Public Safety Software
Law Records Management System Release Notes
January, 2018
This document describes the changes to EIS public safety software products included in the
January, 2018, product release. The product release encompasses all EIS products; including
RMS, JMS, and CAD. Each product release includes numerous corrections and enhancements
but, this release note focuses on major enhancements that impact the user.
This document is arranged by major products and modules. It includes descriptions of
features and capabilities that have been included in the past three releases (since January,
2016). Note that the EIS systems are highly configurable and the actual appearance and
functionality within your agency may vary slightly from the descriptions given.
Document Convention
We have included a quick visual indicator intended to show each item as either a product
feature enhancement or as a tangible fix to an existing element.
The NEW Icon indicates a new feature added to the application.
The FIX-IT icon indicates a correction or modification to an existing function currently
deployed.
Deployment
While EIS strives to keep agencies current, specific deployment depends on contractual
requirements, modules deployed, size and location of the agency, and specific agency
problems or requirements. To discuss potential deployment or schedules in your agency,
please contact your account manager or EIS Customer Support.

RODUCT NHANCEMENTS
The following changes are incorporated in the Law Records Management System, RMS
Versions 17.7 and 18.1.
Case Address Index
Version: 17.7
Module: Case Report
RMS now provides a case address reference that allows users to pull any address previously
entered into the case, and to apply that address to any new entry. All addresses entered into
the case report such as an incident location, person address, and employer address, are
available for use. By clicking on the [A] button next to any RMS location field, the list of
addresses previously entered into the case will be displayed. The user can select any address
from the ADDRESS list and click the [SELECT] button to apply it. The address will be added to
the new entry.

RMS Advanced User Security And Password Management
Version: 17.7
Module: Several
RMS now provides an option to implement the Advanced
Security Authentication User Management capability. By
enabling the Advanced Authentication capability, the accessing
user will be required to provide a 2-factor identity validation,
comprised of the username/password & challenge response.
The system will enforce CJIS password standards and password
expiration intervals. This feature provides:
1. End User Password management.
2. Enforces CJIS password compliancy.
3. Forces 2 factor authentication.
4. Includes an optional access disclaimer.
Password expirations will
be enforced by the
system. Additionally,
password formatting and
usage patterns will be set
to enforce standard CJIS
requirements (e.g. expires every 90 days, cannot use a
dictionary word in the password, must contain upper
and lowercase with special characters, cannot re-use
passwords, etc.).
The password change is located within the RMS under
the “UTILITY” menu.

RMS now provides an option to implement an
access disclaimer for the agency’s option to
utilize the advance authentication capability.
By enabling this, users will be presented with
an agency defined legal notice specifying the
terms related to system access.
RMS Workflow “Notify” function
Version: 17.7
Module: RMS Entry
Within the RMS Entry application, the [NOTIFY] button can be optionally enabled, which
provides the ability to push a portion of a case report to other RMS users or groups
immediately. This can be used to directly push high profile cases while continuing to enter
data, or to provide information required for NCIC entry to agency personnel authorized to
perform entry into the state switch.

Colored Report Supplemental Indicator In RMS TreeView
Version: 17.7
Module: RMS
Highlights the supplemental report within the case
TreeView with green colored text, when the report
has been flagged as “Complete” by the officer AND
“Approved” by the supervisor. This feature has
been provided to assist agency staff to identify
approved reports from the report view.
User Log-On/Log-Over Function
Version: 17.7
Module: RMS Entry, Inquiry
Provides the ability for a currently logged on user to log-
on as a different user from within an active session in
either the RMS Entry or RMS Query module. Most
agencies utilize the Windows Account for log-on to the
RMS, which passes a default set of credentials to the RMS
based on the users Windows Log-on, bypassing the
application level username/password challenge. This
feature is generally intended for system administrative personnel.
Report Restriction Indicator
Version: 17.7
Module: Case Report, Supplement, FI, Citation, Parking, Trespass
Displays a red colored, Case “RESTRICTED" indicator on the header in the upper right corner
on Case, Supplement, FI, Citation, Parking, and Trespass reports that is set as “RESTRICTED”

