Law Records Management System Release Notes
This document describes the changes to EIS Public Safety Software products included in January 2024 product release. The release encompasses all EIS products, including RMS, JMS, and CAD.
Each product release includes corrections and enhancements. Significant products and modules are arranged in this document. It includes descriptions of features and capabilities. EIS systems are highly configurable, and the actual appearance and functionality within your agency may vary slightly from the descriptions given.
Document Convention
We have included a quick visual indicator to describe each item as either a product feature enhancement or a fix to an existing element. Items are not presented in any specific order within the document.
The NEW Icon indicates a new feature added to the application.
The UPDATE Icon indicates an update to a feature or function currently deployed.
The FIX-IT icon indicates a correction or a modification to an existing function currently deployed.
Deployment
EIS strives to deploy updates twice annually, specific deployment depends on contractual requirements, modules deployed, agency discretion, and specific agency problems or requirements. RMS Release Notes
The following changes are incorporated in the January 2024 Records Management Systems Service pack and includes July of 2023 hotfixes. You will need .NET framework 4.6.2 or higher for this update.
RMS Entry
UPdated CA-555
CHP has revised the CHP "Traffic Collision Report, form CA- 555. According to the state, these revisions are consistent with the National Highway Traffic Safety Administration. EIS's Accident Module has explicitly been updated to reflect these changes, making it more efficient and convenient for our customers. The Information displayed in this document was retrieved from the Multi-Disciplinary Collision Investigation team (MCIT) quick reference guide.
Face Page Changes
Updated
Vehicle Involved With (Identify object) code K; Additional Object Struck. If there are multiple AOI’s involved, mark the first one plus “K.” Example: If property was damaged after a two-car collision.
New lookup code for Special Conditions; Autonomous. If an autonomous vehicle was involved in the crash, select it from the look up table.
Party Changes
ADDED:
Radio button for operator. The operator is considered the person that is engaged in the autonomous mode either from the driver seat or remotely.
2 – 4. Lane – Actual Lane the vehicle was involved in. Thru Lanes – The total number of lanes that are going in the same direction, excluding left or right turn only lanes. Total Lanes – The total number of lanes going in the same direction, including left or right turn only lanes.
5. Veh Automation Level new field with Lookup (A-AUTO-LEVEL) A-G.
Level 0 – No Automation – standard cruise control and blind spot monitoring.
Level 1 – Driver Assistance – Only one system of automation can be engaged at one time. Example: Adaptive cruise control would not work simultaneously with lane keep assist.
Level 2 – Partial Automation – Both adaptive cruise control and lane keep assist work simultaneously with driver intervention as needed. Example Tesla’s autopilot, Cadillac’s super cruise.
Level 3 – Conditional Automation – A company vehicle with testing permit, only in a specific designated location area. The driver can engage the automated driving system and then the driver becomes the operator. The operator is still seated in the driver’s seat.
Level 4 – High Automation - A company vehicle with testing permit, only in a designated area. The operator is not seated in the driver’s seat and they remotely engage in an autonoumous mode in the vehicle.
Level 5 – Full Automation – Vision of autonomous vehicle with no limitation – no human.
6. Veh Automation Engaged new field with Lookup (A-AUTO-ENGAGED).
Document which level of Automation the driver/operator had engaged at the time of crash.
7. Bikeway Facility – New field and lookup (A-BIKE-FACILITY).
Shared Roadway.
No bike lanes present, just vehicle traffic lanes/lane lines.
Class I – Bike Path – Special path, separated from cars, and shared by bikes and pedestrians.
Class II – Bike Lane – Marked bike lane on roadway, with no physical barrier is between cars and bicycles.
Class III – Bike Route – Posted street signs for bicycles specifically.
Class IV – Separated Bikeway – Marked bike lane on roadway, with a physical barrier between cars and bicycles, such as parked cars or separated by traffic dividers.
8. Enter up to ten additional codes to the ‘Sobriety – Drug – Physical’ field. Document all that applies.
9. Enter up to four codes to ‘Special Information.’ Document all that applies.
Cellphone Use Unknown has been added (Code E).
Changed Code F to reflect School Bus Related incidents.

