Letters may be intermixed in both serial numbers, but they must be the same.
That is, the same letter must be in the same position in both serial numbers.

• The rightmost numeric values in the serial numbers must establish a consecutive
sequence. Letters are ignored for this check.
• The serial numbers cannot end with letter O.
• Only the rightmost three digits (at most) of the numeric sequence will be used.
• The difference between the numeric values used for the sequence must not be
greater than 100.
• All the numeric characters except for the rightmost three must be the same for
the two serial numbers.

Type code for article. Only letters permitted.
If possible use a type code from the NCIC 2000 Code Manual. (Commonly used codes
may be found in the Code Manual Extract section) If none are applicable a custom type
code should be used.
An article type code consists of one alphabetic character (the category code) followed by
four to six alphabetic characters (the article name code) that describe the article. Together
they make up the article type (TYP) code. If the first character is other than "Y", the article
name code must be listed in the NCIC 2000 Code Manual.
When entering a toxic chemical or hazardous materials article record, the category code
"T" must be used as shown with the following article codes. Entry of these codes will cause
the issuance of the appropriate warning caveat in the NCIC hit response.

the last word.
o The entry will be rejected if the TYP code begins with "Y" and matches an
article name code listed for a different category code.

A value of $500 or more is one of the general requirements to be NCIC Qualified.