Incident/Case Report Linking
Version: 17.7
Module: RMS Entry
1a. RMS provides a method of linking case reports as “Related Reports” within the system
and is currently available with other report types (Citations, Accidents, FI’s etc.) that carry a
related case # field. This allows the users to enter multiple case linkages within any report,
including intra-agency where a multiple agency configuration is utilized. Case links will be
displayed in the RMS TreeView as part of the “Related Reports” collection and are one-click
accessible by clicking on it to view the related report.
Description: 1b. When linking 2 case reports, a mutual link will always be established within
the system. When a link is created from one report to another, both reports will be linked. If
a case being linked does not currently exist in the RMS, the system will establish an automatic
link when the report is entered.
Description: 1c. Within a multiple-agency deployment, it is possible that different agencies

will utilize different case number formats. To assist the user when linking reports across
agencies, the system provides a feature that will utilize the case number format for the
selected agency (based on the agency code selected in the link box) if the selected agency has
a defined case # format.
Report Quality Assurance/Validation
Version: 17.7
Module: RMS
RMS features an agency level, definable report quality assurance capability that allows the
agency to define a set of reporting requirements that will be evaluated by the system at the
time the user attempts to set the report as “Completed”. The validation compliance listing
is placed on the “Report Completion” section of the incident report module, and is color
coded to improve the user’s recognition of system errors. Validation rules can be set for all
reports, or any select category of reports within the RMS based on specific data elements.
Examples include:
1. Validation based on a Case Type might require the user to include check-box MO data
if the report is classified as a “Burglary”.
2. If the report is cleared with an arrest, to ensure that an arrest is included somewhere
in the report.
Validation rules can be defined by the agency, however, the implementation and
configuration of the specific validation rule must be developed and delivered by EIS technical
services.

Case Report Printout To Include Complete Image Set And Full Sized Associated Documents
Version: 17.7
Module: RMS
The case report printout has been updated to include the printing of PDF documents attached
to the case report, and the printing of images (one per page) as displayed within the printed
case document. Currently, the “External” case report includes an index listing of associated
case media, indicating that a media item exists within the case – but does not display the
media item. With the updated report, the system will generate a printout that includes each
media item as a specific exhibit, and printed as follows:
1. PDF Documents: will be printed page for page.
Documents not conforming to standard 8 ½ X 11
report format will be scaled to fit the standard case
report page layout of 8 ½ X 11 in a portrait mode.
2. Images: will be printed one per page and scaled to
fit the standard case report page layout of 8 ½ X 11
in a portrait mode.
3. Video and audio: will not be printed.

Added User Date/Time Field To Report Log Entry
Version: 17.7
Module: RMS Entry
In the case report, the report log screen has been modified to replace the system default
‘entered date’ field on report log entry screen with the new date/time field. The new “Log
Date” field is set as a required field
and will allow the user to record the
time and date the activity occurred (if
different than the current time), if
the user does not enter a reference
date, the system will default to the
current date/time.
CAD Import And CAD Event CFS Display Functions Were Added To Our Supplement Page

CAD import and CAD event CFS display functions were added to our supplement page! Not only
do you have the convenience of importing information from CAD, but you can also see CFS event
information straight from the supplement page as well.

Expanded Existing CAD Import Function To Include Trespass, FI, And Citation Modules

The CAD import function has been modified to now include the Trespass, FI, and Citation modules.
This feature makes it much more convenient when adding multiple related records. Previously,
you would have to enter all the information manually each time, now it can import it
Protection Order Modification Feature
Version: 18.1
Module: RMS Protect
EIS added the Protection Order Number modification feature. Existing Protection Order numbers
can now be modified if you have the security object to do so. This change can be completed by
going to the protection order screen and replacing the existing number with the new one.

Direct Document Scanning Into RMS Multimedia
Version: 17.7
Module: RMS
Enhanced user capability to scan directly
from standard TWAIN compliant scanner
directly to the RMS media manager,
associated with any report. The capability
is provided within the Multimedia form as
a new option named [SCAN]. On activation
of the interface, the system will search for
the attached TWAIN device and perform
the function. If multiple devices are
available, the user can select the appropriate
device as part of the scan function by selecting
the scan “I” button. This feature is enabled in all
RMS modules utilizing Multimedia.
Note: Manufacturers TWAIN software drivers
will need to be loaded onto the workstation in
accordance with installation.