1. Movement Preceding Collision – ‘Lane Splitting’ should be used if a motorcycle was riding between rows of vehicles.
Injured/Witness/Passenger Page
Added
Extent of injury – Wording has been changed to match CA-555 form.
Seating Position in Vehicle – Added Rear, Truck, Van (Code 10) and Position Unknown (Code 11).
Motorcycle, Mopeds, and Bicycles seating positions
Passenger position 2 is directly behind the driver
Passenger position 3 is the occupant of a side car
Passenger position 0 is to be any other location
EMS Run Number – Document the number created by EMS when a patient is transported to the hospital.
Property Page
Added
Additional fields added to document the person that was notified of the property damage and the method of notification.

California IBR
The following items are comprised of user interface corrections included within the RMS, specific to the RMS California IBR Confirmation.
Fixed
Law Enforcement Age Range Error
In-report validation will now return an error if the victim type located on the victim segment is L (Law Enforcement) and the age range is less than 17 or greater than 98 years old. The system will not provide an error if the age is 00 or unknown.
Loss And Recovery Date
Loss and recovery dates will record correctly according to the occurred between dates on the facepage.
Mutually Exclusive
In-report validation will check for mutually exclusive (lesser included offenses) properly for assault type offenses.
Offense List
Any additional codes added to the offense list is no longer duplicated.
Property Mapped To Weapon Offense
In-report validation will return an error if property is incorrectly mapped to a weapon (520) offense.
Relationship Unknown
If the victim is related to an offender with an unknown age, sex, or race code and the relationship is not RU or 54, a validation error will occur.
Recovered Property
In-report validation will return an error if the description code, 77 (Other), has a recovery value higher than the loss value unless the property is mapped to stolen property offenses. (280)
Florida IBR
The following items are comprised of user interface additions and corrections included within the RMS, specific to the RMS Florida IBR Confirmation.

Zero Report
A tool to submit zero reports has been added to Utility. This feature should only be used if an agency has zero reports for a month/year.

Arrest Report
The arrest audit report located in the FLIBR Submission Application displays arrests properly.
Arrest Segment
The system will provide a validation error if an arrest segment is completed on a name record that is not an offender.
Arrestee Age
State Reporting validation reports correctly when calculating the arrestee’s age.
Attempted Offense
In-report validation will now automatically create a ‘none’ property segment for any attempted offenses if there is not one created.
Default Recovered Date
In-report validation will assign a default recovered date if one is not entered.
Illogical Offense/Property Type
The system will search for illogical offense/property associations and provide a validation error if required.
Multiple Property Pieces
Multiple None or Unknown loss type items are sent to the state properly.
Offender/Victim Association
The system will record offender/victim type associations correctly.
Offender Age
The system will code an age range of 1 to 99 correctly if the offender age entered is NN,NB, or BB.
Stolen Property
Recovery loss value of ‘zero’ reports correctly on a recovery property item.
Vehicle Page On Supplement Reports
IBR data on the vehicle page is saving properly on supplement reports.
South Carolina IBR
The following items are comprised of user interface additions and corrections included within the RMS, specific to the RMS South Carolina IBR Confirmation.

Help And Tooltips
To maximize efficiency in entering accurate data, SCIBR now has a help button and tool tips. Instantly view tooltips by hovering your mouse over a field for a quick tip. Quickly access help when you need it all at the click of a button by clicking on the new help button available on all SCIBR segments.
Morphing Fields
Save time and ensure accurate data is entered with the new SCIBR morphing fields. With this new feature, IBR fields will appear according to what is required by the state. For instance, if you choose an aggravated assault offense code, you will see the IBR fields associated with the offense, such as Type of Injury and Aggravated Assault/homicide on the victim segment and Type or Weapon or Force Involved on the offense segment. If you enter a burglary, Method or Entry will display and not Type of Weapon or Force Involved.

This field displays correctly with the appropriate IBR Offense selected.

