INTRODUCTION
SCIBRS uses NIBRS technical specifications as the basis for its design. This document outlines the ways
SCIBRS technical specifications deviate from NIBRS Technical Specification version 2.1 (revised 11/10/2015),
which can found at https://www.fbi.gov/about-us/cjis/ucr/nibrs-techspec-v2-1.pdf.
This document will occasionally refer to two separate SCIBRS repository systems. SCIBRS is in the process of
switching from the current legacy system that has been in use in some form or another since 1991. As of June
2016, the new repository system is currently in testing for certification by the FBI. SCIBRS anticipates switching
to the new repository system for live processing in late-Summer/early-Fall 2016. There are some deviations
between the current legacy system and the new repository system. Those deviations are also noted in this
document.
SCIBRS incorporates all NIBRS data elements, with a few additions and modifications. Additional data elements
are appended after the NIBRS data elements—with the exception of NIBRS Data Element (DE) 2A (Cargo Theft
Indicator) and DE8A (Bias Motivation). All data elements are listed in this document with their position in the
SCIBRS Record Layout.

REPORTING SOFTWARE
Local agencies are required to report to SCIBRS using SCIBRS-compatible software (SCIBRS Training Manual,
revised 2014, p.107). In order to be SCIBRS-compatible, reporting software must:
Report incident-based data. Reporting using the Summary System is not accepted in South Carolina.
Have every data element, value, and edit required by SCIBRS in place.
Not allow defaults on any NIBRS or SCIBRS data elements. Local agency users must select all values
reported to SCIBRS.
o This especially applies to UCR Offense Codes. Software must not convert statutes, NCIC codes,
CDR codes, or any other codes directly to SCIBRS offense codes.
o Coding choices must be made by local agency personnel, not the software.
Meet all SCIBRS/NIBRS specifications.
If RMS vendors have any questions about the technical requirements of reporting to SCIBRS, please contact
SCIBRS Program Manager Alexandra Perez-Caballero at acaballero@sled.sc.gov or 803-896-2280.
The SCIBRS unit cannot provide recommendations on RMS software or vendors. Local agencies can contact the
SCIBRS unit at SCIBRS@sled.sc.gov for a list of RMS vendors currently operating in South Carolina. Local
agencies may choose to use RMS vendors that are new to the state, but local agencies should keep in mind that
the software will have to be modified to meet SCIBRS specifications before data submitted via that system will be
accepted in to the live SCIBRS database.
The SCIBRS unit strongly recommends that agencies contact prospective RMS vendors’ current clients to
understand how the product works in practice. SCIBRS POCs are encouraged to be as honest about the benefits
and problems with their RMS system if contacted.
RECORD LENGTH
SCIBRS segments are fixed-length (370 bytes). A recent analysis of agency files showed that almost 96% of
submitted segments did NOT follow this rule. SCIBRS will continue to accept these improperly formatted
segments for now. Vendors and agencies will be notified as soon as a timeline for enforcing this rule is
established. Vendors do not need to wait for SCIBRS to enforce this rule before implementing a fix in their
systems.

WINDOW RECORDS
SCIBRS still uses the window record format. All updates to incidents in the window period (before current
calendar year minus one) must be submitted to SCIBRS in a window record. Any deviations from NIBRS values
and edits in window record data elements are noted in the deviation section of this document.
SCIBRS will eventually transition away from using window records. Vendors and SCIBRS POCs will be notified
as soon as a timeline is set.
ZERO REPORTS
The current SCIBRS system does not accept electronic zero reports. Local agencies must fill out the Zero Report
Form for each month that did not have a SCIBRS-reportable incident or arrest occur. This means, if there was no
incident reported with an Incident Date in a month AND there was no arrest reported with an Arrest Date in the
same month, then the agency must send SCIBRS a completed Zero Report Form.
The Zero Report Form can be downloaded from the SCIBRS webpage
(http://www.sled.sc.gov/documents/CrimeReporting/SCIBRS/SCIBRS_Zero_Report.pdf). This form can be filled
out in Adobe Reader. Once complete, the form—or a scan of the form—should be attached to an email and sent to
SCIBRS@sled.sc.gov.
The new repository system will accept electronic Zero Reports. SCIBRS will eventually transition fully to
electronic Zero Reports. Agencies and vendors will be notified as soon as a deadline has been determined.

ACTIVITY DATE
SCIBRS uses the Activity Date method of submission (the FBI’s explanation of Activity Date can be found in
Volume 2: Data Submission Specifications as revised November 2001). In South Carolina, the Activity Date is a
batch submission date (MMYYYY format) which corresponds to the month and year of the majority of the
incident arrests being submitted in that batch of records.
The Activity Date must be user controlled.
Often, the Activity Date is set as the most recent date that an update action was taken on the report (this is the
FBI’s definition). That is acceptable in South Carolina ONLY if that Activity Date can be manually changed by
the local agency user, if necessary

If a SCIBRS reporting software is using any of the above dates to generate the Activity Date, or if the software

This definition of Activity Date has been required since 1997.

A valid value is mandatory for every Group A incident report.

U=Unfounded
o To be used when a previously submitted incident is found to have either occurred in another
jurisdiction or to not be a crime at all.
o Any incident submitted with a U=Unfounded value will be deleted from the SCIBRS database. This
allows agencies to retain a record of the incident in their RMS without having the incident count
towards the agency’s SCIBRS statistics.
o Whenever U=Unfounded is reported, Status Change Date must be a valid value or blanks/spaces.
C=Administratively Closed
o To be used when an agency decides not to put any more resources into investigating a case. This does
not count as a clearance.
o A valid value in Status Change Date is required whenever C=Admin Closed is reported.
Blanks/spaces will NOT be accepted.
A=Administrative Filler
o To be used as a filler value when the case has not been unfounded or administratively closed.
o Whenever A=Admin Filler is reported, Status Change Date must be a valid value or blanks/spaces.

repository system will accept up to 10 offense segments.
The current legacy system will not accept 720=Animal Cruelty, 26F=Identity Theft, or