Group-able And Sortable Grid In MIS

Upgraded the result grid to utilize
the RMS group-able, sortable and
filterable grid tool within the
Master Index Forms as part of RMS
Query.
Case View Multi-Media Summary Display
Version: 17.7
Module: Case Report, Supplement
Provides a correction to the multimedia summary displayed in RMS
Entry and Query as part of the “CaseView” process. Previously,
when in Case View, the multimedia summary only displayed the
media associated with the initial case report and did not include
media attached to supplemental reports. This has been corrected
so that when in “CaseView”, the multimedia summary will display
ALL media associated with the case reports, including items
associated with supplemental reports. (NOTE: media entered within
the Property Manager application will not be displayed as part of
case media collection.)

Corrected RMS CASE View Displaying Multiple Arrests On A single Person
Version: 17.7
Module: RMS Entry
Correction to the RMS Entry tree view, to display all arrests for a person within the specific
case as reported across multiple supplements. If the person has multiple arrest events within
the case, the system will now display all arrests (across all supplements) by the arrest date.
Previously the system only displayed the first arrest recorded.
Corrected RMS ENTRY Field Name Conflict
Version: 17.7
Module: RMS Entry
Correction to the RMS Entry Incident Charge Screen to resolve conflict in the field name. The
Disposition and Court Disposition fields were identified to have the same name, which would
apply custom configuration options to both fields. We have renamed Court Disposition to a
unique name of “tCourtDispo” to maintain proper isolation.
Cut And Paste Location Field
Version: 17.7
Module: RMS Entry
Correction to the RMS Entry Location fields to allow cut and paste between multiple location
fields. In the previous version, the system would clear the field if the location data had been
pasted from the Windows Clipboard. Additionally, the system would not properly interpret
the information if entered from the clipboard. This Item has been resolved in system code;

RMS provides an option to implement bulk/group role management, allowing easier
management of user role assignments and modifications. In previous versions, if the agency
modified the permissions associated with a security role, the modifications would not be
posted to individual users accounts automatically (requiring system administrator to manually
remove and re-apply role-based permissions to each affected user). The system now provides
a bulk update function associated with the role, and includes 2 new roles
management buttons. Each function provides an update feature to manage all users assigned
to the modified role and will update a selected user or group of user’s permissions associated
within a role. Functions include:
1. Remove and Replace – Using this function, the system will remove all permissions
assigned to the users with the current role assignment and replace with the new
permissions set for the role.
2. Update the Users Superset – Using this function, the system will compare all
permissions assigned to the users with the current role assignment, and add any new
permissions associated with the role, and not currently assigned to the user. This
function will not remove permissions currently assigned to the user, it will only add
new permissions.

Change Personnel PIN List To Include The Logged-On User PIN If They Are Not Already In The
List

Previously, if a user had rights to update for another agency, their PIN was not showing up;
therefore, they were unable to do it. Now, the logged-on user will now appear on any PIN list.

RMS Inbox “Show All” Function

Within the RMS “Inbox” the Show All
function has been added to both the
RMS Entry and RMS Query client. When
activated, this function combines all the
query returns in the user’s queue into a
single display format for easy review.
The function speeds the review of the
data returns and eliminates the need for
the user to individually select each
query result for display. The Combined
view provides a printable page layout
for easy output.

RMS Inbox “Print All” Function

The “Print All” feature was included to provide a convenient method of publishing multiple
returns to a report with a single action, thereby eliminating the need to perform a return-by-
return publication to the media repository. Within the RMS “Inbox” the Print All function has
been added to both the RMS Entry and RMS Query
client. When activated, this function combines all
the selected query returns in the user’s queue into
a single document for easy publication to the
report. The function speeds the process and
eliminates the need for the user to individually
process each query result. When initiated, the
system displays a
selection box (all selected by default) of the items in the inbox, and the user can
select/deselect as desired. When complete the user can print the aggregated document
and/or publish to the media repository.

Within the RMS Entry application,
EIS provides a “Publish” function on
all print preview forms, to allow the
user to quickly post the document
to the report as an associated PDF.
The Print/Publish control has been
added to the NCIC/NLETS audit
screen to allow direct publication of
the audit log to the related entity
within any case report.

To provide consistency and to get X Y coordinates plotted on a map, RMS added the ability to
complete GEO Address Verification on the Incident, Supplement and Name pages. Once an
address is entered, select the “G” (Geo) button to activate the address verification process. Once
the process is completed, a match will be displayed in the window. See illustration below.