The validation button located under utility is displaying the validation errors properly.
Texas IBR
The following items are comprised of user interface additions and corrections included within the RMS, specific to the RMS Texas IBR Confirmation.
Added
Administrative Segment
Six new lab fields for state change requirement have been added. The Number/Types of Lab fields will be present for any incidents prior to January 1, 2024. Do not use these fields. They are for historical purposes only.
These new fields should be populated for incidents after January 1st, 2024. They should be used instead of the clandestine labs seized and type of drug manufactured fields.
Offense Segment
Sex Offense field. This field can be configured and populated in the RMS Manager's Crime Code Maintenance module. If the Citation Classification column is populated for an offense, then the Sex Offense field will be populated when selected. If not, then it would need to be entered.
Validation Rules
If the offense relating to Texas sex offense 01 ‘Continuous Sexual Abuse of Young Child or Children’, then the age of victim must be less than 14 years of age, and the offender is 17 years of age or older.
If the offense relating to Texas sex offense 02 ‘Indecency with a Child by Contact’ or 03 ‘Indecency with ‘Child by Exposure’, then age of the victim must be less than 17 years of age.
If the offense relating to Texas sex offense 06 is ‘Sexual Performance by a Child’, then the age of the victim must be less than 18 years of age and the NIBRS offense should be 370.
When the Texas sex offense code is 01, 04 or 05, the IBR Offense Code must be 11A, 11B, or 11C.
When the sex offense code is 03, 06, or 08 then victim and offender demographics are required.
The ‘weapon involved’ is mandatory when the sex offense code is 03, 06, or 08.
When the sex offense field is completed with offense code 90C, the sexual offense code must be 03.
The victim injury type is mandatory when the sex offense code is 03, 06, or 08.
When the NIBRS sex offense is 11A or 11B, at least one of the Texas sex offense code indicator(s) must be 01, 04, or 05.
When the NIBRS sex offense is 11D then the sex offense code must be 02 or 07.
When the NIBRS sex offense is 11D and the victim’s age is under 17 years of age, the Texas sex offense code indicator must be equal to 02.
When the NIBRS sex offense is 11D and the victim’s age is 17 years of age or older, the Texas sex offense code indicator must be equal to 07.
When the NIBRS sex offense is 11C then the sex offense code must be 01, 04, 05, or 09.
‘Weapon involved’ cannot be 99 when offense is 09A – 09C, 100, 11A - 11D, 120, 13A, 13B, or 520.
‘Weapon involved’ must be 99 when the offense code is 210.
IBR code 370 (Pornography) is now a group A offense.
Property Segment
Validation Rules
There will now be up to 14 seized drug items sent to the state
Washington IBR
The following items are comprised of user interface additions and corrections included within the RMS, specific to the RMS Washington IBR Confirmation.
Added
IBR – Offense
WAIBR Offenses will dictate whether the incident will be reported to the state and not the Report Types. With this new feature, users can choose any report type they would like and map an IBR offense to make the incident reportable to the state.
999 Not Reported
If you are using a state statute that is not reportable to the state, you can enter 999 (Not Reported) in the IBR offense field on the offense and arrest segments. If 999 is entered, the offense, arrest, etc, will not be reported to the state.

Age
Any age entered above 99 will be set to 99 by default.
Attempted Property Offenses
The in-report validation will create a ‘none’ property segment for attempted property offenses if there is not a property segment entered.
Domestic Violence Indicator
The domestic violence indicator will appear correctly when selecting an offense that is required to have it.
Drug/Narcotic Equipment
The in-report validation will now return an error if the description code of 11 (Drug/Narcotic Equipment) is not mapped to a 35B (Drug Equipment Violations).
Duplicate Offender
The offenders will appear correctly in the lookup after deleting an offender.
Extortion/Blackmail
The in-report validation will return an error if the 210 (Extortion/Blackmail) offense does not have a loss type of 5 or 7. (recovered or stolen)
Recovered/Stolen Item
The in-report validation will return an error if a recovered/stolen item is missing the correct offense.
Robbery Offense
The in-report validation will return an error if there is a completed 120 (Robbery) offense without a valid property item.
Same Sex Error
The in-report validation no longer returns a same-sex error without checking for all related offenders.
Violation Of A No Contact Order/Protection order
The in-report validation will return an error if there is a 500 (Violation of a No Contact/Protection Order) and no offender has entered.
RMS Query
Fixed
Date Of Birth Alias
The Alias Date of Birth has been added to the search in Query. The AKA detail screen will display the Date of Birth when displayed.
Calls For Service Query
The ‘Totals Only’ and ‘Full Return’ no longer has different totals.

A new ‘citation classification’ field is available for users to add the sex offense code for Texas IBR.
